Ware, Leisure Services Manager SUBJECT: Four Mounds Foundation Work Session DATE: August 1, 2022 The City has had a long standing partnership with Four Mounds Foundation. This work session allows Four Mounds Foundation to share information on their past, current, and future work and initiatives many of which relate to the City Council's equity goals. The City owns Four Mounds Park and entered into a lease agreement with Four Mounds Foundation in 1988 with a term of 49 years. In the agreement Four Mounds Foundation is responsible for all ground maintenance and improvements to the grounds in addition to all buildings maintenance and improvements. Any proposed material improvements or modifications are submitted to the City for approval. This has been a very fruitful and successful partnership for both the City and Four Mounds Foundation. Their planning and care for this historic property has led to many restorations and improvement projects that are funded by the Foundation. In addition to our vocational programming, Adventure Day Camp has started, welcoming 25 campers each week. We love the hustle and bustle and all the learning that takes place each day. With the Four Mounds site activated by many programs, our team is intentional about gathering every morning for what we call "group up." This is a time to check in with each other, identify daily goals, address any potential setbacks and set a positive tone for the day. Here, we also take the opportunity to acknowledgejobs well done, celebrate birthdays, employment opportunities, and plan our weekly projects. For more than a decade,Jacob's grandmother has been his caretaker and the one constant in his life. � Tragically,his grandmother lost her battle with cancer last December.Jacob had to make grown-up decisions quickly.One change Jacob had to navigate was finding housing. Because he is on our Transitional Employment Pathway, he got the support to navigate these changes while at work. HEART Partnership Job Site Updates Four Mounds Proper Spring and summer are always busy times at Four Mounds. Students have been working hard in the woodshop, caring for the chickens, milling wood from fallen trees on site, repairing furniture and woodworking, and doing groundwork and landscaping. We recently completed our 20th project on this pathway. Homeowners complete a satisfaction survey when our work is complete. To date, we have 100% positive feedback in the areas of professionalism, quality of work, and increased safety for homeowners. Tub cutouts, as in the picture below, are a popular and cost-effective home modification. This is not easy work and requires some agility and ability to work in tight spaces. We are doing this as well as meeting the individual needs of our students to help them overcome barriers to employment. Robust Local Economy: Diverse Businesses and Jobs with Economic Prosperity The HEART Partnership is building workforce development and economic vibrancy through restoration projects that revitalize and invest in our urban core. Our housing projects are positively impacting downtown economic prosperity and creatingjobs and opportunities for adults who are unemployed, underemployed, and who have been incarcerated, through holistic education and hands-on training in historic restoration trades and more. Vibrant Community: Healthy&Safe Our team holistically and individually addresses participants' needs from food and transportation, to brain health and life skills mentoring. Projects completed in Dubuque's downtown invest in dilapidated buildings and neglected neighborhoods. These projects build neighborhood and community pride which translates into further investment and safe neighborhoods. Further, we have completed more than 20 home modification projects in Dubuque making homes safer for local seniors to safely age in place. Livable Neighborhoods& Housing: Great Place to Live Students in the HEART Partnership programs are transforming distressed properties and buildings into homes typically sold to first-time homebuyers. Because of the addition of our adult programs, our teams are completing two gut rehabilitation projects simultaneously in partnership with the City as well as projects on-site and 2 or more home modifications projects per month. Sustainable Environment: Preserving and Enhancing Natural Resources As the last remaining intact gentleman's farm in lowa, and with 100 acres of rare natural resources, Four Mounds is dedicated to preserving and enhancing the natural resources at the site. Students in all of our programs learn the art of window restoration and students on our Transitional Employment Pathway recently restored three picnic tables for Eagle Point Park. These tables are thought to have been originally constructed in 1937. In addition to the gut rehabilitation project students in our adult program are completing, they recently built raised beds for the Dubuque Food Pantry using materials reclaimed from the barn torn down at our farm property. ARTICLE IX Assignability/ Subleases Lessee is authorized to enter into subleases with parties for custody , management or ope �ation of the Park or areas thereof , subject to Article IV above , provided : That in � o event shall st, ch a sublease extend beyo �d the term of this lease and any extens9ons hereof , unless the Lessor consents , in writing , to such sublease ; That any sublease shall be submitted before the commencement , of the subledse ; for approval by the LesSor by the Park and Recreation pirector , which approval shall not be unreasonably withheld or delayed ; That in the event of termination of this lease for any �eason dur� ng the te nn of a sublease which has been approved by the Lessor , the Lessor ' s recovery of the property shall be subject to the unexpired te rni of the sublease , plus any options for renewal or ex � ension thereof , and Lessor agrees to execute an acknowledgement or subordination agreement to this effett if ��` required by subtenant . ARTICLE X Taxes and LiCenses Lessee agrees to pay all taxes , licenses , imposts , special assessme �ts or other governmental charges , levied or assessed against the ieased property . ARTICLE XI Default If Lessee shall default on a payment of rental or other lease payment , or shall default in a performance or shail make default in the performance of any of the other covenants herein contained , and such defaults shall Continue for a period of thirty ( 30 ) days after written notice thereof , Specifying the default compiained of , mailed to Lessee by United States Certified mail , return receipt requeSteQ , then it shali be lawful for Lessor , a�t its election , to declare the term of this lease ended and to reenter upon the Park , with or without process of law , and to expel and remove Lessee and , subject to Ar � icle IX , any person or persons upon the same , using such force as may be necessary under the circumstdnce5 , but without breach of the pea � e ; and if at any time , by reason of such default of the Lessee and the contlnuante thereof for a period of thirty ( 30 ) days after written notice has been given , said term shall be so ended , Lessee ' hereby covenants and agrees to surrender and deliver up the Park peaceably to the Lessor , subject to Article IX , above . If cure of any default spetffied under the foregoing paragraph cannot be physically completed within such thirty ( 30 ) day period , or if Lessee is prevented fram cure of SUGh default by acts of God , the elements , the public enemy , st � ikes , riots , insurrection , government regulation , City ordinance , labor ,, material or transportation shortages , or other cause beyond Lessee ' s reasonable cont � ol , then the running of such thirty ( 30 ) day period shall be suspended if cure has bee � commenced within the thirty ( 30 ) ddy period and for so long as such cure is pursued with reasonable diligence thereafter .
