SUBJECT: Resolution Establishing the Compensation of the City Clerk

INTRODUCTION
The purpose of this memorandum is to request City Council adopt a resolution that
formally establishes the compensation of the City Clerk.
BACKGROUND
It has been standard practice for the compensation of all City Council appointed positions
to be formally established via a resolution. Resolution No. 237-13 established the
compensation of the previous City Clerk. When I was appointed City Clerk, I referred to
that resolution as validation that my salary adjustments and longevity pay would occur in
the same manner as all other non -bargaining unit city employees. However, that
resolution does not indicate my salary, so a resolution reflecting my current salary is
necessary for accuracy.
DISCUSSION
The enclosed resolution specifies my current salary and that I am entitled to the same
salary adjustments and benefits as all other non -bargaining unit employees. The
resolution also indicates the car allowance that I have been allotted throughout my
employment. All these provisions have been in place during my employment, meaning
that there are no changes to my salary and entitlements in this resolution. Section 1 of
the resolution lists an effective date of July 1, 2023, to identify the current fiscal year in
which resolution is adopted. Adoption of this resolution will formalize these provisions in
a manner consistent with other City Council appointed positions.
RECOMMENDATION
I recommend City Council approval of a resolution that formally establishes the City
Clerk's compensation.

RESOLUTION NO. 215-23
ESTABLISHING THE COMPENSATION FOR THE CITY CLERK
Whereas, the City Council appoints the City Clerk; and
Whereas, the City Council from time to time establishes the compensation for the
City Clerk.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA, THAT:
Section 1. The salary of the City Clerk is hereby established effective July 1,
2023 at $93,028.18.
Section 2. The salary of the City Clerk shall also be adjusted July 1st of each
succeeding year, by the same percentage as for all other non -bargaining unit
employees.
Section 3. The City Clerk shall be entitled to all of the benefits provided to full
time non -bargaining unit employees.
Section 4. The City Clerk shall be entitled to a car allowance equal to 50% of the
car allowance provided to the City Manager.
