INTRODUCTION
The enclosed resolution authorizes the preliminary approval of the plans, specifications,
form of contract, and estimated cost; setting date of the Public Hearing and authorize
the public bidding procedure for the Municipal Services Center EV Charging Stations
Project.
BACKGROUND
The fiscal years 2023, 2024 and 2025 Capital Improvement Budget provides funds for
the installation of the necessary underground electrical infastructure for a full build-out
of EV charging stations. Phase 1 of this project, which is this bid package, will include
underground infrastructure to support four (4) dual port (= 8) charging stations.
DISCUSSION
Bid documents and specifications for this project have been prepared by ShiveHattery
Architecture & Engineers. This project will include all labor, material and equipment
needed to install a circuit breaker into existing gear, feeder conduits and wire, spare
conduits for future use, handhole, disconnect, transformer, panel, pad, conduits to EV
chargers and EV chargers.
PROJECT SCHEDULE
The schedule for the project is proposed as follows:

RECOMMENDATION
I recommend that the City Council grant preliminary approval to the construction plans,
and specifications; and establish May 15, 2023, as the date of the public hearing;
and hereby authorize the City Clerk to advertise for bid proposals for the Municipal
Services Center EV Charging Station Project.

The cost estimates for the project are as follows:
Construction Contract $ 134,670.00
Contingency $ 26,000.00

This project is funded with monies budgeted specifically for the Municipal Services
Center EV Charging Station in the Public Works Department's Capital Improvement
Project budget along with other project funding as identified below.

MUNICIPAL SERVICES CENTER EV CHARGING STATIONS PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS, SPECIFICATIONS,
FORM OF CONTRACT, AND ESTIMATED COST FOR THE MUNICIPAL SERVICES
CENTER EV CHARGING STATIONS PROJECT
Whereas, the intent of the City Council is to add EV vehicles to the city fleet; and
Whereas, the Phase 1 Municipal Services Center EV Charging Station Project is a
necessary improvement project to support the use of EV vehicles; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1 That the proposed plans, specification, form of contract and estimated costs for
the Municipal Services Center EV charging Stations Project, in the estimated amount of
$134,670 are hereby preliminarily approved and ordered filed in the office of the City Clerk for
public inspection.
Section 2 A public hearing will be held on the 15th day of May 2023, at 6:30 p.m. in the
Historic Federal Building Council Chambers (second floor), 350 West 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the proposed
plans and specifications, form of contract and estimated cost of said Project, and the City Clerk
be and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which
notice shall be published not less than four days nor more than twenty days prior to the date of
such hearing. At the hearing, any interested person may appear and file objections to the
proposed plans, specifications, form of contract, or estimated cost of the Project.

NOTICE IS HEREBY GIVEN: The Dubuque City Council will hold a public hearing
on the proposed plans, specifications, form of contract and estimated cost for the
Municipal Service Center EV Charging Stations Project, in accordance with the provisions
of Chapter 26, Code of lowa, at 6:30 p.m., on the 15t" day of May 2023, in the Historic
Federal Building Council Chambers, 350 West 6t" Street, Dubuque, lowa. Said proposed
plans, specifications, form of contract and estimated cost are now on file in the office of
the City Clerk.
The scope of the Project is as follows:
• The project will provide all labor, material and equipment needed to install a
circuit breaker into existing gear, install feeder conduits, wire, spare conduits for
future use, handhole, disconnect, transformer, panel, pad, conduits to EV
chargers and four (4) dual port EV chargers.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official agenda will be posted the
Friday before the meeting and will contain public input options. The City Council agenda
