City Engineer Gus Psihoyos is recommending City Council adopt the 2023 edition of the
City's Supplemental Specifications to coincide with the most recent update to the Iowa
Statewide Urban Design and Specifications (SUDAS) Program, the 2023 edition.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that City Council adopt the 2023 edition
of the City's Supplemental Specifications to coincide with the most recent update to the
Iowa Statewide Urban Design and Specifications (SUDAS) Program, the 2023 edition.
BACKGROUND
The City of Dubuque adopted the SUDAS program, which consists of a construction
specifications manual and a design manual, as the City's standard in 2014. The City
also developed and adopted the City of Dubuque Supplemental Specification which
modifies and supplements the SUDAS program, specifically the Construction
Specifications Manual, tailoring it to meet the City's current payment methods, material
preferences, installation methods, and testing requirements. A few examples of
modifications that included in the City's Supplemental Specification are identified below:
• Using the City of Dubuque's standard contract language for Division 1.
• Specifying stone and granular foundation materials common in the Dubuque area
• Changes how some materials and components are paid for to allow for greater
flexibility to meet changing field conditions (i.e.- The City pays for granular
material by the ton rather than having it incidental to a utility being installed, as
the SUDAS Specification directs).
• Provides additional clarity on the types of materials allowed for sanitary sewers,
storm sewers, and water mains.
• Provides an additional specification section for sanitary sewer lift stations to
achieve consistency of products and functionality, in an effort to minimize; design
efforts, future City operating costs and inventory of repair parts. The new section
also includes communication requirements to allow the lift station to
communicate with WRRC.
• Provides clarity of specific castings that are used for storm and sanitary sewer
manholes and water valves boxes. This provides uniformity with what is currently
installed in Dubuque.
• Requirement that new brick sidewalks are not allowed due to vibration concerns
for people with disabilities.
City Council Resolution 48-14 Adopted the SUDAS Program and authorized the City
Manager to take such actions as are necessary to implement the Statewide Urban
Design and Specifications Program.
The City's Supplemental Specifications were last updated to coincide with the 2020
edition of the Specifications portion of the SUDAS Program. City Council Resolution 46-
20 adopted the City's updated Supplemental Specification in February of 2020.
DISCUSSION
The City of Dubuque's Engineering Department and Water Department have amended
and updated the City's Supplemental Specification to coincide with the 2023 edition of
the SUDAS program.
During the review process of the 2020 edition of the City Supplemental Specifications,
minor revisions were made for greater flexibility to meet changing field conditions, to
clarify required construction materials to provide uniformity of City infrastructure, and
consolidation of multiple previous City specifications:
• 2021 City of Dubuque Minor Wastewater Lift Station Supplemental Specifications
• 2019 City of Dubuque Street Lights & Traffic Signal Supplemental Specifications
• 2011 City of Dubuque Water Distribution Division Standards & Specifications for
Water Mains and Appurtenances
With the proposed 2023 edition of the City Supplemental Specifications, all City
construction related specifications are now located in one document.
The updated 2023 edition of the City Supplemental Specifications for the SUDAS
program was submitted to IDNR for the Wastewater and Water Supply Construction
Permit review processes. A tentative, informal approval for the wastewater construction
related divisions (3, 4, 6, and 12) was received via email on June 21 st. Review of the
water supply construction related division (5) is ongoing at the time of this
memorandum. IDNR staff indicated that formal IDNR approvals will require a copy of
the Council resolution adopting the supplemental specifications.
Upon receipt of formal approvals by IDNR, a notice regarding the City's adoption will be
posted on the City of Dubuque's website along with the 2023 edition of the City
Supplemental Specifications. The 2023 edition of the City Supplemental Specifications
will be available on the City of Dubuque Engineering Department's website under
"Resources for Contractors, Engineers, & Developers" at the following link:

The posted notice will advise Contractors, Engineers, & Developers of the newly
adopted 2023 Edition of the City Supplemental Specification and provide direction for
when to begin utilizing both the 2023 Edition Statewide Urban Design and
Specifications (SUDAS) Program along with the 2023 Edition of the City Supplemental
Specification for their individual projects.
The notice will read as follows:
"The City of Dubuque adopted the Statewide Urban Design and Specifications (SUDAS)
program, which consists of a construction specifications manual and a design manual,
as the City's standard in 2014. Also In 2014, the City developed and adopted the City of
Dubuque Supplemental Specification which modifies and supplements the SUDAS
Specifications manual, to better accommodate the City's current payment methods,
material preferences, installation methods, and testing requirements. The City revised
and updated the original Supplemental Specification in 2020, but continued to utilize
and apply three additional standalone specifications:
• 2011 City of Dubuque Water Distribution Division Standards & Specifications for
Water Mains and Appurtenances
• 2019 City of Dubuque Street Lights & Traffic Signal Supplemental Specifications
• 2021 City of Dubuque Minor Wastewater Lift Station Supplemental Specifications
The City of Dubuque recently adopted the 2023 Edition of the City Supplemental
Specification to coincide with the 2023 Edition of the SUDAS specifications manual.
The City's Supplemental Specification only shows the changes that differ from the
SUDAS standard specifications manual and also now incorporates the requirements
from the previously standalone specifications. Additional minor changes, deletions,
clarifications, details and formatting were also made throughout the new supplemental
specification document. The City highly encourages all users of the SUDAS program
and the City's Supplemental Specifications to become familiar with the newly adopted
2023 Edition of the City Supplemental Specification manual.
The City understands that there are projects in various stages of design and
development. The application of the 2023 SUDAS program and Supplemental
Specifications will be applied as follow:
1. All projects that have been formally submitted thru the City's Development
Review Team (DRT) Process, prior to this notice being posted, will be
permitted to continue utilizing the 2020 edition of both the SUDAS
Specification manual and the City Supplemental Specifications along with the
standalone specifications, if the professional of record chooses to do so.
2. All Projects submitted thru the City's DRT Process on or after the date of this
notice will be required to apply the 2023 edition of both the Statewide Urban
Design and Specifications (SUDAS) Program and the City Supplemental
Specifications. "

The SUDAS program will continue to be applicable to most projects released from City
departments. All City departments will be able to consult the City of Dubuque's
Engineering Department regarding the application of the SUDAS program, to ensure
consistency in contract documents and construction standards.
The City of Dubuque's Engineering Department continues to review any
recommendations or comments received from contractors, developers, and local
consultants, on the SUDAS Specifications and the City's Supplemental Specification.
Should a common issue present itself, the City may look to include a change in
revisions to the City of Dubuque Supplemental Specification that would coincide with
future updates of the SUDAS program.
REQUESTED ACTION
I respectfully request the adoption of the 2023 edition of the City's Supplemental
Specifications to the SUDAS Program Specifications manual.

APPROVING ADOPTION OF THE 2023 EDITION OF CITY SUPPLEMENTAL
SPECIFICATIONS TO THE IOWA STATEWIDE URBAN DESIGN AND
SPECIFICATIONS (SUDAS) PROGRAM'S SPECIFICATION MANUAL FOR PUBLIC
WORKS IMPROVEMENTS
WHEREAS, City Council Resolution 48-14 Adopted the Statewide Urban Design
And Specifications Program (SUDAS) in 2014; and
WHEREAS, the City of Dubuque Engineering Department developed
supplemental specifications in 2014 to modify and supplement the SUDAS program,
specifically the Construction Specifications Manual for public improvements; and
WHEREAS, the City of Dubuque supplemental specifications are intended to be
amended and updated, as necessary to coincide with the current edition of the SUDAS
program's specification manual for public improvements; and
WHEREAS, the City of Dubuque Engineering Department has reviewed the 2023
edition of the SUDAS program's specification manual and prepared updated
Supplemental Specifications to coincide with the 2023 SUDAS program's specification
manual for public improvements; and
WHEREAS, the City Council finds that it is in the City's best interest to adopt and
implement the City's 2023 Supplemental Specification to coincide with the 2023 edition
of the SUDAS program's specification manual for public works improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City's 2023 Supplemental Specification is adopted as an
accepted form of contract for all public works improvements in the City of Dubuque.
Section 2. That the City Manager is authorized to take such actions as are
necessary to implement the City's 2023 Supplemental Specification to coincide with the
2023 edition of the SUDAS program.
