SUBJECT: Kerper Court and Kerper Boulevard Intersection Improvement Project
DATE: June 13, 2023
City Engineer Gus Psihoyos is recommending City Council approval of the plans,
specifications, form of contract, and estimated cost of $1,695,477 for the Kerper Court
and Kerper Boulevard Intersection Improvement Project through the adoption of the
enclosed resolution.
The Kerper Court and Kerper Boulevard intersection is currently a T intersection with
Kerper Court as a STOP controlled intersection. The businesses on Kerper Court are
Anderson Window & Door, Municipal Services Center, Bard Concrete and Lamar Sign.
Kwik Trip has purchased the property on the south side of Kerper Court at Kerper
Boulevard. They are planning on building a gas/convenience store at this location.
As part of the conceptual site plan review process with the City Development Review
Team, a traffic impact study (TIS) was required. The developer hired Kimberly Horn to
complete the TIS. The City met with Kimberly Horn to discuss the study and Kimberly
Horn submitted a TIS to the City for review.
The results of the TIS show that traffic safety improvements will be required immediately
after development of the gas/convenience store at the intersection of Kerper Court and
Kerper Boulevard. The TIS recommended that a traffic signal or roundabout be installed
at the intersection to provide an acceptable level of service.
When planning for intersection improvements, the City of Dubuque prefers roundabouts
to traffic signals whenever appropriate conditions exist. Benefits of roundabout
intersections are many and include the following:
1. Roundabouts save the taxpayers money in maintenance and electricity costs
over the life of the project.
2. Roundabouts are easier to maintain than signalized intersections.
3. Roundabouts are safer for pedestrians/bicyclists and prevent head on or T-bone
crashes.
4. Roundabouts offer improved flexibility for business access/Roadway locations.
5. Roundabouts effectively and safely slow traffic and improve traffic flow.
6. Roundabouts are being added by local and state governments across the
US. Today, they are commonplace for large vehicle operators such as semi or
dump truck drivers.
7. Roundabouts reduce fuel consumption and save money, especially for truck
drivers.
8. Roundabouts reduce greenhouse gases by minimizing idling at the intersection.
Combined with improvements in safety and traffic flow, recent studies on roundabouts
have demonstrated the potential to improve the local business climate. The economic
benefits of roundabouts include:
1. Inviting. Roundabouts provide green space, generally have little or no congestion,
and allow for easy access to destinations (including U-turns). All factors that make
an area more aesthetically pleasing and inviting.
2. Connectivity. Roundabouts can be an integral part of a bicycle and pedestrian
friendly area, particularly due to forcing slower vehicle speeds and potentially
reducing crossing distances/vehicle exposure for pedestrians. This translates into a
more secure sense of the area and greater connectivity to the surrounding
neighborhoods when people are able to walk and bike.
3. Greater Visibility. Slower vehicles speeds mean drivers and passengers have time
to see the businesses in the area, increasing the likelihood of stopping and
shopping.
Engineering staff working in conjunction with the Public Information Office prepared
brochures and letters to contact all the abutting property owners on Kerper Boulevard
from 12t" Street to Hawthorne Street about the project. Additionally, engineering staff
held one-on-one conversations with the property owners on Kerper Court and those
directly abutting the intersection. A public information meeting occurred on June 8t"
2023 in the Municipal Services Center from 4:00 pm to 6:00 pm. A small number of
property owners attended.
A Development Agreement has been entered into between the City and Kwik Trip,
portions of the Development Agreement that pertain to the intersection improvements
include the following:
1. City agrees to design and construct the required Kerper Boulevard and Kerper
Court Roundabout Improvement Project. The estimated cost of the required
improvements is one million five hundred thousand dollars ($1,500,000).
Required intersection improvements include but are not limited to roundabout,
lane widening, lighting, underground utilities, crosswalks, sidewalks and curb
ramps.
2. Kwik Trip agrees to place $750,000 in escrow to be utilized for the construction of
the required intersection improvements, including but not limited to engineering,
right of way acquisition and construction.
3. City agrees to make a good faith effort to construct the required intersection
improvements so that they are operational by November 30, 2024.
4. Developer agrees to pay 50% not to exceed $750,000 of the actual costs of the
required intersection improvements, including but not limited to engineering, right
of way acquisition, and construction.

INTRODUCTION
The attached resolution is in reference to the public hearing for the Kerper Court and

TEMPORARY DETOUR ROADWAY
The City has been constructing a temporary roadway on private property between
Kerper Court and 16t" Street to accommodate the construction project. (Exhibit A) By
constructing this temporary roadway all the businesses on Kerper Court will be able to
travel to and from their place of business without having to go through the construction
area. This roadway will not only eliminate the need for additional phasing of the project
but will be a much safer situation for the traveling public and the construction workers.
This roadway was constructed by City Public Works and
of a contractor to core out the roadway and place road ba

PROJECT SCHEDULE

I recommend that the City Council approve the plans, specifications, form of contract
and construction estimate for the Kerper Court and Kerper Boulevard Intersection
Improvement Project

The construction of the temporary road greatly reduces the complexity of the traffic
phasing during construction and provides improved access to the abutting property
owners. It's anticipated the construction cost will be reduced due to this preemptive
traffic accommodation.

BOULEVARD INTERSECTION IMPROVEMENT PROJECT
NOTICE IS HEREBY GIVEN: The Dubuque City Council will hold
a public hearing on the proposed plans, specifications, form
of contract and estimated cost for the Kerper Court and Kerper
Boulevard Intersection Improvement Project in accordance with
the provisions of Chapter 26, Code of Iowa, at 6:30 p,m., on
the 20th day of June 2023, in the Historic Federal Building
Council Chambers, 350 West 6th Street, Dubuque, Iowa, Said
proposed plans, specifications, form of contract and estimated
cost are now on file in the office of the City Clerk.
The scope of the Project is as follows:
The construction of a dual lane PCC pavement roundabout at
the intersection of Kerper Court and Kerper Boulevard. The
project also includes construction of associated lighting,
sidewalks, storm sewer and intakes. The project will include
the following quantities:
