Amendment #2 Public Hearing
Introduction
This memorandum requests the City Council set a public hearing on June 5, 2023 at
6:30pm for the attached proposed changes to the FY2023 Annual Action Plan
Amendment #2 for the use of Community Development Block Grant funds.
Background
The City of Dubuque receives Community Development Block Grant (CDBG) funds on
an annual basis from the U.S. Department of Housing & Urban Development on an
entitlement basis. The City must use a public process to plan for, use, and evaluate the
impact of these federal resources in the community. The City uses CDBG funding to
provide decent, affordable housing, create economic opportunity, and suitable living
environments. City staff and partner organizations in the community deliver programs
and activities designed to increase affordability, accessibility, availability, and
sustainability of resources in the community.
On an annual basis, the City holds a series of public meetings designed to receive input
on the planed use of CDBG resources. The City of Dubuque is obligated to spend
funds in a timely manner, per HUD requirements. Due to an unanticipated increase in
program income from last fiscal year's projection, it's necessary to reallocate funds.
Funding is reallocated to projects already approved in FY23, new projects approved
through Community Development Advisory Commission's application process, and to
the to FY23 Annual Action Plan Amendment #2 Revolving Application Fund. This
Revolving Application Fund will allow more projects that benefit our community to be
funded with CDBG dollars.
Recommendation
I respectfully request the City Council adopt the attached resolution setting a public
hearing for the City of Dubuque Community Development Block Grant FY23 Annual
Action Plan Amendment #2 on June 5, 2023 at 6:30 p.m.

RESOLUTION SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2023
(PROGRAM YEAR 2022) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ANNUAL ACTION PLAN AMENDMENT #2
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2023 (Program Year 2022) Community Development Block Grant
Annual Action Plan for inclusion in the City Budget addressing housing and non-housing
needs in the community; and
Whereas, the City desires to hold a public hearing to receive comments on the
proposed second amendment to the Fiscal Year 2023 (Program Year 2022) Community
Development Block Grant Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m. on June 5, 2023
for the purpose of holding a public hearing and taking action to include the Fiscal Year
2023 (Program Year 2022) Community Development Block Grant Annual Action Plan
Amendment #2 in the City Budget.
Section 2. That the City Clerk is hereby authorized and directed to publish a notice
of such public hearing and the City Council's intent to review and take action on the Fiscal
Year 2023 (Program Year 2022) Community Development Block Grant Annual Plan
Amendment #2.

Notice is hereby given that the City of Dubuque City Council will conduct a public hearing
on Monday, June 5, 2023 at a meeting to commence at 6:30 p.m. in the City Council
Chambers on the 2nd floor of the Historic Federal Building, 350 W. 6t" Street, Dubuque,
lowa.
The City Council will consider a proposed Fiscal Year 2023 (Program Year 2022) Annual
Action Plan Amendment #2 for the Community Development Block Grant (CDBG)
Program.
Interested parties may examine the contents of the proposed report at the City Clerk's
Office, City Hall, 50 West 13t" Street; and the Housing and Community Development
Department, 350 West 6t'' Street, Suite 312, Dubuque lowa and the City Website at
