Van Milligen, City Manager SUBJECT: Free Rides for College Students DATE: July 28, 2023 Director of Transportation Services Ryan Knuckey is recommending City Council approval to eliminate bus fares for college students beginning on August 7, 2023. Currently college students pay the adult fare of$1.50 per ride. The Jule is proposing eliminating the fare to reflect our Youth K-12 student fare. Youth K-12 ride the Jule for free with an annual student pass. The students can utilize the pass to travel to school or any other bus stop in the city year-round. In FY23 there were a total of 943 riders picked up from the college bus stops, this equates to $1,414.50 in revenue. Allowing college students to ride for free would promote students using The Jule on a more regular basis for entertainment and potential jobs. The lost revenue will be covered by the increased FTA funding for The Jule thru the 5-year Infrastructure bill that was passed previously. College students can use The Jule's mobile app or they will need to obtain a free College Student pass at our Intermodal Facility at 950 Elm St. These passes will be available starting mid-September 2023 due to supply chain issues. Until the College Student passes arrive, college students can utilize the service free of charge without a pass or use The Jule app. I concur with the recommendation and respectfully request Mayor and City Council approval. � Mic el C.
