Chief of Police Jeremy Jensen recommends City Council approval of the School
Resource Officer (SRO) and DARE Contracts between the City of Dubuque and the
Dubuque Community School District (DCSD) for the 2023-2024 school year.
Shirley Horstman, DCSD Executive Director of Student Services, reports that the two
contracts were presented and passed by the DCSD School Board at the July 17, 2023
school board meeting.
The longstanding partnership between the City, DPD, and DCSD remains strong for
providing the safest learning environment possible for Dubuque's children, and the
district's staff. The current contract provides for continuation of the existing levels of
services for the current school year. Subsequent years will hopefully show the
continuation of the expansion plan as well as any recommendations from the committee
to improve equity. The current agreement with the DCSD is that SRO expenses are a
50/50 split between the parties.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo will discuss the finalization of the School Resource Officer (SRO) and DARE
Contracts between the City of Dubuque and the Dubuque Community School District
(DCSD) for the 2023-2024 school year.
BACKGROUND
The City of Dubuque (City) and the Dubuque Community School District (DCSD) have
partnered for decades for Dubuque Police Department (DPD) to provide SRO's in the
district's schools. In FY2019 and prior years, there were 4 SRO's and 1 DARE Officer.
After many years of discussions, the City and the DCSD agreed to expand the SRO
program. Beginning in FY2020, the parties agreed to expand the SRO program by
adding three additional SRO's. With expansion there would be a total of 8 SRO's, with
one assigned to each middle school and each high school, a supervisor who splits
elementary school duties with another SRO, and an SRO whose primary function is the
DARE curriculum but also available for general SRO duties. Currently, due to Police
Department staffing levels, the Department has 6 SRO's, which includes the supervisor.
The current agreement with the DCSD is that SRO expenses are a 50/50 split between
the parties.
The City and DCSD enter into annual contracts for reimbursement based on previously
agreed upon rates based on the expansion. The annual contracts for SRO and DARE
for the 2023-2024 school year are up for renewal. Based on DCSD preference, even
though the former DARE Officer is now considered an SRO, the district prefers to keep
DARE as a separate contract.

This Agreement, dated for reference purposes the 17�h day of July, 2023, is made
and entered into by and between the City of Dubuque, through its Police Department
(City) and the Dubuque Community School District (School District).
WHEREAS, School District and City have a strong desire and commitment to
continue the services of the School Resource Officers (SRO); and
WHEREAS, it is necessary to define the roles of the parties in providing such
services to the elementary, middle, and senior high schoois.
NOW, THEREFORE, it is agreed by and between the parties as follows:
SECTION 1. ROLE OF SRO.
1.1 Five (5) SRO will be assigned by City to School District. SRO will, at the sole
direction of the Chief of Police:
(a) Act as liaison between the law enforcement community and the School
District;
(b) Maintain campus awareness, identify imminent problems, and serve as
safety consultants for the School District;
(c) Visit classrooms;
(d) Make presentations and answer questions;
(e) Instruct D.A.R.E. (Drug Abuse Resistance Education Cooperative Program)
curriculum;
(f) Inform school officials and staff of current police involvement with students
and/or studenYs families;
(g) Investigate appropriate cases involving students as victims or suspects
except those cases handled by a specialized unit;

(h) Assist with prevention patrol for students en route to and from school;
(i) Take appropriate action with respect to on-site occurrences, including but
not limited to, fights, vandalism, theft, accidents, trafFic violations, disorderly
conduct, narcotics offenses, weapons, unauthorized persons on school property,
and other occurrences as appropriate;
(j) Assist with in-servicing other School District security staff;
(k) Interact with patrol and investigative divisions on matters of mutual concern,
including but not limited to, indecent exposure, gang activity, traffic hazards, sex
offenses, suspicious persons, and other matters as appropriate;
(I) Attend School District staff and faculty meetings and training sessions when
requested;
(m) Act as a resource person to School District staff;
(n) Attend School District sponsored extra-curricular activities when requested;
(o) Interact with students to promote and reinforce basic life skills, self-control,
and accountability;
(p) Maintain confidential records on student contacts,
(q) Maintain working knowledge of Dubuque Community School Board policies,
School District Administrative Regulations and Student Handbooks; and
(r) Conduct other duties as approved or assigned by the Chief of Police.
1.2 The hours and work day of SRO will be determined by the Chief of Police based
on School District building schedules and extra-curricular activities. Uniforms will be worn
at the discretion of SRO and the Chief of Police.

Personnel and Support costs reflect the same staffing levels as 2022-2023. A planned
expansion of the School Resource Officer program, SRO #7 and Initial Training funding
and support of the next SRO position may occur in the 2023-2024 school year but will
depend on other departmental staffing. SRO#II will be delayed until at least City of
Dubuque Fiscal Year 2025. Position equipment is specific to the SRO position, and
support costs includes personal equipment and transportation costs. This will need to be
funded as positions are added.
School District will pay to City fifty percent (50%) of the salary of four(4) SRO's, seventy-
five percent (75%) of fifty percent (50%) of the SRO Supervisor and seventy-five percent
(75%) of fifty percent (50%) of the DARE SRO Officer, in the total amount of Three
Hundred Twenty Seven Thousand, Seven Hundred Forty-Four dollars ($327,744),
payable as follows:
(a) City will invoice to School District by November 15. 2023.
School District payment to City by December 15, 2023.
Amount due is 50% of the Agreement ($163,872,00)
(b) City will invoice to School District by March 15. 2024.
School District payment to City by April 15. 2024.
Amount due is 50% of the Agreement ($163,F372.00)
SECTION 3. TERMINATION. School District or City may cancel this Agreement by giving
the other party not less than thirty (30) days written notice of intent to cancel. However,
under emergency or exigent circumstances, either party may cancel this Agreement by
giving the other party not less than ten (10) days written notice.
SECTION 4. TERM. The term of this Agreement is from Auqust 24, 2023 through June
15, 2024.

SECTION 5. APPLICABLE LAWS. City and School District will not engage in
discriminatory hiring or any other employment practices that conflict with any local, state,
or federal laws.
SECTION 6. INSURANCE AND INDEMNIFICATION.
6.1 City must maintain its membership in the lowa Communities Assurance Pool and
add School District as an Additionai Member. If City discontinues its membership in ICAP,
City must provide proof of a policy of commercial general liability form coverage in the
amount of $2,000,000, naming School District as an additional insured on a primary and
non-contributory basis.
6.2 School District must provide proof of a policy of commercial general liability form

6.3 City will indemnify and hold School District, its staff, and students harmless from
and against any and all claims, liability, and causes of action arising from or related to

harmless from and against any and ail claims, liability, and causes of action arising from
or related to School District's negligence in the performance of this Agreement and the
negligence by School DistricYs officers, agents, students or employees.

FOR
SCHOOL YEAR 2023-2024
This Agreement, executed in triplicate, is entered into this 20th day of June 2023,
by and between the City of Dubuque, through its Police Department (City), and the
Dubuque Community School District (School District).
WHEREAS, City and School District have a strong desire and commitment to
reduce and prevent substance use among school children of the Dubuque community
through the continued implementation of the Drug Abuse Resistance Education
Cooperative Program (D.A.R.E. Program); and
WHEREAS, City presents D.A.R.E. Program to schools within the School District;
and
WHEREAS, School District desires to present D.A.R.E. Program at schools within
School District.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN THE PARTIES AS
FOLLOWS:
1. Desiqnated Schools. City will present the D.A.R.E. Program to Thomas
Jefferson, Eleanor Roosevelt, and George Washington Middle Schools.
2. Term. The term of this Agreement is from August 24, 2023 through June
15, 2024.
3. D,A.R.E. Proqram.
A. City will provide a ten (10) week D.A.R.E. Program that will teach
chiidren at Thomas Jefferson, Eleanor Roosevelt, and George Washington
Middle Schools life skills and resistance techniques to better prepare the
children to resist the pressure to use drugs. The D.A.R.E. Program will be
taught by specially trained officers and the curriculum will be designed to
give students learning experiences through audio, visual, and kinesthetic
learning modalities, utilizing role playing and role modeling as reinforcement
tools.
B. City will spend informal time with the students during recess and
lunch to build rapport and encourage interaction.
C. City will provide a graduation program for those students
successfully completing the D.A.R.E. Program.
D. City will provide a Parent Training Program at least one (1) hour in
length. The Parent Training Program will provide an overview of the
D.A.R.E. Program, address parenting skills, identify some of the common
drugs used in Dubuque, and address gang concerns/prevention.
E. City will provide all D.A.R.E. Program materials and supplies,
including workbooks, graduation materials, and information packets, with
the exception of some art supplies used for some follow-up assignments.
4. Evaluation. City, in cooperation with Schooi District, will provide evaluation
of the D.A.R.E. Program. Such evaluation will be available to School District and
City. City will provide feedbacic to the school staff and School District, and School
District will provide feedback to City.
5. D.A.R.E, Proqram Location.
A. School District will provide the premises and classroom time required for
the proper implementation of the D.A.R.E. Program. Premises will include the 6th
and 8th grade classrooms, other classrooms as agreed upon, the gym as required,
and other such premises as needed for studenUparent education in regard to the
D.A.R.E. Program.
B. Classroom time. Classroom time (45-60 minutes) will be allotted for the middle
school curriculum class in each school. School District will further allow City to use
the furniture and equipment contained in the areas defined above and other
equipment such as audio visuai equipment.
6. Consideration. School District will provide financial support to City for use
in implementing the D.A.R.E. Program in the amount of Six Thousand Three
Hundred Twenty Dollars ($6,320.00) as follows.
A. City will invoice School District by November 15, 2023.
School District will pay City by December 15, 2023,
Amount due is 50% ($3,160.00) of contract.
B. City will invoice School District by March 15, 2024.
School District will pay City by April 15, 2024.
Amount due is 50% ($3,160.00) of contract.
7. Termination. Any party may terminate this Agreement for any reason by
providing written notice of intent to terminate this Agreement to the other party not

less than ten (10) days prior to the beginning date of each semester of the school
year.
