The attached resolution is in reference to the public hearing for the W 1st Street Sanitary
Repair Project.
BACKGROUND
In late December 2022, Public Works Sanitary Sewer crews notified the Engineering
Department of a sinkhole formed along the alignment of the sanitary sewer located along
W 1 st Street between Main St and the alley east of Locust Street. Upon arrival on site for
further inspection of the sinkhole, adjacent manholes, and available CCTV inspection
data, crews identified failing sewer pipe that hindered positive sewage flows and
contributed to surcharged conditions noted in the upstream system. The identified sewer
failure's locations appear to be the cause of the identified sinkholes. Engineering
determined that the sewer main was in an unacceptable condition that would continue to
deteriorate the surrounding roadways and is creating unsafe conditions for pedestrian
and vehicle traffic if left unattended. Engineering retained the services of a contractor to
perform the emergency repairs of the sanitary sewer along W 1st Street between Main
Street and the alley east of Locust Street.
Pipeline replacements along W 1 st Street from Main Street to the alley were completed in
late January 2023. However, due to the proximity of adjacent utilities, the deteriorating
sanitary sewer manhole located at the alley was not replaced as part of the emergency
repair work. Engineering has since worked with the respective owners of the adjacent
utilities and coordinated the replacement design required to replace the deteriorating
sanitary manhole as part of this W 1 st Street Sanitary Repair Project.
DISCUSSION
The City of Dubuque has substandard infrastructure located along W 1 st Street between
Main Street and the alley east of Locust Street. The sanitary sewer manhole in this
intersection is in a deteriorating condition and requires replacement. Due to the proximity
of this manhole to adjacent City utilities, replacement of the manhole will require the
relocation of a 20" diameter City owned water main. The project includes the replacement
of approximately 150 linear feet of sanitary sewer main and approximately 160 linear feet
of water distribution mains. All work will be performed in accordance with the Iowa
Statewide Urban Design and Specifications (SUDAS), 2020 Edition, and the City
Supplemental Specifications, 2020 Edition.

W 1ST STREET SANITARY REPAIR PROJECT
NOTICE IS HEREBY GIVEN: The Dubuque City Council will hold
a public hearing on the proposed plans, specifications, form
of contract and estimated cost for the W 1st Street Sanitary
Repair Project, in accordance with the provisions of Chapter
26, Code of Iowa, at 6:30 p.m,, on the 20th day of June 2023,
in the Historic Federal Building Council Chambers (second
floor), 350 West 6th Street, Dubuque, Iowa. Said proposed
plans, specifications, form of contract and estimated cost are
now on file in the office of the City Clerk.
The scope of the Project is as follows:
