Public Present:
HALDER called the meeting to order following staff assurance of Iowa Open Meeting
compliance at 3:34 PM.
Roll Call & Review of Minutes
Roll call conducted followed by approval of 28 March 2023 minutes Robbins moved to approve
the minutes with corrections and NEUHAUS seconded Vote: Unanimously affirmed. Motion
carries.
Staff Status Reports
Staff Status Reports — CONNORS will be offering the Arts & Cultural Affairs Manager position
to a candidate tonight.
MERRICK stated Operations Support Grants will close on Friday. Volunteers are secure for
the grants and providing orientation. Arts on the River closed on Friday. 30 have been
submitted.
WILLIAMS stated AEP6 survey is closing soon so send events his way to collect more
surveys. 26 completed out of 65 surveys sent. Reminders will be sent today.
Master Plan Working Group Updates — Creative Cafe is taking place Wednesday, April 26
as part of the Julien Dubuque Film Festival.
Old Business
1. Strategic Plan Reporting — Grant subcommittee
2. 2023-24 Art on the River Exhibition -Update
New Business
a. CONNORS updated that response was positive with 14 applications which led to full
funding at $27,015 for the NEA (ARPA) Creative Empowerment Subgrant Funding,
Round 1. Extra funding will be used for other line items not supported as well as grant
requests in Round 2. ROBBINS moved to approve what MERRICK recommended,
REIDEL seconded. Unanimously approved. Motion carries.
b. Discussion that regularly scheduled meeting will be on Monday, May 23, 2023 from
3:30-5:OOpm at Multicultural Family Center to make recommendations for Art on the
River submissions.
c. Discussion on funding strategies will be had at our May meeting.

Adjournment motioned by REIDEL seconded by CHESNEY at Vote: Unanimously affirmed.
