SUMMARY: City Manager recommending City Council authorize the City Manager to

City Engineer Gus Psihoyos is recommending City Council authorize the City Manager
to execute a Funding Agreement with the Iowa DOT for an Iowa Statewide
Transportation Innovation Council (STIC) Incentive Program called Hyperflow that will
continuously monitor and report on the performance of signalized intersections within
the City of Dubuque for one year.
This application for STIC funding will be fully funded and requires no local match.

approval.

INTRODUCTION
The enclosed resolution authorizes the City Manager to execute a Funding Agreement
with the Iowa Department of Transportation (Iowa DOT) for an Iowa Statewide
Transportation Innovation Council (STIC) Incentive Program called Hyperflow that will
continuously monitor and report on the performance of signalized intersections within the
City of Dubuque for one year.
BACKGROUND
The City of Dubuque has an existing public/private partnership with ETALYC
https://etalyc.com/ for traffic analytics using the City of Dubuque's existing traffic data
and camera feeds to improve timings along major corridors. This collaboration has
yielded mutual benefits to both partners. ETALYC will expand that collaboration
through STIC funding to implement ETALYC's Hyperflow Pilot program in the City of
Dubuque.
Hyperflow is a software tool that will provide an online dashboard to traffic management
for evaluating the performance of Dubuque's system -wide traffic signals. This tool will
be used by traffic management to identify problem intersections and corridors that can
then be selected as candidates for signal retiming improvements.
The benefits of Hyperflow implementation include:
• Proactive roadway improvement (as opposed to waiting for citizen complaints to
accrue or pre -determined schedule)
• Significantly improved understanding of city traffic operations without additional
hardware/capital investment
0 Quantifiable improvements on corridor traffic delays and travel time
Significant reduction in citizen complaints and enhanced overall satisfaction in
roadways
• Safer roadways because of smoother traffic operations
ETALYC will generate reports that clearly define the cost and benefit analysis, so
Dubuque leaders have an unambiguous understanding of the outcomes of this pilot.
Further, this pilot will help managers measure the effectiveness of the recently initiated
STREETS program in the City of Dubuque.
ANTICIPATED SCHEDULE
Hyperflow uses data from existing infrastructure and requires no additional capital
expenditure. It will continuously monitor and report the performance of 116 intersections
for the City of Dubuque over the duration of 1 year.
BUDGETIMPACT
This application for STIC funding will be fully funded and requires no local match. STIC
incentive funds are as follows:
Federal Funds $64,000
State Funds $16,000
Total $80,000
ACTION TO BE TAKEN
I recommend that the City Council authorize the City Manager to execute a Funding
Agreement with the Iowa DOT for an Iowa Statewide Transportation Innovation Council
(STIC) Incentive Program called Hyperflow that will continuously monitor and report on
the performance of signalized intersections within the City of Dubuque for one year.

RESOLUTION APPROVING A FUNDING AGREEMENT (ST-018) WITH THE IOWA
DEPARTMENT OF TRANSPORTATION FOR A STATEWIDE TRANSPORTATION
INNOVATION COUNCIL (STIC) GRANT THAT WILL CONTINUOUSLY MONITOR AND
REPORT ON THE PERFORMANCE OF SIGNALIZED INTERSECTIONS WITHIN THE
CITY OF DUBUQUE
Whereas, the program will provide an online dashboard to traffic management for
evaluating the performance of Dubuque's system -wide traffic signals; and
Whereas, the program will be used by traffic management to identify problem
intersections and corridors that can then be selected as candidates for signal retiming
improvements; and
Whereas, the total cost forthis program is estimated at $80,000.00. The Statewide
Transportation Innovation Council Grant will fund $65,000 of this project, and the
remaining cost, $15,000 would be funding by the State of Iowa.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1. That said Iowa Statewide Transportation Innovation Council (STIC)
Incentive Program grant funding will be used within the City of Dubuque to continuously
monitor and report on the performance of signalized intersections within the City of
Dubuque for one year is hereby approved.
Section 2. That the City Manager be authorized and directed to execute said
Funding Agreement (Agreement No. ST-018) for Iowa Statewide Transportation
Innovation Council (STIC) Incentive Program called Hyperflow that will continuously
monitor and report on the performance of signalized intersections within the City of
Dubuque for one year.

This is an agreement between the City of Dubuque, Iowa (hereinafter referred to as the RECIPIENT)
and the Iowa Department of Transportation (hereinafter referred to as the DEPARTMENT). Iowa Code
Sections 306A.7 and 307.44 provide for the RECIPIENT and the DEPARTMENT to enter into
agreements with each other for the purpose of financing transportation improvement projects on
streets and highways in Iowa with Federal funds. Federal regulations require Federal funds to be
administered by the DEPARTMENT.
The Iowa Statewide Transportation Innovation Council (STIC) provides resources to help foster a
culture for innovation and make innovations a standard practice in Iowa. STIC Incentive funds have
been made available through the Technology and Innovation Deployment Program (TIDP), as
specified in Section 503(c) of Title 23 of the United States Code (U.S.C.). Through the program,
funding up to $100,000 per Federal fiscal year is made available to support or offset the costs of
standardizing innovative practices in Iowa. Incentive funding for eligible projects is for the Federal
share of 80 percent, limited to $100,000 each year. The 20 percent non -Federal match may come from
project sponsors or other allowable fund sources.
The DEPARTMENT is the primary recipient of the STIC Incentive awards since the funds are obligated
via the Fiscal Management Information System (FMIS). Other public sector STIC stakeholders such as
MPOs, local governments or tribal governments are eligible to receive STIC Incentive funding as sub -
recipients to the DEPARTMENT. Sub -recipients must demonstrate how they will meet the
requirements of Title 2 Code of Federal Regulations (CFR) part 200, including financial management
standards and audits.
The STIC Incentive funds will be provided directly to the DEPARTMENT for this project. Pursuant to
the terms of this agreement, applicable statutes, and administrative rules, the DEPARTMENT agrees
to provide the federal aid reimbursement to the RECIPIENT for the authorized and approved costs for
eligible items associated with the project.
The RECIPIENT agrees to develop this project in an effort to comply with all federal and state eligibility
requirements so that associated project costs may be determined eligible for use of the funds.
Under this agreement, the parties further agree as follows:
1. The RECIPIENT shall be the lead local governmental agency for carrying out the provisions of this
agreement.
2. All notices required under this agreement shall be made in writing to the appropriate contact
person. The DEPARTMENT's contact person will be the Research Implementation & Marketing
Manager, Linda Su. The RECIPIENT's contact person shall be the Civil Engineer II, David Ness.
3. The RECIPIENT shall be responsible for the development and completion of the following
described STIC project:
The City of Dubuque will collaborate with ETALYC to use Hyperflow tool as a pilot. Hyperflow is a
novel tool that combines big data analytics and crowd -sourced data to improve signal operations.
Hyperflow will be used to continuously monitor and report the performance of 116 intersections for
the City of Dubuque and provide monitoring for 1 year.

4. Eligible project and associated activities will be limited to the following:
• The project must have a statewide impact in fostering a culture for innovation or in making an
innovation a standard practice.
• The project/activity for which incentive funding is requested must align with TOP goals.
• The project/activity must be eligible for Federal -aid assistance and adhere to applicable
federal requirements.
• The proposed project/activity must be started as soon as practical (preferably within 6 months,
but no later than 1 year) after notification of approval for STIC Incentive funding and the funds
must be expended within 2 years.
5. The RECIPIENT shall receive reimbursement for costs of authorized and approved eligible project
activities from STIC funds. The amount of STIC Incentive funds requested is:
Total: $80,000
$64,000 Federal Funds
$16,000 State Funds
6. The Federal STIC funds will be obligated by the DEPARTMENT. Request for reimbursement shall
be sent to invoice. research (a)iowadot.us. Reference Project Number ST-018 and Project title.
7. The RECIPIENT shall pay for all project costs not reimbursed with STIC funds.
8. If the project described in Section 3 does not begin within one year after notification of FMIS
Authorization for STIC Incentive funding and the funds not expended within two years, this
agreement shall become null and void.
9. If any part of this agreement is found to be void and unenforceable, the remaining provisions of
this agreement shall remain in effect.
10. It is the intent of both parties that no third -party beneficiaries be created by this agreement.
11. This agreement constitutes the entire agreement between the DEPARTMENT and the RECIPIENT
concerning this project. Representations made before the signing of this agreement are not
binding, and neither party has relied upon conflicting representations in entering into this
agreement. Any change or alteration to the terms of this agreement shall be made in the form of
an addendum to this agreement. The addendum shall become effective only upon written approval
of the DEPARTMENT and the RECIPIENT.
