motion of Ald. Frith, the mayor and

Be It Ordained by the City Council
of the City of Dubuque:
,Sec. 1. That it shall be unlawful
for any person, firm or corporation
owning property within the limits
of the City of Dubuque to permit
any weeds of any variety and nox-
ious growths to grow thereon and
it shall be the duty of every such
owner of lands to cut said weeds
and noxious growths between the
15th day of July and the 15th day of
August of each year so that said
weeds may not be permitted to
bloom or blossom or go to seed.
Sec. 2. The terms "Weeds and
Noxious Growths" shall be taken to
mean. weeds of all varieties and es-
pecially quack grass, Canadian
thistle, cocklebur, ' wild mustard,
sour or curled dock, smooth dock,
buckhorn or ribbed plantain, wild
parsnip,'horsenettle, velvetweed, or
buttoniveed, burdock, shoofly, wild
carrot and Russian. thistle.
, Sec. 3. Any owner of lands who
fail to cut and remove said weeds or
noxious growths from his land or
permits said weeds to bloom, blos-
som or go to seed within the time
*hove stated, shall ' be fined for each
lot or parcel of land upon which
said weeds are permitted to grow, a
sum not to 'exceed one hundred
($100.00). dollars or imprisonment
not to exceed thirty days, and it
shall be the duty of the Street Com-
missioner to report all violations of
this Ordinance.
,Sec. 4. This Ordinance being
deemed of immediate importance
shall be in force and in effect from
and after its passage by the City
Council and publication as provided
by law.

PIPE SANITARY SEWER IN
QUEEN STREET FROM ED-
WARD STREET TO PFOTZER
STREET.
To Whom It May Concern: You
and each of you are hereby notified
that it is the intention of the City
Council of the City of Dubuque,
1 qwa, to construct an eight -inch .tile
pipe sanitary sewer in Queen street,
from Edward street to Pfotzer
street.
That a plat of said improvement is
now on file in the office of the City
Recorder.
It is estimated by the City Engi-
neer that said improvement will re-
quire:
630 lineal feet of eight -inch tile
pipe.
4 manholes.
Making a total estimated cost to
the legally assessable property own-
ers of $1,265.00.
Any perso nhaving objection to
said improvement is hereby notified
to appear before the City Council at
its next regular session to be held
September 5th, 1918, or to file with
the City Recorder their objection in
writing on or before Septembr 5th
1918.

Electric Co., 'stating that they had
discontinued issuing and accepting
as fare, the two and one -half cent
street car tickets, upon advice of
their attorneys, said attorneys
claiming they were violating the
state law by doing same. Ald. Frith
moved that the communication be
referred to the city attorney. Car-
ried. Ald. Andresen moved the fol-
lowing be incorporated in Ald.
Frith's motion: That the city at-
torney report to the Council as soon
as possible. Carried.
Ald, Strobel moved to suspend
the rules for the purpose of allow-.
ing the interested parties to ad-
dress the Council. Carried by the
following vote:

Gentlemen: The Board of Health
met in special session August 21st,
1918.
Chairman Saul in the chair.

Citizens Dr. Chas. Palen, City Attor-
ney Czizek, Adam Zillig, Miss Maud
Reeder, school nurse; Health Offi-
cer Neuman.
Communication of Dr. Henry Al-
bert of Iowa City, in answer to a
letter of inquiry by Attorney Czizek,
relative to establishing a bacterio-
logical labratory in Dubuque. Dr.
Albert advised the hoard to urge
the establishment of a labratory,
and set forth the advantages the
city would receive by having one,
also stating the salary usually paid
for the services of a basteriologist,
and recommended Dr. Hesselberg, a
Dubuque lady, as being a very com-
petent person for such a position,
stating that she could also make
pathological examinations, present-
ed and read.
On motion of Ald. Andresen, Dr.
Palen was instructed to see if Dr.
Hesselberg would accept the posi-
tion of bacteriologist and report
back to the Board of Health at
their next meeting.
Miss Reeder, school nurse, re-
ported two cases of venereal diseas-
es in the city that are in need of
financial and medical aid.
Dr. Palen addressed the board
and recommended that the cases
mentioned by Miss Reeder be
quarantined the same as other con-
tagious diseases and be taken care
of by the county until other ar-
rangements can be made. On mo-
tion of A. Zillig, the recommenda-
tion of Dr. Palen was approved and
Miss Reeder was instructed to get
in communication with the proper
authorities at Des Moines, where
they have hospitals for such cases,
and report back to the Board of
Health.

sanitary sewer of eight -inch tile
pipe be constructed in Queen street,
from the end of the present sewer
near Edwards street to Pfotzer
street, according to the plans and
specifications of said sewer prepar-
ed by the city engineer and now on
file in the office of the city record-
er, and be it further
Resolved, that said sewer shall be
completed on or before the 15th day
of November, 1918, and shall be
paid for at the time and in the
planner prescribed by Chapter
Y�ZIV of the Revised Ordinances
of 1901 of the City of Dubuque for
the payment of the cost of con-
structing sewers. The proposals for
doing such work will be acted upon
by the Council on the 19th day of
September, 1918, and the city re-
corder is hereby ordered to give ten
days notice by publication asking
for proposals as provided by ordi-
nance.

Gentlemen -
'The undersigned Committee -on
Claims and City Attorney respect-
fully - recommend for your approval
settlement in the following cases:
Marie Breson vs. City of Du-
buque. Law 19.190.
W. J. Breson vs. ,City of Dubuque.
Law number 19191.
, These two cases grow out of per-
sonal injury which were sustained
by the plaintiff by reason of a fall
which said Marie Breson sustained
on March 10th, 1917, on Valeria
Street, and the ,amount sued for in
both, cases taken together is $50.00.
We recommend that these two cases
be settled for the sum of $200 and
the plaintiff to pay costs.. If satis-
factory have warrant drawn in
favor of Kenline & Roedell in the
sum of $200, attorneys for the
plaintiff.
We also recommend settlement in
the case of John Graas against city
of Dubuque, law number 19453,
which action was brought to collect
damages for personal injuries sus-
tained by the plaintiff on December
12th, 1917, for which suit was
brought in the District Court for the
sum of $2000. We recommend a
settlement in. this case in the sum
of $150 and the plaintiff to -pay the
costs, and if acceptable, have a war-
rant drawn in this amount in favor
of Walter Koerner, the attorney for
John Graas.
We beg to advise you also that we
have effected a settlement with
James Malloy, an employe of the .
city, who on August 21st burned
both hands while pouring hot tar
upon the pavement. Said Malloy
was out of work about three weeks
and we have agreed to settle with
him for the suns of .$15 .and recom-
mend that a warrant be drawn in
his favor in that amount.
We also .beg to .advise you that
we have agreed to settle with Chris.
Gantenbein, an employe of the city
who was injured on March 21st,
1918, while in the performance of
his duties as foreman of the Fifth
ward. We find that he sustained
rather serious injuries to his hip so
that he has been unable to 'do his
ordinary labor. We recommend
that settlement be made with him
in the sum of $85, the city having
already paid his doctor bill.
The last two cases are covered by
the workmen's compensation act
and should be adjusted without de-
lay. If our action in settling with
Mr. Gantenbein meets with your ap-
proval kindly have a warrant drawn
in his favor.
The accident to Mr. Gantenbein
impresses us with the importance of
again calling to the attention of the
council the matter of having all gas
and water plugs which extend above
the surface of the sidewalk or
ground upon sidewalk space cut
down so that they will be level with
the ground or sidewalk. This in-
cludes any gas or water plug which
is inside of the curb line up to the
property line and in order to have
this matter taken care of at once,
we recommend that the street com-
missioner and sidewalk commission-
er advise and instruct the ward
foremen in each ward to go through
his ward and check the places
where these obstructions exist and
have the same removed without de-
lay.

directed to prepare a plat and spe-
cifications for an eight inch tile pipe
sanitary sewer in Seminary Street
from West Locust Street. to a point
four hundred and fifty feet North,
showing the locations and general
nature of such improvement, the
extent thereof, the size and kind of
material to be used, and to prepare
an estimate of the cost thereof and
the amount assessable upon each lot
or parcel of land adjacent to or
abutting thereon per front feet or
square feet in area, and to ,file such
plat, specifications and estimate in
the office of City Recorder.
That after such plat is so filed,
the City Recorder shall cause to be
published notice of the intention of
the Council to make such improve-
ment, which notice shall be pub-
lished in three consecutive issues of
the official paper of the City of Du-
buque, stating that such plat is on
file, and generally the natrue of the
sewer, its location, size and kinds
of material to he used, and the es-
timate of its cost, and fixing the
time before which objections can be
filed, which time shall not be less
than five days after the last publi-
cation of said notice, and after the
completion of the publication of
such notice, he shall at its next ses-
sion, notify the Council thereof in
writing with a printed copy of such
notice accompanying the same.

registers duly appointed to register
all male persons between the ages of
18 and 21, both inclusive, and 31
and 45, both inclusive, In compliance
with the president's proclamation,
relative to selectihe draft and eoh-
seription, in the City of Dubuque,
Iowa, will be in attendance at the
places- hereinbelow mentioned, for
the purpose of making the registry,
list of names of all such persons.
