Notice in Relation to Noxious
Weeds.
Every owner, agent, trustee, ten-
ant or other person having the con-
trol of lots or parcels of real estate
in the City of Dubuque, Iowa, is
hereby notified that the permitting'
of noxious weeds growing to seeds
on such lots or parcels of real es-
tate or on the walks abutting same
is forbidden by ordinance of said
city, and should any owner, agent,
trustee, tenant or other person hav-
ing control of lots or parcels of real
estate fail to neglect to destroy such
noxious weeds before the 1st day of
August, 1918, the City of Dubuque
will cause such noxious weeds to be
destroyed and assess the property
whereon such weeds are allowed to
grow at the rate of 50 cents per
hour for the time required to do the
work of destroying same.

P. R. R. Co., stating that they had
completed their crossing at Rhom-
berg avenue and there should be a
drainage system put in, also stated

Gentlemen: Hereto attached you
will find an Ordinance prepared by
me which provided for the destruc-
tion of Weeds and noxious grbwths
upon the lands and lots within the
limits of the City of Dubuque and'
prescribes a punishment for the vio-
lation of the same.
It has been the experience of the
City in the past that the system of
cutting weeds from lots where they
have been p'erniitted to grout is un-
satisfactory because the bwners of
lots rely to a very large etent upbn
the city to do this work and collect-
ing therefor by quay of asSessnients,
or in a great many instances this
assessment is either resisted by the
dWner and not paid or it is inade-
quate to meet the expense. In this
Ordinance, which I have prepared
we make it an offense to permit
weeds to grow upon property and
we prescribe that any person who
permits weeds to grow shall be ar-
rested and made to pay a fine for
every lot where weeds grow. It
seems to me that it is the surest and
quickest way of handling the situa-
tion and one which is authorized by
the statute:

your way clear to pass this Ordi-
nance at once so that people will
have sufficient notice within which
to cut the weeds themselves be-
cause the Ordinance provides that
weeds shall be cut not later than
August 15th: Trusting this will

DUBUQUE; PROVIDING FOR
THE DESTRUCTION. OF THE
SAME, AND PUNISHING THE
VIOLATION THEREOF.
Be It Ordained by the City Council.
of the City of Dubuque'.
Sec. 1. That it shall be unlawful
for any person firm or corporation
owning property within the limits
of the City of Dubuque to permit
any Weeds of any variety and nox-
ious growths to grow thereon and
it Shall be the duty of every such
owner of lands to cut said weeds
and noxious growths between the
15th day of Slily and the 15th day Of
August of each year so that said
weeds may not be permitted to
bloom or blossom or go - CO seed.
Sec. 2. The terms "Weeds and
Noxious Growths" shall be taken to
mean Weeds of all varieties and es
pecially quack grass, Canadian
thistle, cocklebur, wild mustard,
sour or curled dock, smooth dock,
buckliorn or ribbed plantain, wild
parsnip, horsenettle, velvetweed, or
buttonweed, burdock; shoofly, wild
carrot and Russian thistle.
Sec. 3. Any owner of lairds who
fail to cut and remove said Weeds or
noxious growths from his land or
perniits said weeds to bloom, blos-
som or go to seed within the time
above stated, shall be fined for each
lot or parcel of land upon which
said weeds are permitted to grow, a
sum not to exceed one hundred
($100.00) dollars or imprisonment
not to exceed thirty days, and it
shall be the duty of the Street Com-
missioner to report all violations of
this Ordinance.
Sec. 4. This Ordinance being
deemed of immediate importance
shall be in force and in effect from
and after its passage by the City
Council and publication as provided
by law.

thought that by co- operating they
would be able to accomplish more.
J. J. Roshek addresed the Board
suggesting that a laboratory be es-
tablished and maintained here in
the city so that bacteriological tests
of our milk and water supply could
be made more frequently, also that
the Board decide on the location of
the new Detention hospital and get
same in condition to use as soon as
possible, and the Commercial club
would do all in their power to help
them.
Ald. Leist moved that this com-
mittee be invited to attend the next
meeting of the Board of Health and
that the clerk be instructed to not-
ify m
Dr. the Palen addressed the Board
relative to the infantile paralysis
epidemic, stating that the Dubuque
physicians had the epidemic under
control and if the physicians are
called at once the chances of recov-
ery of the patient are good, as Dr.
Rosenow left a quantity of serum
with the doctors and they are well
versed in the use of it now.

buque, That to provide for the cost

cil of the City of Dubuque, That it
is deemed necessary and advisable
to construct a sanitary sewer in
Queen street and it is hereby pro-
posed to construct an eight -inch tile
pipe sanitary sewer in Queen street
from the end of the present sewer,
near Ed-ward street, to Pfotzer
street, and to assess the cost of said
sewer against the property legally
subject to assessment.

cil of the City of Dubuque, that the
city engineer, be and he is hereby
directed to prepare a plat showing
generally the location, nature and
extent to the proposed construction
of an eight -inch tile pipe sanitary
sewer in Queen street, from the end
of the present sewer near Edward
street, to Pfotzer street, and th.;
kind 'or ]rinds of material or mater-
ials to be used, and an estimate of
the entire cost thereof, and the
amount and cost of such improve-
ment, and the amount assessable
upon any railway or street railway
company, the amount and cost
thereof to be paid by the city, if
any, and the cost thereof and
amount assesable upon each lot or
parcel of land adjacent to such im-
provement as contemplated by
Chapter 76 of the Laws of the
Thirty -fifth General Assembly of
the State of Iowa and acts amended
thereby, and to file such plat and
estimate in the office of the city re-
corder; that after the filing of said
plat and estimate in his office, the
city recorder shall publish in three
consecutive issues of a newspaper
published in this city, a notice stat-
ing that such plat and estimates are
on file, the location and nature of
the improvement, kind or kinds of
material or materials to be used,
and an estimate of its cost, and the
time before which objections there-
to can be filed, and the time fixed
for hearing, which time shall not
be less than five days after the last
publication of such notice, and af-
ter such publication shall have been
made, the city recorder shall, at the
next regular session of, the City
Council, notify the Council thereof
in writing, with a printed copy of
such notice accompanying the same.

Notice of Special Assessment:
Notice is hereby given to all con-
cerned tha to special assessment as
provided by law will be levied at a
session of the City Council of the
City of Dubuque, Iowa, to be held
Thursday, August 15th, 1918, to pay
for improving Cora Street from
East property line Grandview Ave-
nue to South property line of Curtis
Street. John Tibey, Contractor.
Amount of special Assessment $3,-
028.57, same to be assessed against
the property legally subject to as-
sessment upon and along said street.
And that there is a plat and
schedule on file in the office of the
City Recorder of said City of Du-
buque, showing the street in which
said improvement was subject to as-
sessment for such improvement, the
name of the owner thereof as far as
practicable and the amount to be
assessed against each lot or parcel
of ground, which plat and schedule
are subject to public inspection.
And that any and all persons ob-
jecting to said assessment or to said
plat must file his or her objections
in writing with the City Recorder of
said iCty of Dubuque on or before
said session of the City Council to
be held August 15th, 1918, or to
appear at said session of the Coun-
cil to show cause, if any you have,
why said assessment should not be
levied.

cal physicians are urged to co-oper-

Be It Ordained by the City Council
of the City of Dubuque:
-Sec. 1. That it shall be unlawful
for any person, firm or corporation
owning property within the limits
of the City of Dubuque to permit
any weeds of any variety and nox-
ious growths to grAw thereon and
it shall be the duty of every such
owner of lands to cut said weeds
and noxious growths between the
15th day of July and the 15th day of
August of each year so that said
Weeds may not be permitted to
bloom or blossom or go to seed.
See. 2. The terms "Weeds and
Noxious Growths" shall be taken to
mean Weeds of all varieties and es-
pecially quack grass, Canadian
thistle, cocklebur, ' wild Mustard,
sour or curled clock, smooth dock,
buckhorn or ribbed plantain, wild
parsnip, horsenettle, velvetweed, or
buttonweed, burdock, shoofly, 'wild
carrot and Russian thistle. '
Sec. 3. Any owner of lands who
fail to cut and remove said weeds or
noxious growths from his land or
permits said, weeds to bloom, blos-
som or go to seed within the time
above stated, shalt' be fined for each
lot or parcel of land upon which
said weeds are permitted to grow, a
sum not to exceed one hundred
($100,00) dollars or imprisonment
not to exceed thirty days, and it
shall be the duty of the Street Com-
missioner to report all violations of
this Ordinance.
, Sec. 4. This Ordinance being
deemed of immediate importance
shall be in force and in effect from
and after its passage by the City
Council and publication as provided
by law.

CIL'S INTENTION TO CON-
STRUCT AN EIGHT -INCH TILE
PIPE SANITARY SEWER IN
QUEEN STREET FROM ED-
WARD STREET TO PFOTZER
STREET.
To Whom It May Concern: You
and each of you are hereby notified
tat it is the intention of the City
Council of the City of Dubuque,
Iowa, to construct an eight -inch tile
pipe sanitary sewer in Queen street,
from Edward street to Pfotzer
street.
That a plat of said improvement is
now on file in the office of the City
Recorder.
It is estimated by the City Engi-
neer that said improvement will re-
quire:
630 lineal feet of eight -inch tile
pipe.
4 manholes.
Making a total estimated cost to
the legally assessable property own-
ers of $1,265.00.
Any perso nhaving objection to
said improvement is hereby notified
to appear before the City Council al
its next regular session to be held
September 5,th, 1918, or to file with
the City Recorder their objection in
writing on or before Septembr 5th,
1918.

that same had been prepared upon
the basis of two "Lightless" nights
per 'week, 'presented and read. On
motion Of Ald. Andresen, the com-
ntunication'was referred to the com-
mittee • on lights.
Petition of Jess Venn, asking the
City Council to cancel his taxes,
stating that he was a Union Soldier
in Co. I, 3rd N. Y. L. A., for two
years during the Civil war, present-
ed 'and read. Ald. Frith moved to
exempt Jess `Venn from all taxes 'up
to 'the amount of $1;500. Carried.
Petition Of A. L. `Hammel, asking
the City Council for •permission to
excavate in Windsor avenue, for the
purpose 'of connecting the property
df Mrs. •Strotz with sanitary sewer,
presented and read. Ald. Frith mov-
ed to refer 'the petition to the com-
mittee of the whole. 'Ald. Andre-
sen amended Ald. Frith's motion by
offering as a substitute to grant the
prayer of the petition. 'Lost by the

Petition of the Guaranteed Tire
Service Co., asking the City Council
to grant them permission to install
a free air and water service station
in front of their place of business
at 241 Main street, presented and
read. On motion of Ald. McLaugh-
lin, the prayer of the petition was
granted, they to sign waiver and
agreement drawn up by the city at-
torney.
Petition of Helen Meehan, et al,
askin gthe City Council to construct
sewers at the foot of Third street
hill, stating that during heavy rains
the water does considerable damage
to adjacent property, presented and
react. On motion of Ald. McLaugh-
lin, the .petition was referred to the
sewer inspector and the city engi-
neer.

'Communication and iresolution • of
the rDnbuque Park Board, determin-
ing the tax - needed to be 'levied for
park ' ptir -pbses for the c'omin'g year,
including Ithe Sum heeded to pay
park bonds comin gdue May 1, 1919,
and the linterest 'then due on the re-
maining park bonds. The rate to
be 'three- quarters of a mill on the
dollar, .presented an read. Ex-
pressed in dollars amounts to ,$24,-
000. On motion of Ald. Frith, the
communication and resolution was
referred to the committee of the
whole.
Communication of the League of
Iowa Municipalities, inviting the
city officials to attend the twenty -
first annual convention of the league
at Ames on Tuesday, Wednesday
and Thursday, September 17, 18 and
19, 191'8, presented and read. On
motion of Ald. Frith, the mayor and
city attorney are to be sent as dale -,
gates at the city's expense.
