key community resources in the Kerper
Boulevard Industrial Park, on Chaplain
Schmitt Island, Downtown Dubuque, the
Historic Millwork District, and on the

THE RAISE GRANT INCLUDES PLANNING AND
DESIGN FOR THE FOLLOWING:
— A vehicular/pedestrian overpass at the 14th St. railroad
grade crossing which will connect downtown residents
to job opportunities while reducing train delays that
negatively impact the safe and efficient movement of
people and goods to and from the Kerper Boulevard
Industrial Park and Chaplain Schmitt Island
— Complete street enhancements and roundabouts along
16th St. and Elm St. to improve vehicle flow and restore
the corridors to a state of good repair
— A pedestrian/bike path adjacent to the existing 16th
St. Peosta Channel bridge to improve safe access to
employment and recreational opportunities on Chaplain
Schmitt Island
A roundabout at Captain Sheehy Dr. on Chaplain Schmitt
Island
These improvements will improve safety; enhance quality
of life and racial equity in disadvantaged neighborhoods;
improve mobility and community connectivity with alternative
transportation modes; and support mixed -use, transit -oriented
development as well as ensure the efficient movement of goods
along corridors with manufacturing businesses.
