Program Application
Introduction
The purpose of this memorandum is to request the City Council's authorization of an
application to the Iowa Finance Authority (IFA) for the administration of the HOME
Tenant Based Rental Assistance (TBRA) Program.
Background
The HOME TBRA program provides rental and deposit assistance to low-income
persons, targeted at specific vulnerable populations in the community. Funding
becomes available once a year through the Iowa Finance Authority.
Discussion
The HOME TBRA program allows the City of Dubuque to apply for rental deposit
assistance that would specifically target homeless families. The City of Dubuque is in a
unique situation to serve the homeless in Dubuque by having rental assistance already
available through Section 8 programming, but just needs the funding to be effective.
The City of Dubuque would apply for $55,875 in HOME TBRA to start a pilot deposit
assistance program. This funding would go to administration of the program, required
inspection costs and direct assistance for deposits.
The pilot program, Successful Leasing Program, will provide homeless persons and
those at risk of homelessness, including homeless individuals, families, youth and
veterans with rental deposit assistance. The program will help increase the leasing
success rate for at -risk residents, especially those that have qualified for rental
assistance but have been unable to use that assistance due to the deposit required for
leasing a unit.
In March 2023, Opening Doors had several residents selected to receive rental
assistance through a Housing Choice Voucher. None of them were successful in
leasing a unit, with the number one barrier reported as a lack of rental deposit funds.
The Coordinated Entry Point for Housing in Dubuque also reported that 1/3 of the
people on their waiting list for assistance were families that needed deposit assistance.
This was 17 residents with a rental deposit need that went unmet in just one month.
With a lack of resources in the Dubuque area for this type of assistance, they will stay
on the waiting list with Coordinated Entry while their rental assistance vouchers expire,
and they will remain at the homeless shelter.
The homeless shelters in the area which include Opening Doors for women and
children, the Rescue Mission for men, and St. John's for men with children report in the
past five months trying to handle overflow and turning people away from the shelter due
to meeting capacity. Yet there is rental assistance available, and it is unable to be
utilized due to other barriers such as funds for rental deposits.
The number of homeless sleeping outside during the Point in Time Count this year more
than doubled the number at the same time last year. In that same time, fair market rents
in the City of Dubuque for a 1-bedroom apartment increased from $620 to $680 in the
cheapest area in Dubuque. This is almost a 10% increase in one year and the standard
rental deposit followed the same increase as landlords charge at least 1-months' rent
for a rental deposit. Many charge twice the monthly rent, making housing even less
affordable.
The City of Dubuque has solidified a partnership with the Office of Veteran's Affairs and
the Department of Human Services and set up a referral system for homeless veterans,
youth aging out of foster care and families failing reunification goals due to unstable
housing. With the Successful Leasing Program, the families referred will have access to
rental assistance through existing programs and rental deposit assistance through this
pilot program to assist with finding a permanent home. Those that are referred through
these partners will also receive self-sufficiency services based on existing
services/programs.
A match is not required for this program; however, additional points are awarded to
applicants that provide matching funds. The Community Foundation of Greater
Dubuque has committed to providing $25,000 in matching funds for this project. The
Community Foundation of Greater Dubuque is committed to providing funding for
resources that are not otherwise being effectively provided in the community. The need
for deposit assistance has been identified by many partner organizations as described
above, so the Community Foundation of Greater Dubuque is providing a strong match
to the City of Dubuque for this application.
Recommendation
I respectfully request City Council approve application to the Iowa Finance Authority for
the use of up to $55,875 HOME TBRA funds for a pilot deposit assistance program for
the City of Dubuque homeless persons and those at risk of homelessness, including
homeless individuals, families, youth, and veterans.

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN APPLICATION FOR
THE HOME TENANT -BASED RENTAL ASSISTANCE PROGRAM AND
AUTHORIZING THE DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT
AND THE CITY MANAGER TO APPROVE THE APPLICATION
Whereas, the Iowa Finance Authority has published the availability of the HOME
Tenant -Based Rental Assistance program; and
Whereas, the City of Dubuque proposes to use HOME Tenant -Based Rental
Assistance to pilot a rental deposit assistance program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE IOWA:
Section 1: That the Mayor is hereby authorized and directed to submit an
application to the Iowa Finance Authority (IFA) for the HOME Tenant -Based Rental
Assistance program.
Section 2: That the Director of Housing and Community Development and the
City Manager are hereby authorized to approve the application that is submitted to IFA.
Section 3: That the City Manager is hereby authorized and directed to forward
said application and resulting standard executed contract to the respective agency in a
timely fashion and as required by the Iowa Finance Authority.

General Information
INTRODUCTION
The Iowa Finance Authority will be accepting Tenant -Based Rental Assistance (TBRA)
applications for the HOME program (the HOME Investment Partnerships Program
through the U.S. Department of Housing and Urban Development also known as HUD).
The purpose of HOME is to expand or retain the supply of decent and affordable housing
for low -and moderate -income Iowans.
ELIGIBLE APPLICANTS
Only a nonprofit or public agency can apply as a Subrecipient Organization for this
project. IFA anticipates that there will be a greater number of tenants requesting TBRA
assistance during the calendar year of 2023. Greater consideration will be given to
those applicants that have 1 or more years of HOME/TBRA administrative experience
and currently are in good standing.
ELIGIBLE ACTIVITIES
TBRA eligible activities are rental assistance, security deposits and utility deposits.
Utility deposit assistance may be provided only in conjunction with either rental
assistance or a security deposit program. Utility deposits must be a one time utility
hook-up fee and cannot be used to pay for monthly or past due utility bills.
ELIGIBLE HOUSEHOLDS
Only households with incomes at or below 80% of the area median family income shall
be assisted; 90% of the households served shall have income at or below 60% of the
area's median family income.
ELIGIBLE UNITS
The assisted units must meet local housing codes and standards and Section 8 Housing
Quality Standards (HQS). At least one HQS inspection must be conducted each year.
Lead based paint regulations apply to each unit.
RENT & LEASE RESTRICTIONS
Gross rents shall not exceed the jurisdiction's applicable rent standard and shall be
reasonable, based on rents charged for comparable, unassisted rental units.
Gross rent calculation cannot exceed HUD Housing Choice Voucher (Section 8 Fair
Market Rent (FMR))
Leases must not contain any of HUD's prohibited lease terms (HOME Interim Rule Part
92.253).
CONTRACT LENGTH
Projects awarded funds will have a two-year contract to complete the project.

The PHA waiting list in Dubuque is not an indicator of need because the PHA only allows
the number of residents on the waitlist that can be served within 3 months. The two major
indicators of need in the City of Dubuque are the low lease up success rate for those that
receive a Housing Choice Voucher and the inability for the PHA to lease up fast enough to
utilize all funding allocated by HUD. Dubuque only has a 55% success rate and was unable
to lease up enough participants in 2022 so that $1,034,000 allocated in rental assistance
went unspent. In March 2023, the women's homeless shelter in Dubuque had 100% of
their residents that applied for a Housing Choice Voucher put on, and then pulled from, the
waiting list to receive a voucher. None were successful in leasing a unit, with the number
one barrier reported to staff as a lack of rental deposit funds. The Coordinated Entry for

Other major indicators of need were seen at the homeless shelters in the area which
include Opening Doors for women and children, the Rescue Mission for men, and St. John's
for men with children. All three shelters report in the past five months trying to handle
overflow, and turning people away from the shelter due to meeting capacity. The Rescue
Mission resorted to housing people in stairwells and basements unfit for habitation to try to
accommodate the overflow before opening a second location in February 2023. Yet there is
rental assistance available, and unable to be utilized due to other barriers such as funds for
rental deposits.

months rent for a rental deposit. Many charge twice the monthly rent, making housing
even less affordable. Dubuque Metropolitan Statistical Area average hourly wage continues
to be 14% below the national average according to the Bureau of Labor Statistics however
the cost of living is only 10% lower than the national average; whereas other areas in Iowa
such as Des Moines are only experiencing an average hourly wage that is 2% below the
national average with a cost of living 10% below national average. This indicates a higher
need in Dubuque for assistance with housing costs, until wages can catch up with the cost
of living, as it has in other areas of Iowa.
12. If this activity will be coordinated with other housing programs, please describe how.*
Referrals will be imperative for the success of this program. The City of Dubuque has
solidified a partnership with the Office of Veteran's Affairs and the Department of Human
Services and set up a referral system for homeless veterans, youth aging out of foster care
and families failing reunification goals due to unstable housing. With the Successful Leasing
Program, the families referred will have access to rental assistance and rental deposit
assistance to assist with finding a permanent home. Those that are referred through these
partners will also receive self-sufficiency services if they choose based on existing
services/programs.
The City of Dubuque also partners with, and helps fund, the Coordinated Entry Homeless
Hotline. As part of the coordinated entry system, the City of Dubuque has access to the list
of those waiting for assistance and will be able to use this system to offer the Successful
Leasing Program to those that may qualify and have a need for rental deposit assistance.
Additionally, Opening Doors continues to provide services to those seeking shelter to help
them find permanent housing solutions and will be able to directly refer those experiencing
homelessness to the Successful Leasing Program. This should help alleviate the
overcrowding and capacity issues at the shelter.
The PHA will also directly refer voucher holders who have found a unit but are unable to
meet the rental deposit requirements to successfully utilize their issued voucher. These

participants will continue to receive rental housing assistance for as long as they qualify.
Housing Choice Vouchers from this PHA are portable after 12 months of residency.
13. Provide explanation of local support for proposed project.*
The PHA continues to report rental deposits as a barrier to successfully leasing under a
Housing Choice Voucher, and has been looking for community resources to fill this need.
Opening Doors met with the City of Dubuque at the recent homeless coalition meeting to
discuss options for rental deposit assistance for their residents that had received Housing
Choice Voucher but were still unable to utilize them. They have provided a letter of support
for this application. Additionally, Community Solutions of Eastern Iowa (CSEI) reached out
in April 2023 to see if HOME funds under TBRA could be the answer to the many people on
the Coordinated Entry list that needed rental deposit assistance, since no other community
resource was meeting that need. CSEI has provided a letter of support as well. The
Community Foundation of Greater Dubuque has been looking for funders/donations to fill
the community gaps in resources, such as rental deposit assistance, and has been able to
provide matching funds based on the community support for this program.

The project is intended to serve the homeless or those at risk of homelessness, and will
often be used in conjunction with rental assistance provided by the PHA or other agencies
such as HACAP, DHS, Catholic Charities, and the Office of Veterans Affairs. Due to this the
Successful Leasing Program will assist families at or below 50% of the AMI for the City of
Dubuque.

Requirements
Only households with incomes at or below 80% of the area median family income shall be
assisted; 90% of the households served shall have income at or below 60% of the area's
median family income.
The Subrecipient must put in their Administrative Plan if portability of vouchers will be
allowed and how the Subrecipient will comply with HOME requirements.
Gross rents shall not exceed the jurisdiction's applicable rent standard and shall be
reasonable, based on rents charged for comparable, unassisted rental units.
Gross rent calculation cannot exceed HUD Housing Choice Voucher (Section 8 Fair Market
Renta (FMR)).
Leases must not contain any of HUD's prohibited lease terms (HOME Interim Rule Part
92.253). The term for providing assistance will not exceed 12 months.
The Subrecipient agrees that all TBRA assisted units will meet HQS standards.
HOME TBRA cannot be used in conjunction with any other rental subsidies except for utility
and security deposits.
If a TBRA award is received, the recipient will be required to provide the following
information for one person on the waiting list for assistance: First & Last Name, # of
Bedrooms, Percent of Area Median Income, Hispanic or Latino - Y/N, Race, # of Persons in
Household, Household Type (i.e. Single Non -Elderly, Elderly, Single Parent, Two Parents,
Other)
An award shall be limited to no more than $750,000 for a tenant -based rental assistance
activity.
Evidence of Need: The application shall provide evidence of the need for the proposed
activity, the potential impact of the proposed activity, the feasibility of the proposed
activity, and the impact of additional housing resources on the existing related housing
market.
TBRA assistance may be provided to tenants who meet HOME TBRA Program requirements
as long as they rent the mobile home and lot.
The subrecipient will adhere to the HUD 24 CFR Part 200 audit requirements for HOME
funds.
Compliance with IFA Programs: IFA determines, at its discretion, whether the Subrecipient

or its partners listed for the project pass threshold if they are delinquent or out of
compliance with another IFA program.

will notify the Applicant of any required information for supplemental or clarifying data and

contacted by IFA to clarify a threshold item within the Application, an Applicant shall not
contact any IFA staff or Board members, nor shall anyone contact staff or Board members
on the Applicant's behalf, in order to unduly influence IFA's determination related to the
award of HOME funds. If it has been determined by IFA that a staff member or Board

Applicant, then IFA may reject the Application.
