The attached resolution provides for the acceptance of the public improvement
construction contract for the Royalwood Subdivision Water Main Loop - North Cascade
Road Crossing Project.
BACKGROUND
The new US Highway 20 Swiss Valley interchange recently completed in 2022 by the
Iowa Department of Transportation impacted City water main. As part of the project,
Engineering and Water Department staff collaborated with the Iowa DOT to reroute and
construct new water main along both Cottingham Road and North Cascade Road.
The last phase of the project was to construct water main across North Cascade Road
and connect to the existing water main that serves the Royalwood Subdivision, creating a
new redundant loop.
The relocated water main along both Cottingham Road and North Cascade Road is now
fully operational and provides the City with a more resilient and sustainable water
distribution system.
DISCUSSION
The Royalwood Subdivision Water Main Loop - North Cascade Road Crossing Project
was completed by Midwest Concrete, Inc. of Peosta, IA in the final contract amount of
$25,010.12. This is a 6.4% increase from the original contract amount of $23,496.95.
The increase ($1,513.17) was due to additional costs incurred for additional water main
valves and fittings to relocate an existing fire hydrant.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the final contract amount of $25,010.12 to Midwest Concrete, Inc. for the Royalwood
Subdivision Water Main Loop - North Cascade Road Crossing Project.

RESOLUTION NO. 209-23
ACCEPTING THE ROYALWOOD SUBDIVISION WATER MAIN LOOP - NORTH
CASCADE ROAD CROSSING PROJECT AND AUTHORIZING THE PAYMENT TO
THE CONTRACTOR
WHEREAS, the public improvement contract for the Royalwood Subdivision Water
Main Loop - North Cascade Road Crossing Project (the Project) has been completed by
the Contractor, Midwest Concrete, Inc., (Contractor), and the City Engineer has examined
the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $25,010.12; and
WHEREAS, the Contractor has previously been paid $23,023.37, leaving a
balance of $1,986.75; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
SECTION 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
SECTION 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $1,986.75 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

Contract, and that the total cost of the completed work is $27,690.66.
