Ware, Leisure Services Manager SUBJECT: Park and Recreation Advisory Commission Recommendation for Renaming of the Former Pyatigorsk Park to Jaycee Park DATE: April 24, 2023 INTRODUCTION The purpose of this memo is to provide the recommendation from the City's Parks and Recreation Advisory Commission for the previously named Pyatigorsk Park to Jaycee Park. BACKGROUND The City Council at their December 3, 2018 meeting approved a Parks and Recreation Naming Policy. The policy prior to adoption was reviewed and recommended by the Parks and Recreation Advisory Commission. It outlined guiding principles of naming and renaming and procedures for both naming and renaming. The City Council at their August 1, 2022 meeting determined it wished to remove the name of Pyatigorsk from the park. Using this policy as a guide the following was proposed as the process for renaming the former Pyatigorsk Park. 1. Prepare an online submittal process the community can participate in. The process will clearly share the policy guiding principles for naming a. Submissions should fall into one of the following categories i. Historic events, people, and places ii. Individuals (living or non-living) or groups who have provided exceptional service to the City of Dubuque's park system, recreation facilities or the City as a whole; iii. Major donations, including land or other contributions for the improvement and/or expansion of the park or trails system. iv. Geographic location, such as naming in relationship to an adjacent street b. A proposed name and the reasons for the proposed name as well as the individual and/or organization submitting the request would be required. c. The submission would allow any supporting documentation of community support of the proposed naming, signed letters or petitions however it would not be required. d. The submission would allow any supporting documentation regarding the historic event, people, places, individuals, geographic information, or other information the nominator feels will assist in the review of their submission. 2. The Leisure Services Department in cooperation with the Public Information Office would release the information related to the submission process and deadline for submission. a. The deadline for submission would be 30 days from the announcement release date. b. All submissions would be received by the Leisure Services Manager. 3. The Leisure Services Manager will review all submissions for compliance with 1. a. above. 4. All submissions meeting compliance will be forwarded to the parks and recreation commission members. They will have 2 weeks to individually review the submissions and submit their ranking of all submissions received individually. 5. The top 5-7 proposals based upon the Commission members ranking would then be brought to the Commission at their next regularly scheduled meeting for discussion, review and potential recommendation to the city council. a. Individuals or organization submitting the top 5-7 would be invited to the Commission meeting. b. A listing of all submissions will be provided for the record. If additional research, questions, or discussions are needed as an outcome of this meeting they would be accommodated as a part of the next step. 6. Commission recommendation to the City Council. This renaming process was approved at the August 15t", 2022 City Council meeting. DISCUSSION On January 24, 2023 Kristin Hill, Communications Specialist created and released a press release for the park renaming and used the many forms of social media to share the process of submitting potential names. She created an online form for submission. Mailed and hand submissions were received by Leisure Services customer service staff at the Multicultural Family Center. The submission process was open from January 24- February 22, 2023. One hundred two (102) total submissions were received. Ninety-seven (97) were received online and five (5) were mailed or hand submissions. Kristen Dietz, Lead Administrative Assistant compiled all of the submissions for review after the deadline closed. The submissions were reviewed by myself to evaluate whether they complied with the naming policy. Two submissions did not meet the naming policy requirements. I authenticated supporting documents, prepared, and forwarded all submissions that met the requirements to the Parks and Recreation Advisory Commission for consideration. 2 The Parks and Recreation Advisory Commission members then independently reviewed and ranked their top seven selections. Staff totaled the Commission member's selections, and the top seven proposals were then brought to the March 21, 2023 commission meeting. The top scored proposals included the following in no specific order: • Gordon Kilgore Park • Jaycee Park and Trail • Kerper Riverwalk • Matthew Spautz Park • Nathaniel Morgan Park • Sister Carolyn Farrell Park • Ted Ellsworth Park This Commission meeting allowed for public input related to the proposals. After reviewing the top selections and hearing public input the Parks and Recreation Advisory Commission unanimously agreed to table the recommendation until their April Commission meeting. The Commission decided to independently rank their top three of the initial seven proposals selected and have staff total them and bring the top three from the commission vote to the April commission meeting. The April Parks and Recommendation Advisory Commission Meeting was held on April 11, 2023. The commission's final three ranked proposals included the following: • Gordon Kilgore Park � Jaycee Park and Trail • Sister Carolyn Farrell Park The Commission allowed public comment prior to their discussion on the topic. After discussion, the Parks and Recreation Advisory Commission voted 5-1 to recommend Jaycee Park to the City Council as the name for the former Pyatigorsk Park. The recommendation was based on the connection to the Jaycee Trail, the ongoing tradition of the Jaycees in sponsoring the July 3 fireworks and other activities in the park, the guiding principles for naming listed above, and the name is not about the past but also the continued support in the future. ACTION REQUESTED The Park and Recreation Advisory Commission respectfully recommends the name of Jaycee Park for the previously named Pyatigorsk Park. She was a mentor and supporter for many artists in different fields: fine arts, photography, crafts, poetry, and fiction. Committed to making the arts accessible and exciting to everyone, especially the less fortunate, Nash often provided scholarships and gave gallery space at no cost. She believed deeply in the necessity for art in every person's life, and in the rights of the individual. Nash was inducted into the lowa Women's Hall of Fame in 2004. For the pilot project, Artstart targeted students from Prescott, Fulton, St. Patrick and St. Mary schools. Several home-schooled students would also be included. Students were chosen on the basis of recommendations from their teachers. Initially six students were involved in pottery classes at Mississippi Mud Studio; seven were taking art classes at the DUBUQUE MUSEUM OF ART, one girl was a member of the Dubuque Youth Chorale, and another was enrolled in classes at the Academy of Ballet. That was my dad. His father, Walter Hodge, started Hodge Material Handling and engrained in him the value of family, friends and love for the community. Steve lived his life selflessly- donating, giving and spending time with the underserved & underprivileged members of the community. He had a heart of gold. Because he touched so many lives, he was always so humble about it. Never asking for recognition, never asking "what's in it for me" -just "turning around and helping the next person in line." His life was taken too soon. Passing away in December 2020 from Covid-19. He had only recently retired and getting to know is newborn grand babies, playing golf- living life. There's no doubt in my mind that this park be renamed after someone who loved this community, gave back to its residents, and put his focus on the future generations to come. He practiced law for over 35 years retiring in 2017 as the chief attorney of Dubuquea€T"^s public defender office. In 1975, Steve married Gail Skinner-Hayes and the two enjoyed raising three wonderful children together (Alison, Abby, Andrew)Steve has held many prestigious positions that include: President of the Dubuque County School Board; First Assistant Public Defender; Supervisor of the Dubuque Public Defenders Office; Past President of the Dubuque County Bar Association; Past President of Grand Opera House Board of Directors; Past Dubuque County Chair of Democratic Party; Dubuque County Central Committee and attended many state and district conventions as a delegate representing Dubuque County; President of the Student Bar Association during law school and a Democratic hall of fame recipient. He was the most places decorated Dubuque veteran since the Civil War. He enlisted in the British Army before the USA was even in the war, fought under Montgomery in N. Africa, transferred to the US Army as the US entered the war, and fought in Pattona€T""s Third and Seventh Armies in Europe. He was captured as US Forces moved into Poland and spent time in a German POW camp until he escaped/was liberated by the Soviets as they rolled through. After he came back, he went into a lifetime of public service. He was a State Representative from 1969 to 1972. His entry in Encyclopedia Dubuque lists too many board memberships to recount here. Hodge,a native Dubuquer,said he knew from a young age that he wanted to get into criminal defense law.After graduating from law school in 1979,he came back to Dubuque and went into private practice,handling a lot of court-appointed criminal cases. In 1991,when the Dubuque public defender office was established,Hodge was among the first attorneys to work there. Asked why he liked criminal defense,Hodge joked that he has a"big mouth"and likes to talk and argue. `And also the fact was I was a little altruistic,"Hodge said."I actually thought that, and feel like I did some good over the course of the years." "It will not benefit anybody,including the public at large,if the system gets so bogged down to the point that both prosecution and the defense are so adversarial that they can't make arrangements to resolve matters short of trial,"he said. Dubuque County Attorney Ralph Potter agreed that deals are an important part of his office's work,and he's appreciated Hodge's approach to cases.Potter said the two have been friends since they attended the University of Iowa together. "Pve seen defense attorneys who would become prosecutars if they had a chance," Potter said."Steve's been a defense attorney from day one.It's what he wanted to do,thaYs where his passion is." Potter and Shubatt agreed Hodge had a unique style and a sense of humor about his work.Shubatt said his court reporter often would double-check transcripts for a word Hodge made up on the fly. His legacy could & should be many things. But one of his proudest moments was (as the President of the School Board) when he secured 1-cent tax increase that would go directly to the continued improvement of the Dubuque Community Public Schools. This small change built the beautiful Carver, Roosevelt and other schools you see today. He was a lifelong public servant, devoting his career to helping the underserved as a Public Defender and later the Chief Public Defender. Please help me secure this park in his honor. He graduated from Senior High School in 1971, where he was the Vice President of Student Council. Steve then attended the University of lowa and received his law degree from the University of lowa College of Law in 1979. My nomination: Matthew Spautz. Matthew Spautz was born February 7, 1899, in Dubuque Northend. The fourth child to Michael Spautz and Margaret(Gira)Spautz. Michael (Matthew's father)was the sexton of Mt Calvary cemetery;the family were of Luxembourg dissent and members of the Sacred Heart church. All 9 of Michael and Margaret's children attended Sacred Heart school. I first heard of Matthew as a young boy from my grandmother Alvina (Drumm) Spautz, she was married to Matthew's older brother Jack. Jack died in 1948. As a family we frequently visited Mt Calvary to share our respects to all the Spautz's and the Drumm's. At Matthew's grave she always spoke of him. She said he lied about his age so he could join the Governor Grays unit in Dubuque. He wanted to be a soldier. She said he died for Freedom in France in 1918 he was a member of the Governor Greys in 1915. He was only 16 years old at the time. Uncle Matt story faded from my memory for some years and then around 1986 Grandma Alvina needed to move to StoneHill from her lifelong home at 1430 Jackson. The whole Spautz family chipped in and cleaned out her home. The last place to go through was the attic. My father and I went up there and we found a box of Matthew's things. Documents, pictures newspaper clippings and most importantly his Distinguished Service Cross (DSC)for which he lost his life. What a time capsule we discovered. Dad asked his brothers and sister if they were okay with me having these items. They all agreed, and Matthew's items were now mine. Now the stories grandma had told me years before became real. I was so touched reading the papers and documents and holding his metal. The pictures and documents that I received I had framed to preserve, and they now hang proudly in my home. His DSC medal is in my safe. I began to search out more about Matthew's life as a soldier. This is what I found out: From 1915-1917 Matthew was a member of the "Governor Greys" a National Guard unit from Dubuque. The unit trained frequently at Camp Dodge near Des Moines. In early 1917 the unit including Matthew was called to service with Mexican border troubles. This skirmish ended quickly, and they all returned safely to Dubuque. In April 1917 America declared war on Germany and entered World War I. The Greys and Matthew left Dubuque as soon as possible and headed to Camp Dodge for more training. There Matthew was promoted to sergeant,a leader of a platoon. After training concluded in lowa the unit left by train for Camp Mills New York. It was there the Greys became part of the 168 infantry,42nd division, now called the famous "Rainbow Division". The Rainbow Division arrived by ship in France November 19, 2017. Once they were the there,they were trained by the French and British on tactics for trench wa rfa re. The unit got its first taste of war in March 1918 near the French town of Baccarat. The division suffered heavy casualties in the fighting there, Many of Matts comrades from the Greys died on May 27th from a German poison gas attack. The next battle was in the town of Champagne,there the Germans had heavy artillery guns in place. The unit again suffered heavy casualties from the constant bombardment. But they held their position, on the night of July 18th orders came to the 168th for them to move to the Chateau Thierry front near Belleau Woods. This location was only 50 miles from Paris. The unit arrived there on July 25t". This is the place where the American, French, and the British forces would be on the offensive if the battle was lost, so would Paris. Fierce fighting ensued for days, until July 30th during advanced through "no man's land "Sergeant Matthew Spautz was killed by German artillery and machine gun fire. He was awarded the distinguished service crossed posthumously for his heroic actions and battle. The citation reads as such:Sergeant Matthew's Spautz(ASN) 99868. "During the advance of July 30th while in command of his platoon Sergeant Spautz showed extra ordinary, heroism, leading his men in the advance having 3 times been knocked down by German artillery, after being wounded by machine gunfire, he still continued to advance." He was finally killed while doing his utmost to advance. Matthew is the first native from Dubuque to be awarded the DSC medal. Matthew initially was buried in France until his body was exhumed and brought home to Dubuque. His body was reburied in Mt Calvary cemetery in June 1921. Commissioner Kennicker shared that all of these names submitted deserve to be used for a future park and that a lot of history has been learned with this process. Kennicker shared her respect for each person and submission. Ochoa expressed her love for the passion shared with public input but needed more time to think. Based on the location of the park and near Jaycee's trail it would make sense to name it accordingly. Fortunately the Dubuque chapter has remained strong and viable, although membership can be a challenge at times. An active Jaycee chapter is an asset to the community, and adding its name to the park could encourage more young people to consider joining. 5. The ten or so members included many well known and respected Dubuque citizens in their prime of life and position. Their businesses were proven succeses and were beginning to transition to their successors, leaving these men to associate with each other on projects of their choosing. The mission of our Agriculture Committee, as I understood it, was to encourage and improve city/rural relatonships through cooperative positive fun events involving us all. We had no budget, no money, or even the need of such. What we had, as I look back, was a synergistic mutual community spirit and recogniton of our interdependence with the rural community. We had only monthly lunch meetings with occasional interesting guest speakers, plus three regular yearly projects. Sometimes, the members would wander off on their own to become the core creation group that ended up founding the Dubuque Arbouretum. These men were Gene Heineman, Sundown Ski, Frank Hardie, advertising, Ted Kopper, cattle and Ford dealer, Jim Theisen, nuts and bolts retail, Calvin Gatch Telgraph Herald and others. I cannot recall all of these quiet movers and shakers as it was over 50 years ago, but the Arbouretum was seeded in the Tri States Mens Garden Club and our small Ag Committee. Not all of us had the time, talent, faith or interest in contributing to the Arbouretum off shoot. Ted Ellsworth and I were like that. Our third yearly project was to transport about three kids apiece to generous farm host families for a six hour visit to see where their food comes from. The Boys and Girl's Club selected the kids, and I was responsible for arranging to get them out the farms in good order. Ted Ellsworth, being a military man, and an acute observer of what needed doing, met with me one day for lunch to plan the kids volunteer rides to and from the farms. I can't say for sure, but getting these kids out to the farms and back, seemed very important to Ted. With his help, we always succeeded. Regardless of age, he saw leadership potential in everyone. I was only 26 years old or so, but he treated me with respect and support in my position as chairman. Mr. Ellsworth was fun, capable, helpful and charismatic man. The tone of his book, Yank, is like himself, very modest. As like, in his view,just about anyone could become a decorated officer in two different armies, be captured and escape twice. Many of the names on the narrowed down list, although are important and prominent members of our great city, are missing the point in my estimation. I hope that my suggestion is not too late to be considered at your April 11 meeting. The city of Dubuque had experienced repeated flooding throughout its history.The bad flood of 1952 seemed to get people and groups talking about flood protection. Planning, funding, and public acceptance were major hurdles that needed to be overcome. The devastating flood of 1965 gave the needed push to fast track the planning and funding for our current floodwall. 1 can remember it well.At ten years old my boy scout troop labored to fill sandbags after getting the required tetanus and typhoid shots. I would suggest naming the park"Flood Haven Park" in honor of all those involved in making this giant undertaking possible. It protected our beloved city and allowed it to grow. Imagine what it would have been like without the flood wall during the next major flood of 1993. Most of us should remember the record-breaking flood of 2019 when the river was above flood stage for 85 days. "Flood Haven Park" would be most fitting, given its location on the floodwall at 16t"and Kerper. It can be dedicated, not to one individual, but to all those having a hand in its completion from beginning to end. That list would include civic leaders from the 1950's—1960's,Army Corps of Engineers, Salvation Army, Chambers of Commerce, Local Businesses, and Lawmakers like John C. Culver. City Government, Legal Counsel, Employees of the City of Dubuque, especially the surveyors and engineers, and the thousands of other volunteers working to keep our city dry. Perhaps a plaque dedicating the park to all those involved can be placed at a naming and dedication ceremony. DISCUSSION The City Council at their December 3, 2018 meeting approved a Parks and Recreation Naming Policy. The policy prior to adoption was reviewed and recommended by the Parks and Recreation Commission. It outlined guiding principles of naming and renaming and procedures for both naming and renaming. The City Council at their August 1, 2022 meeting determined it wishes to remove the name of Pyatigorsk from the park. Using this policy as a guide the following is proposed as the process for renaming the former Pyatigorsk Park. 1. Prepare an online submittal process the community can participate in. The process will clearly share the policy guiding principles for naming a. Submissions should fall into one of the following categories i. Historic events, people, and places ii. Individuals (living or non-living) or groups who have provided exceptional service to the City of Dubuque's park system, recreation facilities or the City as a whole; iii. Major donations, including land or other contributions for the improvement and/or expansion of the park or trails system. iv. Geographic location, such as naming in relationship to an adjacent street b. A proposed name and the reasons for the proposed name as well as the individual and/or organization submitting the request would be required. c. The submission would allow any supporting documentation of community support of the proposed naming, signed letters or petitions however it would not be required. d. The submission would allow any supporting documentation regarding the historic event, people, places, individuals, geographic information, or other information the nominator feels will assist in the review of their submission. 2. The Leisure Services Department in cooperation with the Public Information Office would release the information related to the submission process and deadline for submission. a. The deadline for submission would be 30 days from the announcement release date. b. All submissions would be received by the Leisure Services Manager. 3. The Leisure Services Manager will review all submissions for compliance with 1. a. above. 4. All submissions meeting compliance will be forwarded to the parks and recreation commission members. They will have 2 weeks to individually review the submissions and submit their ranking of all submissions received individually. 5. The top 5-7 proposals based upon the Commission members ranking would then be brought to the Commission at their next regularly scheduled meeting for discussion, review and potential recommendation to the city council. a. Individuals or organization submitting the top 5-7 would be invited to the Commission meeting. b. A listing of all submissions will be provided for the record. If additional research, questions, or discussions are needed as an outcome of this meeting they would be accommodated as a part of the next step. 6. Commission recommendation to the City Council. I understand that recommendation will be submitted to the City Council for approval at its next regularly scheduled meeting. I would like to add my voice of support to the commission's recommendation. I suggested the Jaycee name to the commission and have presented both oral and written information to them to support my proposal. I'm sure they will share much of that with you and I don't want to belabor you with a duplicate recitation. I just want to emphasize a few points that might be of interest to you. - In its 80 years of existence, the Jaycees emphasis on developing leadership skills for young people (ages 18-40) has helped produce leaders for a variety of community groups and commissions, including five past mayors that I know of: Peter Takos, Dick Ludwig, Alvin Lundh, Tom Tully and D. Michael King. I myself am a former Jaycee and served as a member of the Human Rights Commission for 11 years, and a volunteer mediator for the Dubuque Dispute Resolution Center since its inception in 1996. - Besides its leadership training, the Jaycees have conducted many projects contributing to the quality of life in Dubuque and will continue to do so. The Independence Day fireworks is probably the most current example, but there have been many other examples, including the $125,000 contribution to the development of the current Jaycee Trail about 20 years ago. - Many worthy names have been submitted for consideration, but it seems combining the park and the trail under one name avoids the confusion that can result from multiple names for the same basic entity. The two complement each other: a place to exercise and a place to relax before moving on to the rest of your day. - I want to compliment the Parks and Recreation commision for the diligent and inclusive way it went through this process. The large number of names submitted for consideration was probably a lot more than it expected, and a strong case could be made for many of them. But I feel it made the right choice in this instance, and many of those other names will hopefully be considered for future naming opportunities. � I thank you in advance for approving the commission's recommendation. The Sister City Committee of Travel Dubuque unanimously agrees that the mission of Sister Cities be preserved through the naming of the park, and that former Council Member Dirk Voetberg’s memory and passion for sister city relationships be commemorated. Sister Cities International was created at President Eisenhower’s 1956 White House summit on citizen diplomacy, where he envisioned a network that would be a champion for peace and prosperity by fostering bonds between people from different communities around the world. The Sister City Committee strives to uphold this vision and for nearly 40 years has worked to foster international relations that create both cultural and economic opportunities for Dubuque businesses and residents. Our work is in alignment with the City Council’s Vision Statement which speaks to creating a diverse and inclusive community. Pyatigorsk Park was created through a City Capital Improvement Program (CIP) in the late 1990s. The project was delayed until 2003 when the park became a required gateway project through Vision Iowa and Resource Enhancement and Protection (REAP) Grant. Also included in this policy agenda document is language that speaks to a “Robust Local Economy”, “Partnership for a Better Dubuque” and “Diverse Arts, Culture, Parks” Selecting a name unrelated to Sister Cities will nearly obliterate awareness of Dubuque’s other two sister cities, Handan, China; and Dornbirn, Austria. The Sister City program speaks directly to the Council goals of cultural competency; diversity, equity and inclusion; and Sustainable Dubuque. Importantly, it is illustrative of the global economic influence many of our local companies share internationally. There is also the human connection. An Austrian author discovered that many immigrants came to Dubuque from Dornbirn in the late 19th and early 20th Centuries. Families such as the Schwendingers and the Rhombergs who started the city’s booming brewing business. Copies of the book were gifted to the Carnegie-Stout Public Library. City officials and staff have participated in several delegation visits both to and from our Sister Cities. The Sister City Committee continues to host fellows from the International City/County Managers Association (ICMA). Delegates tour private and city businesses, farming operations, and multimillion dollar watershed projects. This kind of representation is invaluable.
