Van Milligen, City Manager FROM: John Klostermann, Public Works Director JK SUBJECT: Municipal Services Center EV Charging Stations Project Project Code 5429900008 DATE: June 1, 2023 INTRODUCTION The purpose of this memorandum is to provide the City Council with information related to the recommendation for awarding the Public Improvement Construction Contract for the Municipal Services Center EV Charging Stations Project. BACKGROUND The fiscal years 2023, 2024 and 2025 Capital Improvement Budget provides funds for the installation of the necessary underground electrical infrastructure for a full build -out of EV charging stations. Phase 1 of this project, which is this bid package, will include underground infrastructure to support four (4) dual port (= 8) charging stations. BID RESULTS Bid documents and specifications for this project have been prepared by ShiveHattery Architecture & Engineers. Through the competitive bid process, the City received and opened publicly bids on May 23, 2022 for the Municipal Services Center EV Charging Stations Project. RECOMMENDATION I recommend awarding the construction contract for the Municipal Services Center EV Charging Stations project to Westphal & Company Inc. in the low bid amount of $137,400.00. BUDGETIMPACT This project is funded with monies budgeted specifically for the Municipal Services Center EV Charging Station Project in the Public Works Department's Capital Improvement Project budget along with other project funding as identified below. Breitfelder, City Clerk, 50 W. 1P St., Dubuque, IA 52001, (563) 589-4100 RESOLUTION NO. 203-23 AWARDING PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT FOR THE MUNICIPAL SERVICES CENTER EV CHARGING STATIONS PROJECT Whereas, sealed proposals have been submitted by contractors for the Municipal Services Center EV Charging Stations Project, (the Project) and Notice to Bidders published on the City of Dubuque, Iowa website and plan room service with statewide circulation on the 2nd day of May 2023; and Whereas, said proposals were opened and read on the 23rd day of May 2023 and it has been determined that Westphal & Company, Inc of Dubuque, Iowa submitted the low bid in the amount of $137,400.00, and is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Construction Contract for the Project is hereby awarded to Westphal & Company, Inc. and the City Manager is hereby directed to execute a Public Improvement Construction Contract on behalf of the City of Dubuque for the Project. We propose that the City of Dubuque consider the bids and award the contract to Westphal & Company, Inc. on the basis of their lowest responsive, responsible bid one hundred thirty-seven four hundred dollars and zero cents ($137,400.00). This bid is based on the information that the City of Dubuque will reject the alternate. This award is subject to submittal of acceptable bonds and insurance. Once approval from the board is obtained on June 20, 2023, please contact our office and we will proceed with obtaining the agreement, bonds, and insurance.
