Connors, Economic Development Director SUBJECT: Central Avenue Streetscape Master Plan — Implementation Update DATE: July 25, 2023 INTRODUCTION This memorandum provides information about the status of the Central Avenue Corridor streetscape improvements. BACKGROUND The Central Avenue Corridor Streetscape Master Plan was adopted by City Council on January 3, 2023 and is a 2022-2024 High Priority for the City Council. DISCUSSION The Economic Development Budget currently has approximately $240,000 to purchase amenities that were identified in the plan as priorities for the neighborhood. As the one- way/two-way traffic pattern discussion has not been finalized, staff have identified amenities that can be moved as future needs dictate. Staff from several departments (Leisure Services, Engineering, Economic Development, and Office of Shared Prosperity & Neighborhood Support) have walked the corridor several times to begin to identify possible improvements and the locations for those. The following was compiled by Leisure Services as a starting point. AMENITIES BY BLOCK • 14th Block— 3 Trash Cans, 3 Benches, & 2 Bike Racks ($7,245) • 15th Block— 5 Trash Cans, 4 Benches, & 4 Bike Racks ($18,375) • 16th Block— 2 Trash Cans, 2 Benches, & 4 Bike Racks ($9,352) • 17th & 18th Block (S Curve) — 7 Trash Cans, 4 Benches, & 9 Bike racks ($23,710) • Plaza on South Side of Engine House #1: 3 Cafe Tables & 12 Cafe Chairs ($14,109) • Along East Side of Engine House #1: 2 Bistro Tables & 4 Bistro Chairs (awaiting quote) • 19th Block— 2 Trash Cans, 0 benches, & 0 Bike Racks ($3,030) • 20th Block— 2 Trash Cans, 2 benches, & 2 Bike Racks ($8,430) • 21 st Block— 3 Trash Cans, 1 bench, & 1 Bike Rack ($7,245) This totals approximately $73,000. The FY2024 5-year CIP budget in Economic Development includes $1,021,105 overfive years for additional streetscape improvements. Some of those funds can be used toward branding and for engaging the neighborhood in more detailed work, such as finding ways to customize the basic amenities (i.e., having the creative sector, perhaps Voices and/or Key City Creative, design and/or manufacture signature pieces). We will continue to monitor the needs of the area and keep adding amenities to continue improving the streetscape experience for neighbors and visitors. Several Green Alleys are planned in the coming year to complement the streetscape improvements in the Corridor, including the replacement/repair of utilities and installation of alley pavement. Below is listed the alleys in order of priority. The first alley listed is adjacent to "The Curve" at Central & 18t" Streets. Alley between Central Ave. and White St. from 17th to 18th Water Utility - $145,475 Sanitary Utility— $260,590 Alley related pavement— $333,750 Alley between Central Ave. and lowa Street from 15th St. to 16th St. Water Utility— $53,250 Sanitary Utility— $117,645 Alley related pavement— $253,000 Allev between lowa Street and Main Street from 12th St. to Loras Blvd. (2 allevs� Water Utility— $269,232 Sanitary Utility— $347,880 Alley Related Pavement — $855,575 (costs are higher because the alley is wider than most alleys) 2 **Note: These 2 alleys are where Alliant would like to bury overhead lines, which will be another aesthetic improvement in the general area of the Central Avenue Corridor. Engineering has roughly $900,000 available toward the alley pavement items. There is $108,000 budgeted from Water for Green Alley related projects in FY2024. There are no funds in Sanitary specifically budgeted for green alleys. They also have $400,000 currently available to conduct a traffic study; this will review the volume of traffic on Central Avenue and White Street, the geometrics of the corridor to see whether it would support two-way traffic, and whether there would be any adverse impacts to changing to two-way traffic. This study is scheduled to begin immediately following the completion of the construction work on the Northwest Arterial, since we believe that this has had an impact on traffic patterns. The ongoing parking and mobility study is considering possible routes throughout the community for non-vehicle traffic (i.e., pedestrians, bikes, scooters), and we intend to factor the results of that study into any traffic plans for Central Avenue. Engineering has $385,000 budgeted for an alley sewer project which could get reallocated toward the alley between Central and White from 17th to 18tn Engineering plans to move forward with bidding the alley between Central Ave. and White St. from 17'" to 18'" later this year (for construction in the first half of calendar year 2024). And this fall they will look to fully fund the other two alleys as part of the FY2025 CIP budget recommendation (for construction in the second half of calendar year 2024). Staff are beginning to investigate possible outside funding sources, such as grants, to supplement City funds that will be used with this streetscape improvement project. RECOMMENDATION/ ACTION STEP This memo is for informational purposes. 3
