Hammel asking the council for permission to exca- vate in Rhomberg Ave., for the pur- pose of making water repairs on ser- vice to residents, between Windsor and Stafford Ave., said excavation not to exceed 4 feet long and 2 feet wide. Kurt asking the city council to build a retaining wall to protect his poreptry at Lots 43 and 44 Marsh's Add., located on Klingen- berg Terrace, claiming that sidewalk was built and it is less than six feet wide as contract calls for and there was a clay bank left after cut was made and said bank is caving in on his property. Petition of George Twaites and Joe Twaites asking the city council to cancel the taxes on the property of Alebrt Twaites being N. 1 -2 lot of 9 and Lot 10 O'Neil's Sub. Petition of property owners on Cox street asking the City Council to im- prove Cox street from the North prop- erty line of West Seventeenth stree north to the present improvement and Angella street, from the present im- provement west to the intersection 0f Cox street, which is a distance of 100 feet. Spellerberg asking the City Council to have trees trimmed on the corners of Walnut stree and Wert Eleventh street and Rose street and West Eleventh street, claiming the street lights at thes places are of little or no good on ac- count of the branches of the trees being too thick around them. McCarthy 15.60 City Electrican Hipman reported as follows: To the Honorable Mayor and City Council : Gentlemen: I herewith submit my report of defective lights for the month of March, 1919, I find from the report of the Police Department that the total hours that 66 lamps Communciation of the Dubuque Electric Co. as follows: February 28th, 1919. To the Honorable Mayor and City Council: Gentlemen: The wage scale for the Street Car employes, established by the Board of Arbitration last May, ex- pires March 1st, 1919. The men have presented a new scale to be effective after that date, which contemplates 50% increase over the Arbitration Board scale and which is 100% increase of the scale scale effective when we came to Du- buque, less than three years ago. Of course, you know that our rate for service, from which alone these added wages must be paid, has evr been the same. To meet the requirements of the proposed scale we would have to bor- row the money to pay operating ex- penses alone, with not a cent for in- terest on actual investment, or for depreciation. No fair minded man in Dubuque will deny that such a condi- tion is intolerable and impossible. The men claim they cannot work without the increased pay, we assure you we cannot operate and pay it, so that the situation is so grave in its results to city welfare that we present the matter immediately to you, who alone can m ^et it with efficient and sufficient remedy. While " in a great measure this situation results from the general war conditions, it has been aggravated no " little by unwar- ranted attacks on this company, which have sought to create the feeling and belief that we have indulged in "finan- cial jugglery" by which we could be and were exacting large profits which are sent to "out of town profiteers." So much of malice prompted these harmful statements that no thought was given to the fact that there is no proof back of them. The time has come for a show -down, and the expose of these assassins of public good by giving to the citizens of Dubuque an accurate statement of true conditions. This we call upon you to do, with the assistance of any public organizations which are mutually interested in the city wel- fare, and to that end we offer our un- reserved co- operation. As a method and basis of determining these facts, we respectfully ask that you and as- sociates, if any be wished, secure the services of a reputable certified pub- lic accountant, to whom we will sub- mit our records and accounts which will disclose our actual investment in the property, and the detailed account of operative expense. With these two things properly and authoritative- ly determined, there is a reason hope that feasible avenues of, relief may be discovered which will secure the con- Regular Session, April 3rd, 1919 AN ORDINANCE. 8 5 venience and comfort of the traveling public, conduce to the satisfaction of our employes, and maintain our finan- cial integrity. • We at this time refer only to the railway branch of our service here, be- cause it is there that the public wel- fare is immediately threatened, and where immediate action is demanded. Ald. McLaughlin offered the follow- ing: AN ORDINANCE ESTABLISHING A GRADE IN THE ALLEY FIRST EAST OF HILL STREET FROM WOOTON AVENUE TO BONSON AVENUE. Be it Ordained by the City Council of the City of Dubuque: Section 1. That an ordinance es- tablishing a grade in the alley first east of Hill street from Wooton ave- nue to Bonson avenue be elnd the same is hereby established and adopt- ed as shown by the profile of said street and grade, prepared by the City Engineer, being profile No. 970 B. M. door sill of the brick house on the corner of Peabody avenue and Hill street, elevation 263.52. Said grade begins at the south property line of Wooton avenue, which is station 0, center elevation 249.40; thence to station 1+50, center elevation 234.00; thence to station 3+50, center elevation 197.50; thence to station 4+15, the north property line of Bonson avenue, center eleva- tion 195.50. Section 2. Gentlemen: The agreement between the City of Dubuque and ourselves, as successors to the Union Electric Company, under which street sprinkling by means of a sprinkler car has been undertaken during the past years, expired as of May 1, 1917, and due to a change of management it was inadvertly over- looked until the summer of 1918. Should it be the pleasure of your Body to continue sprinkling a portion of the streets by means of the electric sprinkling car, we would indeed be pleased to eater into such an agree- ment. The old agreement was made in May, 1907 since which time, wages have increased nearly 100 percent and the increase in materials necessary to maintain and operation has ranged from 100 percent to 400 percent under these conditions, therefore, it would not be expected that we could continue a new agreement based upon the old schedule of charges which must be modified in accordance with the fol- lowing: For each hour that the sprinkler is in operation at the direction of the Street Commissioner, or Sprinkling Superintendent, the City of Dubuque will pay the Dubuque Electric Co. $22.50. For each day, including Sundays, during the sprinkling season (the lat- ter to be designated by your Honor- able Body, or the Street Commission- er) the City of Dubuque will guaran- tee the Dubuque Electric Co. a mini- mum charge of $7.50, whether the sprinkler is in operation or not such minimum charge to be automatically absorbed by the operation of tbree or more hours in any one day. The necessity of the minimum charge will be readily recognized, and existed in the old agreement in what we consider a very complicated form, which we have endeavored to simplify in the submission above. Certain repairs will be necessary to the sprinkling car before it can be placed in operation and we trust, therefore, that we be advised as to your pleasure at the earliest possible date in order that should you desire the service, no time will be lost in placing the car in operating condi- tion.
