The purpose of this memorandum is to provide the City Council with information related
to the recommendation for awarding the Public Improvement Construction Contract for
the St. Anne and Avalon Intersection Reconstruction Project.
DISCUSSION
The City of Dubuque has substandard infrastructure located at the intersection of St Anne
Drive and Avalon Drive. This intersection experiences inadequate drainage conditions
that have contributed to the deterioration of the adjacent City infrastructure. This project
includes the installation of approximately 290 linear feet of 15" RCP and approximately
270 linear feet of each perforated and non -perforated 6" drain tile. The project also
includes the replacement of approximately 180 linear feet of sanitary sewer main and
approximately 160 linear feet of water distribution mains. The paved area of the
intersection will be removed, and a compacted subbase installed. City Public Works
personnel will coordinate schedules with the contractor and will install the final HMA
surface. All work shall be performed in accordance with the Iowa Statewide Urban Design
and Specifications (SUDAS), 2020 Edition, and the City Supplemental Specifications,
2020 Edition.
BID RESULTS
Through the competitive bid process, the City received sealed bids on May 4, 2023, for
the St. Anne and Avalon Intersection Reconstruction Project. Offset Construction, LLC of
Farley, Iowa, submitted the low bid in the amount of $207,547.60. Which is 6.83% above
the engineer's estimate. A summary of the bid proposals received is as follows:

RESOLUTION NO. 161-23
AWARDING PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT FOR THE ST.
ANNE AND AVALON INTERSECTION RECONSTRUCTION PROJECT
Whereas, sealed proposals have been submitted by contractors for the St. Anne
and Avalon Intersection Reconstruction Project, (the Project) and Notice to Bidders
published on the City of Dubuque, Iowa website and plan room service with statewide
circulation on the 1 Sth day of April 2023; and
Whereas, said sealed proposals were opened and read on the 4th day of May 2023
and it has been determined that Offset Construction, LLC, of Farley, IA. submitted the low
bid in the amount of $207,547.60, and is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA-
That a Public Improvement Construction Contract for the Project is hereby
awarded to Offset Construction, LLC and the City Manager is hereby directed to execute
a Public Improvement Construction Contract on behalf of the City of Dubuque for the
Project.
Passed, adopted, and approved this 15th day of May 2023.
