DISCUSSION The City continues to maintain a very strong relationship with the Four Mounds Foundation. Four Mounds Park is owned by the City of Dubuque and leased to the Four Mounds Foundation. The terms of the lease include the park will be used exclusively for public park purpose. The Foundation restores and maintains the original residential buildings and contiguous lawns and gardens of the property, preserves, and maintains the natural, scenic and historical attributes of the property, and more. With support from an HRDP grant, Four Mounds will amend and update its National Register of Historic Places Nomination to include a statewide significant designation, as well as to include the 1953 Pine Block Cabin on the site nicknamed "Marvin Gardens". This grant is consistent with the lease and the goals of the Department and City Council. As a part of the grant the city as the owner had to acknowledge and provide the ownership certification form that is attached to the grant application. The City Manager approved this certification form prior to grant submission. Four Mounds is an incomparable treasure in Iowa. The 100-acre site, which is home to the last remaining intact gentleman's farm in the state, is located high on the bluffs above the Mississippi River on the North End of Dubuque in the Driftless region. The site features towering bluffland, rare oak savannah, forested ridges, and unparalleled panoramic views of the Mississippi River. Four Mounds has two listings on the National Register of Historic Places, we are an active Silos & Smokestacks National Heritage Area partner, and a Dubuque Landmark Site. Originally the private estate of the Burden family, Elizabeth Burden willed the Four Mounds property to the City of Dubuque upon her death in the early 1980's. However due to economic distress the City could not steward the property and was close to razing the estate. Understanding that this would be a catastrophic cultural loss, community leaders and Burden family members came together to form a nonprofit organization. While the City owns the property, Four Mounds has 100% control of the site. Our team has raised/invested millions to restore the estate's 17 structures, and the natural and cultured landscape. We transformed Four Mounds from a private, residential site to one that hosts 40,000 visitors a year. Our site is open to the public as a park year-round, we operate a dynamic Inn & Conference Center; organic community gardens and house a phenomenal Ropes Course. Our flagship programming is HEART (Housing Education and Rehabilitation Training). We intervene in the life trajectory of youth and adults at risk, giving them skills, choices, and guidance through home and community restoration projects and other career pathways while they discover their potential and map out their futures. This paid training is transforming lives with a 92% graduation rate. Adults who enter our program on average have an annual income of $16,000. The Four Mounds estate was largely built between 1908-1940, when the two main families who owned the estate built their homes and supporting buildings. In 1908, Viola & George Burden built what came to be known as the Grey House (a Lawrence Buck design). Chicago based A. Phelps Wyman was hired as their landscape architect, and thoughtfully laid out our farm campus buildings, winding lanes, vistas and stone features including retaining walls, walkways, birdbaths, a sundial, stone gates and walls, rough cut curbing and an earthen root cellar. Key highlights are as follows: - Historic Grey House, 1908 Arts & Crafts styled mansion designed by Chicago architect Lawrence Buck with cultured grounds planning completed by Chicago landscape architect A. Phelps Wyman. - Between 1908-1911, most of the estate's buildings were established including the barn, chauffeur's house, gardener's house and root cellar. 10 of 24 5/1/2023, 8:11 PM State Historical Society of Iowa - S1ideRoom - Submission https://iowahistory. slideroom. com/#/Submission/confirmation/66233 82 - George and Viola Burden established the estate in 1908 to raise their children George (Bill) and Viola, and Four Mounds exists as the last intact remaining gentleman's farm in Iowa. - In 1925, Bill Burden married Elizabeth Adams and the White House, a traditional Colonial Revival style was built so they could raise their family, including three daughters Frindy, Vidie, and Betsy. Elizabeth lived in the White House until her death in 1982 and the property was bequeathed to the City of Dubuque. - Through the years, the Burden and Adams families maintained the estate with the help of dedicated employees and live-in staff, who were part of the larger Four Mounds family. These hardworking people included: two generations of Heitzmans who cared for the grounds spanning six decades; Hannah Driscoll who managed the Grey House for almost 50 years; Mildred "Mo" Hahlen who managed the White House for over 50 years; and Milton Kirch, chauffeur to the Burdens for almost 30 years. The final building added to the estate was a cabin built in 1956 for Frindy Burden Gronen, daughter of George R. and Elizabeth. Four Mounds intends to include this cabin, nicknamed "Marvin Gardens" in our National Registry designation through this project. It is a one-story rectangular building with a low-pitched gabled roof with wide eave overhang. The roof is covered with asphalt shingles, and the siding consists of horizontal beveled boards. A large brick chimney occupies one end of the building. A deck at the rear provides a wonderful view of the river valley below. The cabin is currently used as a guest house and community space. A small gable -roofed privy is adjacent to the cabin. This privy has a low-pitched gabled roof with exposed rafter ends, horizontal clapboard siding, and a fixed four -pane window. While other gentleman's farms have been lost to demolition, acreage sell-off and suburban or urban encroachment, we've actively worked to expand ours, acquiring natural buffers and using conservation easements as protection tools. The site has two listings on the National Register of Historic Places: the entire site as a historic district, and a listing for the namesake Native American burial mounds, dating to the Middle - Late Woodland period. Both designations are determined to have local significance, but the rarity of the site in Iowa indicates that it has state significance worth revisiting, and this project will enable Four Mounds to move forward to updating and amending the designation to statewide significant. We are an active Silos & Smokestacks National Heritage Area partner and a Dubuque Landmark Site. A Phase I archeological survey of the cultured grounds revealed few tangible artifacts, but indicated a history of heavy farming prior to 20th century development and a very cleanly kept site by the Burdens. Because Four Mounds is remarkably intact, we are preserving and restoring it as an integrated cultural and historic landscape that weaves indigenous and designed landscapes with architecture for farming and country life. The Four Mounds estate was established in the middle of the gentleman farm movement, when wealthy men worked in cities and retreated at night to their country estates. Located four miles from Dubuque's city center, the automobile made it possible to have the farm while maintaining a professional career. The farm was idyllic, in an age where the industrialization and modernization of agriculture and cities was an affront to the sensibilities of many. George R. Burden saw his farm as a testing ground for "Scientific Agriculture," publishing in agricultural journals. Eggs, dairy, flowers, herbs, vegetables, fruits and meats were produced for the people who lived and worked on the estate, but never sold for profit. The farm campus includes the barn/garage, chauffeur & gardener houses, lower garage, hog shed, chicken coop, ice house, and root cellar. Four Mounds is proud to serve as a living laboratory where students in our programs and the community as a whole have access to all the buildings, trails, gardens and other resources. Located in the Driftless region of the Midwest, the views alone make Four Mounds spectacularly unique. Paired with programming and community impact -- this project will enable this one of a kind site and the nonprofit organization to continue to thrive. 2. Provide an overview of the activities you will complete. What will you do and how will it be done? Which professional standards will be followed to complete this project? How will you apply the professional standards? How are these activities relevant to your mission? Identify project partners and their responsibilities. With a mission to preserve, educate, and serve, this project aligns with Four Mounds values and strategic priorities. As a nonprofit that not only raises funds to support the growing organization's operations, our team also raises funding and carries out the stewardship of over 100 acres and 17 structures -- which is not typical for a small organization. This particular project including amending Four Mounds National Register Nomination to be statewide significant, as well as including the Marvin Gardens Cabin in the designation, will enable the organization to have access to additional funding resources and elevate our organization and high -impact work. The project will be completed in partnership with Dubuque -based nonprofit Heritage Works which will be contracted to carry out the majority of the project, with staff support on research and material collection provided by Four Mounds personnel. Heritage Works preserves, protects and promotes historic architecture as one of the Dubuque, Iowa region's unique assets in attracting people, investment and jobs. This project has been a goal of Four Mounds Foundation for many years, and in 2023, organization leadership is prioritizing and investing in the National Register update in order to lay the groundwork for future success. Elevating the Four Mounds Estate Historic District to statewide significance on the National Register of Historic Places would enable the organization to apply for additional regional funding sources to complete Historic Structures Reports, continued preservation and restoration, and more. Further, including the Marvin Gardens Cabin into the Historic District will afford the structure the same protections and benefits of the other structures at Four Mounds including grant funding and tax credits. As funding for capital and construction projects continue to rise, now is the time to ensure that Four Mounds Foundation is taking advantage of every opportunity to leverage dollars in order to preserve the Four Mounds Estate to the highest quality standards. Success will be measured by the completion of the update to the National Register Nomination and Four Mounds will utilize the project to educate the community about this National Register update through social media PR, press releases, and guided tours of the Estate. 4. Four Mounds is a community -owned resource, open to the public and our organization exists as a friends group to the site that is owned by the City of Dubuque. However, we receive no line -item funding from the city. We are entirely responsible for all fundraising, management and liability for the estate. This unique relationship means that the community resource is made available at no cost to the taxpayers. Four Mounds is one of only a few places in Dubuque where the public has an unimpeded panoramic view of the largely undeveloped lands along the Mississippi River. We are open 365 days a year to the public (grounds & trails). Many buildings (woodshop, barn, White House and Grey House and outbuildings) are open during business hours. At least 83% of over 40,000 individuals served by Four Mounds annually are Iowans. Visiting is like walking back in Iowa's history, to a remarkably intact gentleman's farm built at the start of the modern era. Another benefit to Iowans is that Four Mounds attracts visitors from across the Midwest, the United States and throughout the world, helping to build up the economy as people spend money at our site (and contribute to state/local hotel/motel taxes) and shop in Dubuque. Additionally, Four Mounds HEART program utilizes the site as a living laboratory and home base for both teens and adults at risk. All work and funding invested into the site benefits this program and its high -impact outcomes. The HEART program has served the Dubuque community for more than 20 years through hands-on job training and home renovation projects in low income neighborhoods — having recently completed its 43rd property. Programming addresses local workforce needs and provides accessible, paid training to adults with barriers to employment. In 2019 with the support of one of five Google Impact grants in Iowa, the program expanded to serve adults. More than half of students in this program are considered to be living in poverty, while 40% have a criminal background. The Four Mounds HEART program experiences a 92% graduation rate and average annual student income coming into the program is $13,000 and upon job placement, average annual student income is $38,000. The program has served more than 100 adults. Classes, training and mentoring take place on site at Four Mounds and the program has grown so rapidly, our team has doubled job coaching staff and is engaged in planning for a classroom facility to be developed at Four Mounds to accommodate this critical program. HRDP funding to support the National Register update would help to ensure continued success and continued visibility of Four Mounds. The consultant will review the existing National Register nomination for the Four Mounds Estate Historic District to get familiar with the site and its historic significance. After that, the consultant will spend time on the site documenting the sight through photography and mapping of existing buildings and other historically significant features of the district. The consultant will gather archival documentation from the Four Mounds Estate and at any other locations including photographs, family documents, etc. The consultant will also do any other research necessary to develop a full narrative of the district's historic significance, along with a chronology of the development of the site and the individual buildings. The consultant will also do a survey of other "Gentleman's Farms" in the State of Iowa to compare the historic context and integrity of those sites with that of Four Mounds Estate. The documentation of existing conditions and the historic research will be done in a manner that is consistent with National Register Bulletin 15: How to Apply the National Register Criteria for Evaluation. Once all of the documentation is complete and research done, the consultant will draft the amended National Register Nomination. In the event of a partial destruction or damage of any of the buildings on the leased premises, in the amount of ten thousand dollars ($10,000) or less, the proceeds of insurance shall be used at Lessee's option for the repair of such damage. With respect to such proceeds of insurance which are not used to repair the damage, or with respect to proceeds of insurance for loss or damage in excess of ten thousand dollars (S10,000), Lessor and Lessee agree to negotiate, in good faith regarding the use to be made of such proceeds for the benefit of Four Mounds Park and for public park purposes as defined in Article IV above. Lessee agrees to procure and maintain enforced during the term of the lease a policy of general public liability insurance insuring the liability of Lessee and Lessor from any claims arising out of the leasing of the Park, or any activity or operations conducted therein, Said liability policy shall be written with minimum limits of not less than five -hundred thousand dollars ($500,000) for ea'eh occurrence and not less than one million dollars ($1,000,000) in the aggregate, and not less than fifty thousand (150,000) for property damage. Lessor shall be furnished a true copy of said liability policy written with a company authorized to do business in the State of Iowa and said policy shall contain a provision that said policy shall not be cancelled or materially altered without first having given ten (10) days prior written notice to Lessor.
