Chief Financial Officer Jennifer Larson recommends that a public hearing be set for
April 17, 2023, on the proposition of selling not to exceed $5,800,000 in General
Obligation Bonds. $5,676,000 of the proceeds is intended for projects in the City budget
previously approved by the City Council which include Build -out of Second Floor of the
Old Engine House, Fire Headquarters HVAC Replacement, Dubuque Ice Center
Settling Remediation and Building Improvements, Five Flags Renovation Design,
Downtown Parking Ramp Property Acquisition Related Costs, and Parking Ramp Major
Maintenance Repairs.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax and Greater Downtown TIF.
Additionally, as to the General Corporate Purpose and Urban Renewal portions of the
issuance, at any time before the date of the hearing, a petition may be filed with the City
Clerk requesting that the issuance of the bonds be submitted to an election. To qualify,
a petition must be signed by eligible electors equal to at least ten percent of the number
who voted at the last regular municipal election (but not less than ten persons).
If a valid petition is filed, Bond Counsel should be notified as soon as possible since the
hearing proceedings will have to be revised to cover the action taken by the Council in
either abandoning the proposal to issue the Bonds or directing the County
Commissioner to call a special election upon the question of issuing the Bonds.
Section 384.25 of the Code of Iowa, provides that any resident or property owner of the
City may appeal the decision to take additional action to issue the Bonds, to the District
Court of a county in which any part of the city is located, within 15 days after such
additional action is taken, but that the additional action is final and conclusive unless the
court finds that the City Council exceeded its authority.

INTRODUCTION
The purpose of this memorandum is to recommend the setting of a public hearing on
the proposal to issue General Obligation Bonds, the proceeds of which will be used for
essential and general corporate purposes of the City for projects in the City budget
previously approved by the City Council.
DISCUSSION
Of the bond amount:
• $193,000 is intended to provide funds to pay the costs of the build -out of second
floor of the Old Engine House with payment from local option sales tax.
• $176,000 is intended to provide funds to pay costs of the HVAC replacement at
Fire Headquarters at 11 West 9t" Street with repayment from local option sales
tax.
• $4,300,000 is intended to provide funds to pay costs of Dubuque Ice Center
settling remediation and building improvements with repayment from local option
sales tax.
• $600,000 is intended to provide funds to pay for the costs of design of the Five
Flags renovation with repayment from Greater Downtown TIF.
• $162,000 is intended to provide funds to pay costs related to the property
acquisition for a new Downtown Parking Ramp with repayment from Greater
Downtown TIF.
• $245,000 is intended to provide funds to pay costs of parking ramp major
maintenance repairs with repayment from Greater Downtown TIF and
• $124,000 is intended to provide funds for bond issuance costs.
Although the City is selling General Obligation Bonds to support the projects, repayment

Council to set April 17th as the date for a hearing on the General Obligation Loan Agreements (the "Loan Agreements").
The documents attached include the following items:
1. Resolution fixing the date, time and place of the meeting at which it is proposed to hold the hearing and
take action to enter into the Loan Agreements.
The forms of notice of hearing are set out in Sections 2, 3, 4 and 5 of the resolution. Please print extra copies
for delivery to the publisher. Please insert the time and place of the hearings in both the resolution and the notices.
2. Attestation Certificate with respect to the validity of the transcript.
Organization Certificate.
4. Publication Certificate with respect to publication of the notices, to which must be attached the
publisher's affidavit of publication with the clippings of the notices as published.
The notices of hearings for all of the proposed Loan Agreements must be published at least once, not less than
ten (10) and not more than twenty (20) days before the April 17, 2023 meeting date set for the hearing, in a legal
newspaper which has a general circulation in Dubuque. The last date on which these notices can be effectively
published is April 7, 2023.

at the Historic Federal Building, 350 W. 6th St., Second Floor Council Chambers, Dubuque, Iowa.
The Mayor presided and the roll was called showing the following members of the City Council
present and absent:

Council Member Roussell introduced the resolution hereinafter next set out and moved its

Resolution setting the date for public hearing and additional action on proposal to
enter into General Obligation Loan Agreements and to borrow money thereunder
WHEREAS, the City of Dubuque (the "City"), in Dubuque County, State of Iowa proposes
to enter into a loan agreement (the "Fire Protection Facilities Loan Agreement') and to borrow
money thereunder in a principal amount not to exceed $450,000, pursuant to the provisions of
Section 384.24A of the Code of Iowa, for the purpose of undertaking repairs and improvements
for municipal fire protection facilities, and it is now necessary to fix a date of meeting of the City
Council at which it is proposed to take action to enter into the Fire Protection Facilities Loan
Agreement and to give notice thereof as required by such law, including notice of the right to
petition for an election on such proposal pursuant to the provisions of Section 384.26 of the Code
of Iowa; and
WHEREAS, the City also proposes to enter into a loan agreement (the "Parking Ramp
Facilities Loan Agreement') and to borrow money thereunder in a principal amount not to exceed
$450,000, pursuant to the provisions of Section 384.24A of the Code of Iowa, for the purpose of
undertaking repairs and improvements to municipal parking ramp facilities, and it is now necessary
to fix a date of meeting of the City Council at which it is proposed to take action to enter into the
Parking Ramp Facilities Loan Agreement and to give notice thereof as required by such law,
including notice of the right to petition for an election on such proposal pursuant to the provisions
of Section 384.26 of the Code of Iowa; and
WHEREAS, the City also proposes to enter into a loan agreement (the "Five Flags Arena
Loan Agreement') and to borrow money thereunder in a principal amount not to exceed $700,000,
pursuant to the provisions of Section 384.24A of the Code of Iowa, for the purpose of undertaking
repairs and improvements to the Five Flags Arena facilities, and it is now necessary to fix a date
of meeting of the City Council at which it is proposed to take action to enter into the Five Flags
Arena Loan Agreement and to give notice thereof as required by such law, including notice of the
right to petition for an election on such proposal pursuant to the provisions of Section 384.26 of
the Code of Iowa; and
WHEREAS, the City also proposes to enter into a loan agreement (the "Urban Renewal
Loan Agreement' and together with the Fire Protection Facilities Loan Agreement, the Parking
Ramp Facilities Loan Agreement, and the Five Flags Arena Loan Agreement, the "Loan
Agreements"), pursuant to the provisions of Section 384.24A and Section 384.24.3(q) of the Code
of Iowa, and to borrow money thereunder in a principal amount not to exceed $4,650,000 for the
purpose of paying the costs, to that extent, of undertaking the Mystique Community Ice Center
(Dubuque Ice Arena) Settling Remediation and Building Improvements Project, an authorized
urban renewal project in the Dubuque Greater Downtown Urban Renewal Area, and it is now
necessary to fix a date of meeting of the City Council at which it is proposed to take action to enter
into the Urban Renewal Loan Agreement and to give notice thereof as required by such law,
including notice of the right to petition for an election on such proposal;

The City Council of the City of Dubuque, Iowa the "City"),
will meet on April 17, 2023, at the Historic Federal Building,
350 W. 6th St., Second Floor Council Chambers, Dubuque, Iowa,
at 6:30 oclock p.m., for the purpose of instituting
proceedings and taking action on a proposal to enter into a
loan agreement (the "Loan Agreement") and to borrow money
thereunder in a principal amount not to exceed $450,000 for
the purpose of undertaking repairs and improvements for
municipal fire protection facilities.
The Loan Agreement is proposed to be entered into pursuant
to authority contained in Section 384.24A of the Code of Iowa
and will constitute a general obligation of the City.
The maximum rate of interest which may be payable under the
Loan Agreement is 8 % per annum.
At any time before the date fixed for taking action to enter
into the Loan Agreement, a petition may be filed with the City
Clerk of the City asking that the question of entering into
