Council approve the second amendment to the CDBG-CV Subrecipient Agreement with
Almost Home and authorize the Mayor to execute the contract on behalf of the City.

BACKGROUND
The City of Dubuque entered into a Community Development Block Grant CARES Act
(CDBG-CV) Subrecipient Agreement with Almost Home at St. John's on October 17,
2022 to assist with the rehab of the men's and children shelter. Unexpected change
orders and turnover in staff have necessitated an updated Time and Term of
Performance to make this project viable. This memorandum transmits a resolution to
amend the Subrecipient Agreement to reflect the updated Time and Term of
Performance.
DISSCUSSION
Almost Home at St. John's is requesting an updated Time and Term of Performance
until September 30, 2023 due to turnover in staff. Almost Home is currently acting
without an Executive Director. The volunteer Board of Directors have stepped in to take
over the duties once assigned to a full-time Executive Director. Due to this, along with
unexpected changeovers already approved in Amendment 1, Almost Home's Board of
Directors is asking for an extension. The City of Dubuque also received an extension
from Iowa Economic Development Authority (IEDA) to expend our CDBG-CV dollars.
Therefore, City of Dubuque staff can easily manage this extension request from Almost
Home.
RECOMMENDATION
I respectfully request the City Council approve the second amendment to the CDBG-CV
Subrecipient Agreement with Almost Home and authorize the Mayor to execute the
contract on behalf of the City.

RESOLUTION NO. 190-23
RESOLUTION AUTHORIZING THE SECOND AMENDMENT TO THE CDBG-CV
SUBRECIPIENT AGREEMENT WITH ALMOST HOME AT ST. JOHN'S
Whereas, the City of Dubuque and Almost Home at St. John's entered into a
CDBG-CV Subrecipient Agreement dated October 17, 2022 with respect to rehab the
shelter to respond to the COVID-19 pandemic; and
Whereas, the City Council approved the Iowa Economic Development Authority
CDBG-CV agreement with the City of Dubuque on December 21, 2020: and
Whereas, the parties desire to modify the Subrecipient Agreement as set out in
the Second Amendment to the Subrecipient Agreement attached hereto; and
Whereas, Almost Home at St. John's will provide services to a majority low to
moderate -income individuals and serve a group primarily presumed to be LMI such as
homeless persons.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Second Amendment to the Subrecipient Agreement with
Almost Home at St. John's be approved.
Section 2. That the Mayor of the City of Dubuque is hereby authorized and
directed to execute said Agreement and related documents on behalf of the City of
Dubuque, Iowa.

SECOND AMENDMENT
TO
SUBRECIPEINT AGREEMENT BETWEEN
THE CITY OF DUBUQUE
AND
ST. JOHN'S ALMOST HOME
This second Amendment to Subrecipient Agreement, dated for reference purposes the 20th
day of June , 2023, is made and entered into by the City of Dubuque, Iowa, a Responsible Entity
administering Community Development Block Grant funds (City), and the St. John's Almost Home
(Subrecipient).
WHEREAS, City and Subrecipient entered into a Subrecipient Agreement dated October 1.7,
2022 (the Subrecipient Agreement); and
herein.
WHEREAS, City and Subrecipient desire to amend the Subrecipient Agreement as set forth
NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL TERMS AND COVENANTS CONTAINED
HEREIN, CITY AND SUBRECIPIENT AGREE AS FOLLOWS:
Section 1. Section A.6 of the Subrecipient Agreement is hereby amended to read as follows:
A,6 Time and Term of Performance
Services of the Subreciplent shall start on October 1.7, 2022 and end on September 30, 2023. All
the required activities and services, except for audit, will be completed by or before this date. The
City may grant extensions at its sole discretion. Only a valid written Amendment to the
Agreement shall alter this completion date, The term of this Agreement and the provisions herein
shall be extended to cover any additional time period during which the Subrecipient remains in
control of CDBG funds or other assets, including program income.
Section 2. Except as modified herein, the Subrecipient Agreement shall remain in full force and
effect.
