Council approve the FY2023 Community Development Block Grant Annual Action Plan
Amendment #2.
The FY2023 Annual Action Plan is being amended to reflect an unanticipated increase
in program income from last fiscal year's projection. The reallocated funds to FY23
Annual Action Plan Amendment #2 include activities already approved in FY23, new
activities approved through Community Development Advisory Commission's (CDAC)
application process, and to the to FY23 Annual Action Plan Amendment #2 Revolving
Application Fund. This Revolving Application Fund will allow more activities that benefit
our community to be funded with CDBG dollars. The Amendment also reflects activities
no longer viable, or activities funded with CDBG — CARES dollars.
The Community Development Advisory Commission reviewed this amendment at their
May 17, 2023, meeting.

Introduction
The attached memorandum transmits information regarding proposed changes to the
FY2023 CDBG Annual Action Plan for public hearing scheduled for June 5, 2023.
Discussion
The FY2023 Annual Action Plan is being amended to reflect an unanticipated increase
in program income from last fiscal year's projection. The reallocated funds to FY23
Annual Action Plan Amendment #2 include activities already approved in FY23, new
activities approved through Community Development Advisory Commission's (CDAC)
application process, and to the to FY23 Annual Action Plan Amendment #2 Revolving
Application Fund. This Revolving Application Fund will allow more activities that benefit
our community to be funded with CDBG dollars. The Amendment also reflects activities
no longer viable, or activities funded with CDBG — CARES dollars.

A RESOLUTION ADOPTING THE FISCAL YEAR 2023 (PROGRAM YEAR 2022)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
AMENDMENT #2
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2023 (Program Year 2022) Community Development Block
Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -
housing needs in the community; and
Whereas, the Community Development Advisory Commission reviewed the
second amendment to the Fiscal Year 2023 (Program Year 2022) Community
Development Block Grant Annual Action Plan; and
Whereas, all services provided will be to a minimum of 51 % low/moderate
income residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2023
(Program Year 2022) Annual Action Plan Amendment #2, attached hereto and by this
reference made a part hereof, is hereby approved.
Section 2. The City Manager or his designee of the City of Dubuque is hereby
authorized to directed staff to prepare and submit to the United States Department of
Housing and Urban Development the Fiscal Year 2023 (Program Year 2022) Annual
Action Plan Amendment #2 with all related documents, for the use of Community
Development Block Grant funds based on this adopted budget and execute standard
contracts and agreements.
Passed, approved, and adopted this 5th day of June 2023.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
The City of Dubuque distinguishes between four different but complementary areas of program
development in its overall CDBG program: Economic Development, Housing Development,
Neighborhood and Community Development and Planning & Administration. The following
description of activities summarizes the projects to be completed in the FY 2023 Annual
Action Plan with the use of CDBG funds.

Program income projects are based on forecast for loan repayments based on the loan portfolio and
program income generated from CDBG funded programs.

CDBG regulations limit expenditure on planning and administrative funds to 20% of the current year
program income plus the current entitlement. The proposed resources for administration support the
plan's current requirements.

On -going staff support for general management, oversight, and coordination of the Community
Development Block Grant housing programs.
Planning, Monitoring, & Budgeting $124,568
Staff support for general management. Oversight and coordination of the Community Development Block
Grant program; assures compliance with federal regulations and reporting requirements.

Homeless Shelter Rehabilitation $259,348
Provides funding to address deterioration of needed housing for homeless populations. Funds will be
used to rehabilitate existing structures providing these services.

1) Residential Rehabilitation Loan Program $116,385
An on -going program to provide low -interest loans to qualified low- and moderate -income
homeowners for the rehabilitation of substandard housing units.
2) Energy Savers Programs $31,838
Provides reimbursement to homeowners to assist low- and moderate -income residents to upgrade to an
energy efficient heat source that is currently more than 10 years old or in disrepair AND inefficient
(80% efficient or lower)
3) Window Replacement Program $35,657
Provides reimbursement to homeowners to assist low- and moderate -income residents to modify the
windows on their properties for emergency escape and rescue openings

Lead Hazard Reduction (Lead & Healthy Homes Grant Match) $234,473
Provides activities in support of efforts to reduce lead paint hazards in housing, including assessment and
lead paint reduction or abatement, with forgivable loans to low- and moderate -income residents. This
assistance is for two Lead and Healthy Homes grants awarded in 2018 and 2021, running concurrently.

meet the needs of at -risk youth, promote self-esteem, and build community. Activities include
expanded after -school programs, open gym, basketball league, music lessons, playtime for tots,
scholarships, swim passes, summer day camp and other recreational programs.

Provide funding to organizations delivering recreational and educational services aligned with the
neighborhood and recreation development goals of the Leisure Services Department.

will conduct a public hearing on Monday, June 5, 2023 at a
meeting to commence at 6:30 p.m, in the City Council Chambers

Notice is hereby given that the City of Dubuque City Council
will conduct a public hearing on Monday, June 5, 2023 at a
meeting to commence at 6:30 p.m. in the City Council Chambers
on the 2nd floor of the Historic Federal Building, 350 W. 6th
Street, Dubuque, Iowa.
The City Council will consider a proposed Fiscal Year 2023
(Program Year 2022) Annual Action Plan Amendment #2 for the
Community Development Block Grant (CDBG) Program.
Interested parties may examine the contents of the proposed
report at the City Clerk's Office, City Hall, 50 West 13th
Street; and the Housing and Community Development Department,
350 West 6th Street, Suite 312, Dubuque Iowa and the City
Website at www.cityofdubuque.org
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above. action. The official agenda will be posted
the Friday before the meeting and will contain public input

Written comments regarding the above public hearings may be
submitted to the City Clerk's Office via email at

City Hall, 50 W. 13th St., Dubuque, IA 52001, before said
time of public hearing. At said time and place of public
hearings the City Council will receive any written comments.
Copies of supporting documents for the public hearings are
on file in the City Clerks Office and may be viewed Monday
through Friday between 8:00 a.m. and 5:00 p.m.
