Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer SUBJECT: North Cascade Road Reconstruction Project Phase 1 - Bridge over Catfish Creek to Edval Lane Acceptance of Public Improvement Construction Contract Iowa DOT Project No. STBG-SWAP-2100 (669)--SG-31 DATE: April 11, 2023 INTRODUCTION Dubuque All•Merin City 2007-2012.2013 2017*2019 The enclosed resolution provides for the acceptance of the Public Improvement Construction Contract for the North Cascade Road Reconstruction Project, Phase 1 from the bridge over Catfish Creek to Edval Lane, Iowa DOT Project No. STBG-SWAP- 2100 (669)--SG-31. BACKGROUND With the completion of the Southwest Arterial (US 52) and the location of the Middle Interchange at North Cascade / English Mill Road, traffic volumes are expected to increase on North Cascade Road. The original roadway was narrow, substandard in design and was inadequate to accommodate future traffic and development growth. The Timber Hyrst residential subdivision connects Creekwood Drive to North Cascade Road between Edval Lane and the Catfish Creek bridge. The original development agreement for this subdivision between the City of Dubuque and North Cascade Road Developers, LLC., in addition to a pre -annexation development agreement with Gary Valentine stipulated that the City was responsible for completing safety related improvement to North Cascade Road. DISCUSSION The North Cascade Road Reconstruction improvement included the reconstruction of North Cascade Road from the bridge over Catfish Creek to Edval Lane. The previous 24-foot rural roadway was widened to a 35-foot urban "complete street" section with 5- foot paved shoulders / bike lanes on each side of the road. The previous curves on North Cascade Road were substandard and were realigned to improve safety and allow for better sight distance. The project also included grading for future sidewalk and a 10- foot-wide bike / pedestrian shared use path. The installation of the sidewalk and shared use path is being deferred to a future date when development occurs along the corridor and the trail network connects to the bike / pedestrian trail along the Southwest Arterial. Additionally, the City does not have authority to require sidewalks for the segments of North Cascade which are within Dubuque County jurisdiction. WATER MAIN EXTENSION As part of the North Cascade Road Reconstruction project, the city installed a new 12- inch water main along North Cascade to Edval Lane. The water main was originally planned to only be extended to Creekwood Drive; however, the City received very favorable bid prices for the construction of new water main from the Catfish Creek to Creekwood Drive. As a result, the City issued a change order (added $160,000) and amended the construction contract to provide for the extension of the new water main from Creekwood to Edval Lane with available funds. Description Estimate Awarded Amended Contract Contract Construction - North Cascade Road $ 1,851,000 $ 1,324,638.24 $ 1,484,638.24 The newly installed water main now provides a critical distribution loop connection to serve the Creekwood Drive Timber Hyrst residential subdivision and is now in a position to be extended from Edval Lane to the Southwest Arterial corridor to support future expansion and growth. The additional cost to extend water main to Edval Lane is summarized below. The added costs incurred were a result of additional excavation needed to create a stable rock cut embankment near Miner's Lane ($159,682.96). RECOMMENDATION I recommend that the City Council accept the Public Improvements and authorize the payment of the contract amount of $1,617,366.68 to Top Grade Excavating, Inc., for the North Cascade Road Reconstruction Project, Phase 1 from the bridge over Catfish Creek to Edval Lane. All other associated costs, such as engineering design, contract administration, construction engineering and inspection are funded solely with City funding. STBG-SWAP-2100 (669)--SG-31 AND AUTHORIZING THE FINAL PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the North Cascade Road Reconstruction Project, Phase 1 from the bridge over Catfish Creek to Edval Lane, Iowa DOT Project No. STBG-SWAP-2100 (669)--SG-31 (the Project) has been completed by the Contractor, Top Grade Excavating, Inc. (Contractor), and the City Engineer has examined the work and signed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $1,617,366.68; and WHEREAS, the Contractor has previously been paid $1,588,648.95, leaving a balance of $28,717.73; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: SECTION 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. SECTION 2. The Director of Finance and Budget is hereby directed to pay the balance of the retainage of $28,717.73 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa chapter 26.13.
