the application for the grant request of $9,699.00 was submitted to meet the deadline.
There is a match provided by a variety of partners including volunteer hours, Wicked
River Event Production, Travel Dubuque, and some City departments. The project will
require staff time as well.

INTRODUCTION
The purpose of this memo is to inform City Council that the Office of Sustainability has applied for an
Iowa Arts Council grant and request approval of the submittal.
BACKGROUND
Park(ing) Day is an event that encourages residents to repurpose curbside parking spaces creatively
and temporarily by converting them into parks for residents to engage and enjoy. The event will take
place over two days in September. Climate Action Coordinator, Amanda Lewis, is spearheading the
event, and worked with the former Arts and Cultural Affairs Coordinator on the application.
DISCUSSION
This work supports our 50% by 2030 Community Climate Action and Resiliency Plan (CAP) and will
serve as an outreach event for the CAP. The result will guide future engagements with our community
and help to move forward climate action in our city. Additionally, the initial feedback from the Smart
Parking and Mobility Study is that there are many issues with micro mobility in the downtown area and
less of a problem finding parking spaces. This event will encourage people to think beyond parking
spaces and imagine what else can be done with empty curbside parking. The grant will help to
support artists participating in the event and sharing their talents and/or providing parklet materials.
BUDGETIMPACT
The total grant request is $9,699.00. There is a match provided by a variety of partners including
volunteer hours, Wicked River Event Production, Travel Dubuque, and some City departments. The
project will require staff time as well.
REQUESTED ACTION
Due to time constraints, the application was submitted to meet the deadline. I respectfully request City
Council approve the submittal of the grant proposal to the Iowa Arts Council.

The City of Dubuque's 2016 Arts & Culture Master Plan and subsequent Community Engagement
Strategy empowers the community to lead on nurturing a more equitable, more engaged, and
more connected community by collectively cultivating diverse and accessible arts and culture
experiences and opportunities. Additionally, the City's 50% by 2030 Climate Action & Resiliency
Plan works to reduce greenhouse gas emissions and improve community resilience to future
impacts of climate change on its environment, infrastructure, and people. City Council goals and
priorities include implementation of said Climate Action Plan, cultivation of `Diverse Arts, Culture,
Parks and Recreation Experiences and Activities', and the adoption, direction, and City action on
the Central Avenue Revitalization Plan. Park(ing) Day supports the above efforts by highlighting
and empowering artists, culture bearers, and creative expression to foster community outreach

and engagement around topics of mobility, transportation, and streetscape improvements.
For 16 years, Dubuque has celebrated its annual Art on the River program, an annual free,
rotating public sculpture exhibit along the Mississippi River. With an initial CIP investment of
$300,000 intended to sustain the project for 10 years, this event has gained traction in the
community and national recognition from the arts and tourism industries and draws creatives and
visitors from around the country to Dubuque. The program is now a recurring part of the City of
Dubuque's Office of Arts and Cultural Affairs operating budget and City Council added Art on the
River Initiatives as a high priority for the 2020-2022 policy agenda. Since its inception, the
program has featured 154 sculptures representing the work of 103 artists at the Port of Dubuque,
a 90-acre riverfront campus that welcomes 200,000+ visitors each year.
3. Project Description

Park(ing) Day is an international event for participants to transform on street parallel parking into
small, creative parks. Park(ing) Day promotes public collective engagement in ongoing dialogs
about how cities are designed and built. This event temporarily creates free and equitable green
spaces for the general public. Using a variety of artistic mediums, residents will rent a parking
space and transform it into a "parklet" (a space for a public book reading, a paint by numbers art
wall, street musicians, sidewalk chalk for children to use, live art demonstrations, etc.) Artists will
be invited to `perform' within the realm of their own mediums and a scavenger hunt will be
available for the public to `check off' the parks they visited and vote on their favorite mini park.
The City of Dubuque's Space Parking and Mobility Study focuses on micro mobility within the
downtown area. By temporarily renting multiple on street parallel parking spaces, this event
encourages residents to use micro mobility to transition through three different locations in
downtown Dubuque. This event encourages residents to utilize parking ramps to allow for more
parklet space. This project is meant to give Dubuque residents an alternative to driving and fits
within the larger context of creating a more engaging and creative downtown.
The City of Dubuque's Sustainability Department will oversee this program, work on marketing

and promoting the event, provide some matching funding, and create a parklet.
Downtown Main Street will be the special event permit holder, volunteer time for this event, and
contact local businesses.
Wicked River Event Production will sponsor some matching funds to help support residents to
purchase materials for their parking spaces.
Travel Dubuque will create a scavenger hunt for mini parks for this event.
Businesses will be encouraged to participate to entice more people to frequent downtown
Dubuque and their businesses.

Park(ing) Day is an annual, international event, but this is the first year Dubuque is participating.
The benefit of hosting this event is that the City of Dubuque has an ongoing Smart Parking and
Mobility Study, which addresses parking and mobility concerns. Much of the initial feedback from
this study is that there are many issues with micro mobility in the downtown area and less of a
problem finding parking spaces. This event, through promoting art and creativity, will encourage
people to think beyond parking spaces and imagine what else can be done with empty curbside
parking. This event will be a catalyst for things introducing other City projects like a bike lane pilot
program, planting more trees downtown, and incorporating traffic calming strategies to encourage
more pedestrians and cyclists.

This project aims to support reviving specific areas of downtown Dubuque and suggesting more
creative ways of using parking spaces that are vacant for most of the day. This event will take
place in three areas in downtown Dubuque, including an area where more minority and low to

moderate income residents live. The goal is for these areas to be heavily used by residents and
participants to bring community engagement to downtown Dubuque. This event is family -friendly
and available for all residents to attend and/or participate in creating a parklet. This event also
coincides with the Great Street Art Competition hosted by a local art gallery, the Over the Edge
rock climbing event hosted by United Way, and the local farmer's market. These event organizers
have been contacted and are looking forward to having more people in the downtown area to
attend these events as well.
Businesses will play a key role, as these streets are where many small business owners have
store fronts. The idea is that with more foot/bike traffic throughout the weekend, business owners
will see the value in opening the streets more often to pedestrians and cyclists.
To engage the general public, event information will be posted in the City of Dubuque's Utility
billing pamphlet, the Dubuque 365 Ink free event newspaper, a press release, as well as a website
page dedicated to explaining Park(ing) Day and registration information. A'Save the Date'
postcard has been printed and emailed to multiple residents, neighborhood associations, and
businesses.
The City of Dubuque's Sustainability Department will cover the $7 per day fee to rent a parking
space in order to avoid the barrier of cost associated with the event. Additionally, funding from this
grant will give participants that rent a parking space money to buy supplies to enhance the
creativity in their parks.

7. Project Outcomes & Evaluation
State at least one distinct and measurable outcome that the applicant intends to achieve with
the proposed project. A second outcome is optional. Effective project outcomes are specific,
measurable, and can be reasonably achieved by the proposed activities. Avoid outcomes
focused on numbers like "The Applicant will provide 10 art classes to 100 students." Instead
focus on how the project will result in changing the knowledge, attitude, skill, or behavior among
the people the project is designed to benefit. Describe how you will monitor and evaluate
progress toward the project outcome. Examples of evaluation activities include surveys of
program participants, measuring attendance, and third party program evaluations, among
others. If applicable, include plans to share learnings and outcomes.
Using art and creativity to imagine a better downtown experience, one goal is to change behavior
and attitudes about micro mobility in downtown Dubuque. Currently, there are perceptions that
downtown is `unsafe' and that everyone 'needs' a car to get around. Jane Jacobs mentions that by
"giving people concrete reasons for using the sidewalks", it encourages public perceptions of
safety because there are more eyes and ears observing what is happening in the streets. By
offering the community a creative way to explore downtown, this will help continue efforts by the
City of Dubuque and other organizations to increase dialog about micro mobility.
Another goal is to increase the visibility and knowledge about `third places', which are places
where spontaneous interactions between community members can happen that are not work or
home. This event will highlight the importance of connections between the community as well as
improving social cohesion among residents. Through creating parklets, this event offers interesting
public spaces for residents to socialize without spending money or purchasing a membership to
gain the social connections that humans seek. Jane Jacobs wrote, "there are fewer people on the
streets because there are fewer places to gather," calling attention to the lack of public spaces for
people to congregate.
Post event learning outcomes will be discussed with Downtown Main Street, Wicked River Event
Production, and Sustainable Dubuque. Attendee feedback will be in the form of a post it note wall
within Sustainable Dubuque's parklet where visitors can leave their comments during the event.
This will include questions related to micro mobility, supporting downtown through creativity, and
enhancing `third places'. Participants that rented a parking space will be emailed a follow up
survey post event. This feedback will be compiled and shared with City Council and other
organizations working to improve micro mobility in Dubuque.

p Pollinator Week'Wings of Life' Portable Mural, June 2022
For 2022 Pollinator Week, with planning led by the City of
Dubuque, multiple local organizations and City departments
collaborated to produce a variety of community engagement
activities. The week culminated with the Sustainability Fair in the
Bee Branch Greenway in Dubuque's North End neighborhood.
Arts -centered activities infused into the week included a free
pollinator photography class and a plein air pollinator painting
class. 3 local artists were also hired to design and paint a
portable, interactive mural featuring Iowa pollinators. The mural
was displayed at the Sustainability Fair where community
members could pose and take their photo with the mural. Those
that stopped at the mural also received a handout with pollinator
information and links to additional resources.
6 Art En Route Bus Shelter Sidewalk Mural, July 2022
Art En Route is a public art project led by the City of Dubuque in
partnership with Green Dubuque and funded by a national grant
from Bloomberg Philanthropies' Asphalt Art Initiative. The Asphalt
Art Initiative was created to help cities use art and design to
improve street safety, revitalize public spaces and engage their
communities. The program seeks to create vibrant public spaces
and looks to build city capacity for working with artists and
community groups on projects involving transportation
infrastructure. Dubuque's solution to the Asphalt Art Initiative call
was Art En Route, a project combining of public art, public transit,
and local sustainability efforts that will enhance 14 bus shelter
locations throughout Dubuque with climate -focused painted
murals on the sidewalk surface under and around the shelters.
This mural network will draw attention to the City's public transit
system as a community asset while residents to actively partner in
Dubuque's Climate Action Plan.

6 Winter Arts Snow Sculpting, February 2023
Video from Day 2 of the 6th annual Winter Arts Snow Sculpting
Competition and Festival (2023). Features Kristine Jubeck, one of
the sculptors. Winter Arts is a public event held in Dubuque's
Downtown Washington Park produced through a partnership
between the City of Dubuque and the Dubuque Museum of Art.
The free event is held over a week in February with professional,
amateur, and collegiate teams of snow sculptors working to create
temporary masterpieces from 6'x6'x8' blocks of snow. The week
ends with a free festival with a community sculpting area, food
trucks, people's choice voting, free admission to the museum, and
other activities.
6 Art on the River Opening Celebration, August 2022
Art on the River is a rotating public sculpture exhibit along the
Mississippi Riverwalk that the City of Dubuque has produced for
16 years. Each year's new exhibit is opened with a public
celebration. The celebration event features presentations by
elected officials, music performed by local musicians, and
interactive art making. The 2022 event contracted a local potter,
local jewelry maker, and a local Marshallese artist to demonstrate
their craft during the opening celebration. The opening event
typically draws 250-300 guests.

along the riverwalk with all of the exhibiting artists invited to the
reception. One of the highlights of the evening is for the public to
meet these artists, learn about their work and their process. The
opening event typically draws 250-300 guests.
