Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer SUBJECT: Mystique Community Ice Center Rink Ice System Removal and Replacement Project Acceptance of Public Improvement Construction Contract DATE: April 24, 2023 INTRODUCTION The attached resolution provides for the acceptance of the public improvement construction contract for the Mystique Ice Center - Rink Ice System Removal and Replacement Project. BACKGROUND The mitigation work for the ice arena settlement remediation has been successfully completed. The first phase of work began on June 1 st with the removal of the original existing rink dasher boards and shielding, the rink ice system, and bleachers to allow for the installation of a non-destructive deep foundation system under the rink area and throughout the lower-level main floor interior finished building space. Once the settlement and foundation system were completed, a concrete subfloor was installed and supported on the deep foundation system. Once the concrete subfloor was in-place, a new refrigerated ice rink concrete floor was installed which is now supported by the subfloor slab and foundation. Once the refrigerated ice rink floor was operational, the arena bleachers and seating were reinstalled along with installation of new dasher boards, and the installation of new rubber sport flooring on the lower-level main floor. All this work was successfully completed, and the Dubuque Ice Arena was reopened to the public on November 2, 2022. The Mystique Ice Center - Rink Ice System Removal and Replacement Project provided for the complete removal of the original rink and ice system to allow for the installation of a deep foundation system under the rink area. Once the settlement and foundation system was completed (by others) and a reinforced concrete subfloor was constructed (by others), a new rink ice system was installed. The new rink ice system included the installation of a subfloor heating system, the installation of new coolant piping, and the installation of a new refrigerated concrete rink floor. The rink ice system projects also included restarting the ice plant cooling system and the installation of the ice sheet surface. DISCUSSION The Mystique Ice Center - Rink Ice System Removal and Replacement Project was completed by Rink-Tec International, Inc. of Vodnais Heights, MN in the final contract amount of $816,201.42. This is a 13.2% increase from the original contract amount of $720,950.00. The increase ($95,251.42) was due to additional costs incurred during the restart of the arena ice plant cooling system. When shutting down the ice plant system and leaving the system site idle for 6 months while the settlement remediation work was completed, upon Rink-Tec starting the ice system back up, mechanical issues were discovered with the compressors. Unfortunately, due to the age of the original compressors and the operating hours, over 50,000 hours per compressor, the startup process from an extended idle period was demanding and stressful on the compressors and components. As a result, of the four (4) ice system compressors, B2 was operating at approx. 50% and A2 stopped operating on Mar 3�a Through approved contract change orders, Rink-Tec was authorized to replace all bearing couplers, shaft seals, procure and install two (2) new ice system compressors, and install new compressed liquid refrigerant for the ice plant cooling system. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the final contract amount of $816,201.42 to Rink-Tec International, Inc. for the Mystique Ice Center - Rink Ice System Removal and Replacement Project. NOW, THEREFORE, BE 1T RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of$20,405.04 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
