ICMA Local Government Management Fellow Abhishek Rai is sharing information about
the recent updates to the Web Pages for Grants and Strategic Partnership. He is also
providing a status update on the GIS Story Map: Dubuque's Grant-Funded Initiatives
2021-2029. The Story Map highlights initiatives taken by the City of Dubuque, and
partners through grants under the American Rescue Plan Act (ARPA), Bi-Partisan
Infrastructure Law (BIL), and the Inflation Reduction Act (IRA).

Introduction
This memorandum will provide information about the recent updates to the Web Pages
for Grants and Strategic Partnership. It will also provide status updates on the GIS Story
Map: Dubuque's Grant-Funded Initiatives 2021-2029. The Story Map highlights
initiatives taken by the City of Dubuque, and partners through grants under the
American Rescue Plan Act (ARPA), Bi-Partisan Infrastructure Law (BIL), and the
Inflation Reduction Act (IRA).
Background
To keep the Mayor and the City Council fully informed of efforts to secure grants for the
city and greater Dubuque community, the Grants and Strategic Partnership team
engages in several activities. These include presenting updates to city council members
every six months among other activities. In addition to providing information, the team
aims to maintain and increase transparency regarding grant information to the public.
While the team has provided access to several documentation and resources regarding
legislative grant programs since June 2021 (after the passage of ARPA earlier in 2021),
it has been a goal to develop a GIS Story Map as an advance tool which provides grant
information in a user-friendly format. The work on the development of the Story Map
began in August of 2022 and after the City Council Work Session on January 17tn
2023, it was determined to be ready for a public launch.
The Story Map is designed containing multiple sections including the website cover,
sections highlighting some of the great projects undertaken by the City Administration,
sections with projects undertaken by our community partners and information on various
grants received by organizations and individuals in our community. The team also took
this opportunity to re-design and update the existing webpage which was initially
launched to provide information on ARPA and later updated with a new section with
information on BIL. The new website is re-organized into 4 webpages: -
• The first page is a Grants and Strategic Partnership home page with an
introduction to the function of the team and a section highlighting the Dubuque's
Grant-Funded Initiatives 2021-2029 Story Map (along with the Story Map link). It
also contains links to other important resources such Grant Writers in the
Dubuque Area as well as important documents which provide context to
initiatives taken such as our North Star Plans.
• The second page focuses on the American Rescue Plan Act (ARPA) with
information from the Legacy Webpage such as description of what is ARPA. It
also provides other details like timeline, and links to resources.
• The third page focuses on the Bi-Partisan Infrastructure Law (BIL) with
information from the Legacy Webpage such as description of what is BIL. It also
provides other details like timeline, and links to resources.
• The final webpage focuses on the Inflation Reduction Act (IRA) with newly
published information such as description of what is IRA. It also provides other
details like timeline, and links to resources.

Conclusion
In conclusion, the team has taken many steps to make information available to the city
council and the public and increase transparency. The team will continue to work on
efforts to increase transparency in the future by keeping the website updated with new
information and adding new sections on the Story Map to highlight grants secured.
