DATE: March 2, 2023
Chief Financial Officer Jennifer Larson is recommending City Council reschedule the
public hearing on the Fiscal Year 2024 City Budget to a date before April 24, 2023. City
Council will be contacted to find a date that works best for everyone. The new date to
set the public hearing will be recommended at the March 20, 2023, City Council
Meeting.

approval.

INTRODUCTION
The purpose of this memorandum is to recommend rescheduling the public hearing on
the Fiscal Year 2024 City Budget.
DISCUSSION
Senate File 181 (SF181) was signed into law by Governor Reynolds on February 20,
2023. This bill requires the Department of Revenue (IDR) to recalculate residential
rollback for the 2022 Assessment Year (affecting Fiscal Year 2023-2024). The signing
of SF181 into law has affected the city budget process in a few ways. First is that the
rollback on residential property is being lowered from 56.4919% to 54.6501%. This will
result in a reduction in taxable valuation in the residential, commercial, industrial and
railroad property classes. It might be necessary to adjust the recommended FY24 tax
rate to generate the amount of property tax dollars needed to fund the Fiscal Year 2024
budget.
On February 21, 2023, IDR issued the revised assessment limitation order. County
Auditors have 15 days after the issuing of this new order to complete their resubmission
of taxable valuations in the Department of Management (DOM) valuation and budget
system. This means that no later than March 9, 2023, the revised taxable valuation
should be available to cities to revise tax rates, budget documents, the state budget
form, and notice of public hearing.
SF181 also changes the submission deadlines for budgets to April 30 for this year only,
to allow cities more time to complete their budget after the revised taxable valuation is
reported.
The current public hearing on FY 2024 City Budget is scheduled for March 23, 2023. In
order to provide the minimum notice of 10 days, the public hearing would need to be set
at the March 9, 2023 special budget meeting and the public hearing notice and related
documents would need to be submitted to the City Clerk by March 7, 2023.
Due to the County Auditor having a deadline of March 9, 2023 to submit revised taxable
valuations, it is not possible to hold the public hearing on the FY 2024 City Budget on
March 23, 2023.
ACTION STEP
Recommendation is to reschedule the public hearing on the FY 2024 City Budget to a
date in April on or before April 24, 2023.
