Van Milligen, City Manager SUBJECT: Consolidation of Police Department Divisions to the Historic Federal Building DATE: May 31, 2023 Chief of Police Jeremy Jensen is recommending moving the Police Department Divisions of Community Oriented Policing (COP), School Resource Officer (SRO) and Critical Incident Team (CIT) to a consolidated location in the Historic Federal Building and City Council authorization the use of the Downtown Urban Renewal Rehabilitation Loan Repayment Fund to fund up to $70,000 for the remodel of the identified rooms to accommodate the three Police Department Divisions. In September of 2022, the City Council tasked staff with addressing issues around brain health and homelessness. In February 2023, staff presented the City Council with a Secondary Responder Model. This model included a re - imagining of the City's Internal Working Group (IWG) with the foundation of this group being led by the Police Department and the Housing Department. The proposal included the co -housing of some of the various departments that work in the Secondary Responder Model. The Historic Federal Building and specifically, the second floor was identified as a possible location. This would house the Police Department Divisions closely associated with the IWG and Secondary Responder initiative in close physical access to the Housing Department and Juvenile Court Services. Van Milligen, City Manager FROM: Jeremy Jensen, Chief of Police DATE: May 18, 2023 Dubuque MI-Amedu CITY VIICMiaLQW.:It.A':Lt 2007-2012-2013 2017*2019 RE: Consolidation of Police Department Divisions to the Historic Federal Building INTRODUCTION The purpose of this memorandum is to propose moving the Police Department Divisions of Community Oriented Policing (COP), School Resource Officer (SRO) and Critical Incident Team (CIT) to a consolidated location in the Historic Federal Building. BACKGROUND In September of 2022, the City Council tasked staff with addressing issues around brain health and homelessness. In February 2023, staff presented the City Council with a Secondary Responder Model. This model included a re -imagining of the City's Internal Working Group (IWG) with the foundation of this group being led by the Police Department and the Housing Department. The proposal included the co -housing of some of the various departments that work in the Secondary Responder Model. The Historic Federal Building and specifically, the second floor was identified as a possible location. Captain Steve Radloff (the commander of those Police Department divisions) and I have met with Steve Sampson -Brown, Justin Hogan, and Jill Connors and have identified four rooms on the second floor that would accommodate office space for the COP Captain, SRO Lieutenant, COP Lieutenant, four COP officers, seven SRO's (this allows for the SRO expansion), and three CIT officers (which includes the civilian law enforcement liaison). Additionally, the Informational Services Department was consulted reference infrastructure associated with providing technology to these spaces. It should be noted that no new computers, phones, etc. will need to be purchased for this move. An office layout company was contacted to give a rough estimate of the cost to make the spaces useable with cubicles, key carded access, etc, as per agreement with the National Park Service as to how the space can be modified/used. A rough estimate of the cost to service People Integrity Responsibility Innovation Teamwork modify and outfit these locations to make them into useable and acceptable office spaces is $50,000 to $60,000, with an additional $10,000 to cover any technological deficiencies. ACTION REQUESTED No funding had been allocated or identified for this consolidation of personnel, as the original proposal to the City Council was a concept and "ideal" situation. You identified the Downtown Urban Renewal Rehabilitation Loan Repayment Fund as eligible funding. The goal would be to have move the identified Police Department Divisions to the space, prior to the start of the school year in August 2023. RECOMMENDATION To authorize the use of the Downtown Urban Renewal Rehabilitation Loan Repayment Fund to fund up to $70,000 for the remodel of the identified rooms to accommodate the three Police Department Divisions.
