CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dabuque City Council met in special session at 6:fl4 p.�n.
on 7une 28, 2023, in tE�e second-floor Council Chambers of the
Historic Federal Buiiding, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Me€nbers Farber, 7ones,
Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen,
Ciry Attorney Brumwell.
Mayar Ca�anagh read the cal] and stated this is a s�ecial
session of the City Council called for the purpose of
conducting a work sessian ta receive an update on Schmitt
Isiand Development.
WORK SESSION

Alex Dixon, Dubuque Racing Association (DRA) President and
CEO; Stacy Kansky, DRA Chief Commercial Officer; Kathy Buhr,
DRA Director of 5trategic Philanthropy and 5chmitt Island
Development; Ryan Peterson of RDG Planrung&Design; Mike
ransen of Strand Associates; and Chris Brewer of AECOM made a
presentakion on the Schmitt rsland Develapment Update. The
presenters responcEed to questions from the Ciry Council
following the presentatian. Regarding next steps, Mr. Dixon
stated that specific loan agreements concerning debt issuance
will need City Co�ncil approval and will be presented at a
future Ciry Council meeting. Mr. Dixon also stated that
understanding the City Councils priorities on the islands
de�elopment will help the DRA prioritize projects. Mr. Dixon
fizrther stated that the DRA needs the City Councils assisiance
in relaying resident input on preferred projects for The
island. Ciry Managez Van Milligen highlighted the City
Counczls recent history with Schmitt Island, stating that the
Ciry Council adopted khe Chaplain Schmitt Island Master Pian
in 2014. City Manager Van Milligen detailed how the varions
proposed projects on the island fulfill the citys goal of
being an equitable communiry of cE�oice. City Manager Van
Milligen advised that the City Council should prioritize
Schrriitt IsIand Development at their annual goat setting
session i�August and determine khe next steps over the
following year. City Council Members discussed the need foz'
the island to attract families and For residents to consider
what projects they would like on the island and relay that
input to Ciry CounciI. Ciry Councii Members also encouraged
developers to contact Mr. Dixan, City Manager Van Milligen, or
Rick Dicicinson, President and CEO of Greater Dubuque
Development Corporation regarding potential development
projects on the island.
