ABSENT: None. STAFF PRESENT: Steve Fehsal, Dan Kroger, Jared Charland and Kristen Dietz. CALL TO ORDER: Tigges called meeting to order at 4:33pm. MINUTES APPROVED; VOTE: It was moved by Kennicker, seconded by Ochoa, to approve the minutes of the February 21, 2023 meeting. Unanimous. PUBLIC INPUT: Roger Maiers, 3141 Pasadena Ct Dubuque Iowa 52001, recommended the renaming of Pyatigorsk Park to Jaycee's Park and Trail. Michael Spautz, 740 Peru Road Dubuque Iowa, 52001, recommended the renaming of Pyatigorsk Park to Matthew Spautz Park. Jack Wertzberger, 95 S Grandview Dubuque Iowa 52001, recommended the renaming of Pyatigorsk Park to Ted Ellsworth Park. Jim Stack 9910 Shawondassee Drive Dubuque Iowa 52003, recommended the renaming of Pyatigorsk Park to Ted Ellsworth Park. Lawnee Ellsworth 9872 Shawondassee Drive Dubuque Iowa 52003, recommended the renaming of Pyatigorsk Park to Ted Ellsworth Park. Matthew Gable, Wisconsin, recommended the renaming of Pyatigorsk Park to Ted Ellsworth Park. Mareth Ellsworth, Wisconsin, recommended the renaming of Pyatigorsk Park to Ted Ellsworth Park. Kevin Firnstahl 525 Candlewick Court Dubuque Iowa 52003, recommended the renaming of Pyatigorsk Park to Sister City Park. Suzanne, 525 W Locust Street Dubuque Iowa 52001, recommended the renaming of Pyatigorsk Park to Sister Carolyn Farrell Park. DISCUSSION AND RECOMMENDATION RENAMING PYATIGORSK PARK: Commission Axtell expressed the fantastic names that were submitted for recommendation by the public. Since this is one park this will take some additional thoughts to select the best name. Commissioner Kennicker shared that all of these names submitted deserve to be used for a future park and that a lot of history has been learned with this process. Kennicker shared her respect for each person and submission. Ochoa expressed her love for the passion shared with public input but needed more time to think. It was moved by Ochoa, seconded by Kennicker to table the recommendation of renaming Pyatigorsk Park. Unanimous. MANAGER REPORTS — COMMENTS AND QUESTIONS: Park Division Manager, Fehsal shared that the bathroom in Eagle Point Park near the Bandshell pavilion is being renovated to be handicap accessible. Commissioner 011endick shared the accessibility need for the remodel of the restroom and her excitement for this project. COMMISSION COMMUNICATIONS/QUESTIONS: Commissioner Tigges shared thoughts regarding the renaming of Pyatigorsk Park and how it needs to be re-evaluated based on the criteria in the original memorandum. Based on the location of the park and near Jaycee's trail it would make sense to name it accordingly. Commissioner Axtell expressed the location of the park should be a factor when it comes to the naming as it should be strategic when naming. With the upcoming naming of future built parks this can be considered. The location of this park is on the river. Commission Kennicker recommended possibly adding multiple names together and combining some submissions is a thought. Commissioner Ochoa shared that the name selected should reflect moving forward and not stuck in history but instead honoring history. Additionally, with the part of the island trail being unnamed maybe we can use one of these names to name it. It was requested of staff to confirm the process to recommend the top three names of the original seven submitted to add to the agenda for the next commission meeting scheduled for Tuesday April 11, 2023, at 4:30 p.m. ADJOURNMENT: It was moved by Ochoa, seconded by Kennicker, to adjourn the meeting at 6:16 p.m. Unanimous. 4/7/23, 12:01 PM Mail - Kristen Dietz - Outlook Re: RESCHEDULED RE: Renaming of Pyatigorsk Park FW: Park and Recreation Commission Meeting Roger Maiers <rmaiersx@gmail.com> Wed 3/22/2023 4:25 PM To: Kristen Dietz <Kdietz@cityofdubuque.org> Caution! This message was sent from outside your organization. Allow sender I Block sender Kristen - Thank you and the Park & Recreation Commission for the opportunity to speak to you last night, and your willingness to accept a few more comments which I did not have time to include at that time. I will keep it brief and to the point. 1. I personally knew Sister Carolyn Farrell and Gordie Kilgore, and Ted Ellsworth by reputation. They are all worthy names and deserving of consideration, but perhaps they deserve something a bit bigger and grander than the small park we're discussing. I know the commission and city have long range plans that might include larger parks and/or green spaces, or perhaps even buildings. Might these names be more appropriately used when those opportunities arise? 2. The Jaycees is an independent organization and not associated with any political, ethnic, religious or racial group. Originally founded for young men men only, it's charter was changed in 1984 to include women. Anyone falling within its age limits (18-40) is welcome. 3. The age limitation enables the organization to retain its focus on providing the leadership and personal development opportunities that young people need for future success, both personally and within the community. In its way it certainly contributes to the quality of life in Dubuque. 4. Some Jaycee chapters in smaller communities are currently failing because of declining membership. Fortunately the Dubuque chapter has remained strong and viable, although membership can be a challenge at times. An active Jaycee chapter is an asset to the community, and adding its name to the park could encourage more young people to consider joining. 5. The Jaycees I've talked to are very enthused about this naming possibility. However I sensed you wanted to (wisely) limit the comments so I did not encourage others to attend. But I'm just the tip of the ice berg. 6. On a personal note, I aged out of the Jaycees over 50 years ago. But the skills I learned and the friends I've made are have remained with me ever since. I hope others will continue to have that experience. Allow sender I Block sender Very early in my 42 year optometry career, I was nominated by the Chamber of Commerce Agriculture Comittee members to serve a term or two as Chairman. The ten or so members included many well known and respected Dubuque citizens in their prime of life and position. Their businesses were proven succeses and were beginning to transition to their successors, leaving these men to associate with each other on projects of their choosing. The mission of our Agriculture Committee, as I understood it, was to encourage and improve city/rural relatonships through cooperative positive fun events involving us all. We had no budget, no money, or even the need of such. What we had, as I look back, was a synergistic mutual community spirit and recogniton of our interdependence with the rural community. We had only monthly lunch meetings with occasional interesting guest speakers, plus three regular yearly projects. Sometimes, the members would wander off on their own to become the core creation group that ended up founding the Dubuque Arbouretum. These men were Gene Heineman, Sundown Ski, Frank Hardie, advertising, Ted Kopper, cattle and Ford dealer, Jim Theisen, nuts and bolts retail, Calvin Gatch Telgraph Herald and others. I cannot recall all of these quiet movers and shakers as it was over 50 years ago, but the Arbouretum was seeded in the Tri States Mens Garden Club and our small Ag Committee. Not all of us had the time, talent, faith or interest in contributing to the Arbouretum off shoot. Ted Ellsworth and I were like that. We all enjoyed "Pasture Pool" where the farmers came in to golf with https://outlook.office365.com/mail/inbox/id/AAQkAGMyZjVIZWMyLWQwMTQtNGUl ZS1 hOTYyLTk2MGIwYjUyY2Y5ZAAQAILYBFl xwKJMg5QxjuJtIQ... 1/2 4/7/23. 12:04 PM Mail - Kristen Dietz - Outlook us. That was a riot, followed by a steak fry. The farm families reciprocated by showcasing two or three farms yearly with the latest tech installed at their complex operations. We recruited city people to be bussed around, socializing and getting hungry for another steak fry. Our third yearly project was to transport about three kids apiece to generous farm host families for a six hour visit to see where their food comes from. The Boys and Girl's Club selected the kids, and I was responsible for arranging to get them out the farms in good order. Ted Ellsworth, being a military man, and an acute observer of what needed doing, met with me one day for lunch to plan the kids volunteer rides to and from the farms. I can't say for sure, but getting these kids out to the farms and back, seemed very important to Ted. With his help, we always succeeded. Regardless of age, he saw leadership potential in everyone. I was only 26 years old or so, but he treated me with respect and support in my position as chairman. Mr. Ellsworth was fun, capable, helpful and charismatic man. The tone of his book, Yank, is like himself, very modest. As like, in his view, just about anyone could become a decorated officer in two different armies, be captured and escape twice. On foot, he traveled and lived by his wits, unarmed through hostile territory to rejoin his troops. I don't think he would mind, from his place of rest, to be remembered by having a perpetually cared for city park named in his memory. https:Houtlook.office365.com/mail/inbox/id/AAQkAGMyZjVIZWMyLWQwMTQtNGUlZSl hOTYyLTk2MGIwYjUyY2Y5ZAAQAILYBFl xwKJMg5QxjuJtIQ... 2/2 4/7/23, 12:05 PM Mail - Kristen Dietz - Outlook Fwd: Park naming - A candidate to consider Marie Ware <Mware@cityofdubuque.org> Tue 4/4/2023 11:12 AM To: Kristen Dietz <Kdietz@cityofdubuque.org> Marie Ware Leisure Services Manager Begin forwarded message: From: Joe Hanson III <jkh6249@gmail.com> Date: April 4, 2023 at 11:04:25 AM CDT To: Marie Ware < Mware@cityofdubuque.org > Subject: Park naming - A candidate to consider Caution! THE BANNER HEADLINE THAT DAY WAS "THE NINTH SMASHES INTO HANNOVER." VICTORY IN EUROPE DAY WAS ONLY A MONTH AWAY. UNDER THAT NEWS OF ALLIED ADVANCES WAS A PHOTO OF TED WITH HIS NEWLY - LIBERATED FELLOW SERVICEMEN WHO WERE IMPRISONED IN STALAG III. THE CAPTION READ "LT ELLSWORTH LANDS IN THE USA." TED'S WIFE BARBARA - ACCORDING TO THE TH ARTICLE - RODE THE ZEPHYR FROM DUBUQUE TO BOSTON TO MEET TED. THE ARTICLE RELATED STORIES OF THE HORRIFIC CONDITIONS IN STALAG III, BUT I AM SURE THAT ALL TED COULD THIINK ABOUT WAS BEING BACK WITH BARBARA AND RETURNING TO HIS BELOVED DUBUQUE. TED ELLSWORTH WOULD RECEIVE THE DISTINGUISHED SERVICE CROSS AND BE HONORED BY THE BRITISH PEOPLE FOR HAVING JOINED THE KINGS RIFLE CORPS BEFORE ENLISTING IN THE US THIRD ARMY. TED WAS THE MOST DECORATED COMBAT SOLDIER IN DUBUQUE HISTORY SINCE THE CIVIL WAR. AS PART OF AMERICA'S GREATEST GENERATION, TED CAME HOME AND DEVOTED HIS LIFE TO HIS FAMILY AND TO DUBUQUE. FOR HIS WORK WITH THE COUNTLESS ORGANIZATIONS IN DUBUQUE TED WAS RECOGNIZED AS DUBUQUE'S FIRST CITIZEN (BEFORE THE AWARDS WERE DESIGNATED BY THE TH) AND ALSO AS THE DES MOINES REGISTER'S "AMAZING IOWAN" IN 1972, TED RAN FOR CONGRESS AGAINST INCUMBENT JOHN CULVER ... AND LOST - SENATOR JOHN CULVER WOULD LATED BECOME MY BOSS IN WASHINGTON. EVEN THOUGH ON OPPOSITE SIDES OF THE POLITICAL AISLE, SENATOR CULVER ALWAYS SPOKE KINDLY OF TED, NEVER FAILING TO RECOGNIZE TED'S DISTINGUISHED SERVICE IN THE WAR AND HIS DEDICATION TO MAKING DUBUQUE A BETTER PLACE. IN 1986, 1 ATTENDED TED'S FUNERAL. IT WAS A CELEBRATION OF AN AMAZING LIFE. TED'S FRIENDS FROM ALL OVER THE WORLD JOINED THE LOCAL MOURNERS. I CAN ONLY IMAGINE THAT AFTER TED RECEIVED HIS TOUR OF HEAVEN FROM ST PETER - SEEING STREETS PAVED WITH GOLD - THE MANY MANSIONS - ANGELS ON EVERY CLOUD - ST PETER WOULD HAVE ASKED TED, "WELL, TED, WHAT DO YOU THINK?" I AM CONFIDENT THAT TED'S RESPONSE WOULD HAVE BEEN, "THIS IS PRETTY NICE, BUT LET ME TELL YOU ABOUT DUBUQUE." ALL FINALISTS FOR THIS OPPORTUNITY ARE WORTHY, BUT I ASK THAT EVERY CONSIDERATION BE GIVEN TO NAMING THE PARK AFTER TED ELLSWORTH. THERE WILL NEVER BE ANOTHER TED ELLSWORTH AND THIS RECOGNITION WOULD KEEP HIS MEMORY ALIVE FOR FUTURE GENERATIONS OF DUBUQUERS WHO COULD LEARN WHAT IT MEANS TO DEDICATE ONE'S LIFE TO THE SERVICE OF ONE'S COUNTRY AND TO OUR BELOVED DUBUQUE. 4/7/23, 12:08 PM Mail - Kristen Dietz - Outlook Re: RESCHEDULED RE: Renaming of Pyatigorsk Park FW: Park and Recreation Commission Meeting Roger Maiers <rmaiersx@gmail.com> Wed 3/22/2023 4:25 PM To: Kristen Dietz <Kdietz@cityofdubuque.org> Caution! Allow sender I Block sender Hi Marie and Kristin, Following on my earlier recommendation for Ted Ellsworth, I would also like to nominate an equally worthy candidate for naming of the Park. Carolyn Farrell ,BVM, was also a friend and fellow board member of (Clarke College) Clarke University. Her stellar reputation speaks to her commitment to Dubuque and its' citizens, and her accomplishments as a strong, effective leader, in her many roles as mayor, Clarke board member and her leadership positions with the BVM congregation. SR. Carolyn Farrell Park would be a great name also. Thanks again for your consideration, Tim Conlon https:lloutfook.office365.com/mail/inbox/id/AAQkAGMyZjVIZWMyLWQwMTQtNGU 1 ZSl hOTYyLTk2MG[wYjUyY2Y5ZAAQAHdkBN9HyENQm%2BzK... 1 /1 Dubuque Parks and Recreation Commission March 23, 2023 Dear Members, Having read the Telegraph Herald article "City residents impassioned to rename park" (Thursday, March 23rd edition), I would have to agree with Commission Chair Jennifer Tigges, that this is not a popularity contest and that a name that best fits certain criteria should be chosen. Many of the names on the narrowed down list, although are important and prominent members of our great city, are missing the point in my estimation. I hope that my suggestion is not too late to be considered at your April 11 meeting. The city of Dubuque had experienced repeated flooding throughout its history. The bad flood of 1952 seemed to get people and groups talking about flood protection. Planning, funding, and public acceptance were major hurdles that needed to be overcome. The devastating flood of 1965 gave the needed push to fast track the planning and funding for our current floodwall. 1 can remember it well. At ten years old my boy scout troop labored to fill sandbags after getting the required tetanus and typhoid shots. I would suggest naming the park "Flood Haven Park" in honor of all those involved in making this giant undertaking possible. It protected our beloved city and allowed it to grow. Imagine what it would have been like without the flood wall during the next major flood of 1993. Most of us should remember the record -breaking flood of 2019 when the river was above flood stage for 85 days. "Flood Haven Park" would be most fitting, given its location on the floodwall at 16t" and Kerper. It can be dedicated, not to one individual, but to all those having a hand in its completion from beginning to end. That list would include civic leaders from the 1950's—1960's, Army Corps of Engineers, Salvation Army, Chambers of Commerce, Local Businesses, and Lawmakers like John C. Culver. City Government, Legal Counsel, Employees of the City of Dubuque, especially the surveyors and engineers, and the thousands of other volunteers working to keep our city dry. Perhaps a plaque dedicating the park to all those involved can be placed at a naming and dedication ceremony. Having worked for the City of Dubuque Parks Department for 40 years, I am partial to our awesome park system. After reading this morning's TH, I don't feel that any of the short list of names is perhaps as fitting as my suggestion. Please read and consider. My dad and I plan on attending the April 11 meeting for any further explanation if needed. Thanks! Steve Pregler 1
