Van Milligen, City Manager FROM: Jennifer Larson, Chief Financial Officer SUBJECT: Set Public Hearing on FY 2024 City Budget DATE: March 7, 2023 INTRODUCTION The purpose of this memorandum is to submit two resolutions setting the public hearing in connection with the adoption of the Fiscal Year 2024 City budget. The publication of official notices for the public hearing will be published to meet Iowa Code minim um publication requirements. DISCUSSION The public hearing on the Fiscal Year 2024 City budget will be conducted in the City Council Chambers at 350 W. 6th St and virtually at 6:30 p.m. on Thursday, March 23, 2023. The public hearing will also cover the adoption of the Five-Year Capital Improvement Program for Fiscal Years 2024-2028. The final budget approval cannot exceed the maximum property tax resolution for Fiscal Year 2024 adopted by City Council at the February 20, 2023 public hearing. State law requires a public hearing on the Operating Budget and the Five-Year Capital Improvement Program. Since the recommended Fiscal Year 2024 budget went to City Council on February 20, 2023, the State of Iowa adjusted the residential rollback which revised property valuations. The taxable debt valuation increased from $3,126,146,510 to $3,126,185,690. The highest rate (Waterloo (FY23)) is 92% higher than Dubuque’s rate, and the average is 48% higher than Dubuque. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1.
