1.5(3) of this ordinance."
Section 2. That the Code of Ordi-
nances of the City of Dubuque, Iowa,
be amended by revising Appendix A
thereof, also known as the "Zoning
Ordinances and Zoning Map of the
City of Dubuque, Iowa," by repealing
Section 4-1.5(3) thereof and enacting
a new Section 4-1.5(3) in lieu thereof,
as follows:

4-1.5 Site Plan Approval for Certain
Accessory Uses: The following
accessm'y uses and conditions estab-
]ished herein shall require site plan
approval in accordance with Section 4-
4 of this ordinance prior to their estab-

"3) Satellite receiving dishes, pro-
vided that:
a) not more than one (1) ground-
mounted dish shall be placed on any
lot less than one-half (V~) acre; and
b) dishes shall not exceed ten feet
(10') in dimneter; and
c) Dishes shall be made of non-
combustible and corrosive-resistant
material and erected in a secure, wind
reMstant manner accordin~ to the spec-
ifications Gl the building otocial; and
d) Dishes shall not be used as
signs or billboards (on or off-premise
only be permitted in rear yards, except
that on corner lots dishes shall be
allowed in side yards; and
f) Roof-mounted satellite dishes
requirements shall apply:
1) the height does not exceed the

WHEREAS, said final plat has been

lng Commission and they find that the
same conforms to the statutes and or-

MEMORANDUM OF
UNDERSTANDING BETWEEN THE
CITY OF DUBUQUE AND THE
IOWA STATE DEPARTMENT OF
INSPECTIONS AND APPEALS FOR
ENFORCEMENT OF THE
FOOD SERVICE SANITATION,
HOTEL INSPECTION, AND
VENDING MACHINE LAWS
OF THE STATE OF IOWA.
WHEREAS, the City of Dubuque and
the Iowa Department of Agriculture
entered into an agreement in January of
1979 whereby the City was authorized
to enforce the Iowa Food Service Sanita-
tion Code, the Iowa Hotel Sanitation
Code, and the Iowa Food and Beverage
Vending Machine Laws, which agree-
ment was extended until January 1,
1987; and
WHEREAS, the reorganization of
State government has removed the
authority and responsibility for enforce-
ment oI the Iowa Food Service Sanita-
tion Code, the Iowa Hotel Sanitation
Code, and the Iowa Food and Beverage
Vending Machine Laws from the
Department of Agticultere and has ptac-
ed said responsibility and authority with
the Iowa State Department of Inspec-
tions and Appeals; and
WHEREAS, the Iowa State Depart-
ment of Inspections and Appeals has
submitted a new Memorandum of
Understanding for the enforcement of
said laws; and
WHEREAS, the City of Dubuque,
Iowa, is desirous oI entering into said
Memorandum of Understanding with
the Iowa Department of Inspections and
Appeals.
