INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
English Lane Sanitary Replacement Project.
BACKGROUND
The English Lane Sanitary Replacement Project provided for the replacement of
approximately 220 linear feet of 8" PVC sanitary sewer. The project also included minor
streambank restoration and stormwater outfall stabilization in areas located along the
sanitary sewer replacement limits.
DISCUSSION
The English Lane Sanitary Replacement Project was completed by Offset Construction,
LLC, of Farley, IA in the final contract amount of $67,155.76. The 1.7% increase to the
original contract amount of $66,034.00 was due to unsuitable backfill material.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the final contract amount of $67,155.76 to Offset Construction, LLC for the English
Lane Sanitary Replacement Project.

RESOLUTION NO. 169-23
ACCEPTING THE ENGLISH LANE SANITARY RECONSTRUCTION PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the English Lane Sanitary
Reconstruction Project (the Project) has been completed by the Contractor, Offset
Construction, LLC, (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $67,155.76; and
WHEREAS, the Contractor has previously been paid $63,797.97, leaving a
balance of $3,357.79; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $3,357.79 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

CITY ENGINEER'S CERTIFICATE OF FINAL COMPLETION OF ENGLISH LANE
SANITARY RECONSTRUCTION PROJECT
The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that he has
inspected the English Lane Sanitary Reconstruction Project has been performed in
compliance with the terms of the Public Improvement Contract, and that the total cost of
the completed work is $77,229.12.
