INTRODUCTION
The purpose of this memo is to share information related to the Comiskey Park— Phase
1 Redevelopment Project, specifically the painting of the basketball court and splash
pad that causes a schedule change.
DISCUSSION
Construction has been continuing on the Comiskey Park Phase 1 project. Concrete is
being poured, utilities are being installed, the playground and splash pad equipment has
arrived and more.
The architectural and engineering team of Saiki Design Inc. and Origin Design, in
coordination with the City of Dubuque project team and the contractor, Portzen
Construction Inc. recommended material changes for the project's splash pad and
basketball court surfacing. A more functional, playful, and �
longer-lasting paint product called StreetBond was discovered - __ :. �� �:

The splash pad was designed and bid with three colors of � ��� ��;,

were mostly earth-tones and very muted colors. The photo on ���� �

the right shows the blue (top) and green (middle) integrated ,

color concrete which would have been used to mimic colors of
the poured in place surfacing under the playground. The lower - `� � .,
block shown is the regular concrete color. The integrated �
colored concrete had a higher price which was included in the original bid. The
underwhelming color selections led the team to look at the option of painting vs.
integrated-color concrete as shown above. Changing from integrated concrete to
another solution would create savings to the project or allow another option to the
implemented.
The basketball court was designed and �

court. During the construction phase, � � �
speaking with the installer they shared the � '
acrylic paint would need upkeep in 2-3 �
years' time. There is a known cost to �
painting the basketball court because the
painting of the basketball court was an accepted bid alternative of the Comiskey project.
The cost of painting the court with acrylic paint is $28,750. Upgrading this installation to
Streetbond vs. acrylic pavement allows for the same benefits of paint color and should
last roughly 10-15 years according to the installer. This Streetbond is made for use on
streets, parking lots, and high traffic areas. It has been used in applications throughout
the country for basketball courts and other recreational settings.
The selection of the Streetbond product for the basketball court led the team to consider
it for the splash pad as an alternate to the underwhelming integrated-color concrete.
Saiki Design worked with the team to come up with a painting design for the splash pad
that could incorporate the color palette of the basketball court using Steetbond. Then
Portzen Construction looked at the change order pricing of deleting the integrated color
concrete for the splash pad, changing the splash pad to Streetbond painting, and
changing acrylic paint to Streetbond on the basketball court for longer life. The total of
the change order for is a $7,612 add. See chart below. Funding has been identified for
this change order. The change order cost to this project pales in comparison to the
repainting that would be needed every 2-3 years on the basketball court vs 10-15 years
at the current cost of$28,750 per time. Additionally, there is no comparison between
the muted colors of integrated concrete coloring pictured on page one to the colors
shown above.

The timing of the Comiskey Park project was bid with substantial completion of May 11
and final completion of May 26, 2023. The timing of the use of the Streetbond product
is lengthened as the concrete must cure for 28 days prior to the installation of the paint
on the concrete surfaces. This means that the substantial completion date changes to
June 12 with the final completion date of June 27, 2023. This change of date will be
disappointing to many however this is offset with the longer life of the paint on the
surFace going from 2-3 years to 10-15 years between painting that will lead to operating
cost reductions.
The other benefit of this change is a new playful, artistic design for the splash pad in a
space designed primarily for children. The bubble design for both the basketball court
and the splash pad is shown on the next page. The splash pad design encourages
movement throughout the splash pad encouraging exercise and fun play. This change
order creates a more cohesive, playful, and longer-lasting installation.
At our monthly meeting, we reviewed this information, and you approved the schedule
change and requested I share this information in memo form and place it on the
upcoming city council agenda.
