Van Milligen, City Manager SUBJECT: Community Development Block Grant FY24 Annual Action Plan Amendment #1 Public Hearing DATE: August 1, 2023 Housing & Community Development Director Alexis Steger is recommending City Council set a public hearing on September 18, 2023, at 6:30pm for the attached proposed changes to the FY2024 Annual Action Plan Amendment #1 for the use of Community Development Block Grant funds. On an annual basis, the City holds a series of public meetings designed to receive input on the planed use of CDBG resources. The City of Dubuque is obligated to spend funds in a timely manner, per HUD requirements. Due to a change in the scope of work for an already approved rehab activity with Affordable Housing Network, Inc for 90 Main, the bid estimates are much higher than anticipated. Therefore, it's necessary to reallocate funding to complete this project and meet timeliness. Funding is being reallocated from Purchase, Rehab, Resale because there are no projects currently scheduled with this funding. Background The City of Dubuque receives Community Development Block Grant (CDBG) funds on an annual basis from the U.S. Department of Housing & Urban Development on an entitlement basis. The City must use a public process to plan for, use, and evaluate the impact of these federal resources in the community. The City uses CDBG funding to provide decent, affordable housing, create economic opportunity, and suitable living environments. City staff and partner organizations in the community deliver programs and activities designed to increase affordability, accessibility, availability, and sustainability of resources in the community.
