INTRODUCTION
The purpose of this memo to share the Outstanding Civic Leader award to Dubuque
Trees Forever President Laura Roussell from the lowa Urban Tree Council.
DISCUSSION
The Outstanding Civic Leader award is awarded annually by the lowa Urban Tree
Council to a community or neighborhood tree advocate who demonstrates leadership in
developing and enhancing a community's tree resources, or in building support for a
sustainable urban forest.
Retired City Forester and current Board member of Dubuque Trees Forever Steve
Pregler nominated Laura for this award.
The award was presented at the lowa Urban Forestry Luncheon held on April 12, 2023
in Ankeny lowa.
ACTION REQUESTED
I respectfully request the opportunity for re-presentation of the Outstanding Civic Leader
award to Dubuque Trees Forever President Laura Roussell from the lowa Urban Tree
Council at the City Council meeting. Steve Pregler will do the presentation.

The lowa Urban Tree Council would like to recognize your efforts in promoting and enhancing
urban forestry in the State of lowa. You were nominated by Steven Pregler and have been
selected to receive recognition as an Outstanding Civic Leader in lowa.
The mission of the lowa Urban Tree Council is to guide, lead and assist public officials,
professionals, volunteers, and organizations with implementing urban forestry solutions. Your
nomination recounts accomplishments and commitments that resonate with our mission. We
greatly value your efforts to preserve, protect, expand, and improve your community's urban
forest resources. Your contributions serve as a model for others and we would like to share
your achievements with the rest of the state of lowa.
We invite you to receive your award at our annual Community Forestry Awards Luncheon. The
meal will be provided for you and two guests (please just contact us if you have more than two
guests). The Awards Luncheon will take place on Wednesday, April 12, from 10:00 AM to 1:30
PM at the FFA Enrichment Center located at 1055 SW Prairie Trail Pkwy, Ankeny, IA 50023.
