Director of Transportation Services Ryan Knuckey is recommending City Council
extends The Jule, AM/PM Commuter Route for an additional six months through
December 30, 2023.
The cost to run the AM/PM Commuter route will be $33,052. This expense will be
covered by the Transit operating budget. The Jule received Cares funds for operations
during the Covid-19 pandemic resulting in the delay of needing FTA FY22 operating
funds until FY24. The Jule is starting FY24 with FTA FY22 operating funds, FTA FY23
($1,876,739.00) funds have been allocated for use once FY22 funds have been
depleted. Funding will be requested from employers along the routes of the shuttle
service. If 50% of the cost of the shuttle service is not covered by employers, The Jule
will charge normal bus charges to passengers starting July 1, 2023.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PURPOSE
To propose that The Jule extends the AM/PM Commuter Route for an additional six months
through December 30, 2023. January 9, 2023 The Jule implemented the AM/PM Commuter
Route providing transit service to areas including Kerper Boulevard Industrial Park, John Deere
Dubuque Works, Dubuque Industrial Center West, and Simmons Pet Food.
BACKGROUND
The GDDC and John Deere Dubuque Works reached out to The Jule in 2022 regarding early
morning transportation needs for employees to get to employment. Locations included
Dubuque Industrial Center West, Simmons Pet Food, Kerper Boulevard Industrial Park and
John Deere Dubuque Works. GDDC committed to funding the first three months of operations.
DISCUSSION
As of May 5, 2023 the AM/PM Commuter route has provided 486 rides to get workers to and
from multiple businesses including but not limited to Hodge, John Deere, Hormel, Geisler
Brothers, Universal Tank, and Simmons Pet Food. Ridership has steadily increased from 20
riders to over 40 riders per week. Jule management is anticipating ridership growth as more
businesses and employees are made aware of this service and seasonal workers are hired this
summer and fall.
