Section 1. That the Ordinance en-
titled "An Ordinance providing for
the appointment of a Market Master,
defining his duties, establishing and
regulating market, and appointing
public weighers, and defining their
duties," the same being Chapter 22
of the Revised Ordinances of the City
of Dubuque of 1901, be, and the
same is hereby amended by adding
thereto the following section:
"Section 7 / That between the
hours of 6 a. m. to 11 a. m. and 5 p.
m. to 9 p. m. no person or persons,
firm or corporation shall be per-
mitted to maintain or place any
stand, article, wares or merchandise,
or any other obstruction of any kind
whatsoever upon that portion of the
sidewalk, or. sidewalk space, abutting
their property which is immediately
next to the lot line, or known as the
inside of the sidewalk, within the fol-
lowing described territory:
On the east side of Iowa Street
from 13th to 11th Streets; on the
writ side of Clay Street from 13th to
llth Streets; on the west side of
White Street from 12th to llth
Streets; on the north and south side
of 12th Street from Iowa Street to
White Street.
The intent and purpose of this sec-
tion is to have as little obstruction
upon the sidewalk within the describ-
ed territory as possible during the
hours that the public market is be-
ing held, and to compel all persons
who desire to exhibit their wares or
merchandise to place their stands
near the outer edge of the curbing.
This section is further intended to
act as a limitation upon the privileges

WHEREAS, by direction of the
City Council of the City of Dubuque.
the city engineer has made a plat of.
and showing said portion of said
streets and alleys proposed to be va-
cated and filed same in his office sub-
ject to public inspection and due no-
tice has been given to all abutting
property owners and days' no-
tice of said proposed vacation has
been published in the official papers
of the City and the proposed action
has been submitted to the City Coun-
cil at two regular sessions, and,
WHEREAS, it appears that there
is no objection on the part of any
one interested in the property bene-
fitted by said streets to the granting
of said petition, and,
WHEREAS, it appears that the va-
cation of said streets will be of great
commercial advantage to the City of
Dubuque, and there appears no valia
objection to said vacation and the
granting of the use of the land so va-
cated to the owners of the property
abutting on said streets and alleys.
Therefore Be It Ordained, by the
City Council of the City of Dubuque:
Section 1. That Fourth Street from
the westerly line of Bell Street to the
westerly lines of Blocks "B" and "C"
in Booth's Addition; Fifth Street from
the westerly line of Bell Street to the
easterly line of Market Street; Mar-
ket Street from the southerly line of
Fourth Street Extension to the north-
erly line of the alley in Blocks "C"
and "F" in Booth's Addition; the
alley from the westerly line of Bell

amined the sanitary sewer construct-
ed in Foye street from Almond street
to Merchants Lane, in Merchants

inary street from Gold street to Har-
old street and easterly in Seminary
street from Gold street to a point
about two hundred feet east on Foye
street, and would respectfully recom-
mend that the same be accepted, Wil-

by instructed to prepare a special as-
sessment against the lots or parcels

this sewer must pay $.64 per front
foot of property connecting. This
amount was obtained by dividing total
frontage assessable into total cost,
using same method we use in spread-
ing sewer assessments.

Council met at 3:30 P. M.
Mayor Saul in the chair.
Present Aldermen Callahan, Frith,
Leist, McLaughlin, Plamondon, Stro-
bel, Wallis.
Mayor Saul stated that this meet-
ing is called for the purpose of issuing
additional bonds for the improvement
of Clay Street, Eighteenth Street and
Couler Avenue, from the north prop-
erty line of Third Street to the north
property line of Twenty - second Street
and acting on any other business that
might properly come before a regu-
lar meeting of the City Council -.
A SUPPLEMENTAL RESOLUTION.
Alderman Wallis offered the follow-
ing:
Whereas, The contract heretofore
entered into by the City of Dubuque
for the improvement of Clay Street,
Eighteenth Street and Couler Avenue
hereinafter described has been com-
pleted, and the City Engineer has
computed that the cost and expense of
said improvement amount to $47,-
066.58; and,
Whereas, on June 22, 1917, the City
Council of the City of Dubuque pass-
ed a resolution calling for the execu-
tion of bonds to pay for said improve-
ment in the following denomination:
One hundred and eighty bonds for
Two hundred and fifty dollars each
and one for Two hundred and six and
58 -100 dollars, said bonds being num-
bered 4942 to 5122, both inclusive,
and bearing .date of July 23rd, 1917;
and,
Whereas, It has been discovered
that an error has been committed in
figuring the amount of bonds neces-
sary to pay the amount of said im-
provement.
Whereas, It is deep od r ceessa, y to
issue eight additional bonds to pay for
said improvement in the denomina-
tions hereinafter stated so that the
whole amount necessary to pay for
said improvement may he ,•ealized,
namely, the sum of 347,066.58.
Therefore, Be it resolved by the
City Council of the City of Dubuque,
that to provide the additional amount
necessary to pay for the cost of im-
proving Clay Street, Eighteenth Street
and Couler Avenue from the north
property line of Third Street to the
north property line of Twenty - second
Street, the Mayor be and he is hereby
required to execute and deliver to the
City Recorder, to be by him register-
ed and countersigned, seven bonds for
Two Hundred and Fifty Dollars each
and one bond for One Hundred and
Ten Dollars, said bonds being num-
bered 5123 to 5130, both inclusive,
dated August 23rd, 1917, payable on
or before seven years after the date
hereof, and bearing interest at the Late
of five per cent per annum, payable
semi - annually.

the resolution.

on Fourth Street Extension. Carried.

POINTING PUBLIC WEIGHERS,
AND DEFINING THEIR DU-
TIES," THE SAME BEING
CHAPTER 22 OF THE REVISED
ORDINANCES OF 1901.

of the City of Dubuque:
Section 1. That the Ordinance en-
titled "An Ordinance providing for
the appointment of. a Market Master,
defining his duties, establishing and
regulating market, and appointing
public weighers, and defining their
duties," the sane being Chapter 22
of the Revised Ordinances of the City
of Dubuque of 1901, be, and the
same is hereby amended by adding
thereto the following section:
"Section 7 That between the
hours of 6 a. m. to 11 a. m. and 5 p.
m. to 9 p. m. no person or persons,
firm or corporation shall be per-
mitted to maintain or place any
stand, article, wares or merchandise,
or any other obstruction of any kind
whatsoever upon that portion of the
sidewalk, or sidewalk space, abutting
their property which is immediately
next to the lot line, or known as the
inside of the sidewalk, within the fol-
lowing described territory:
On the east side of Iowa Street
from 13th to 11th Streets; on the
west side of Clay Street from 13th to
.11th Streets; on the west side of
White Street from 12th to 11th
Streets; on the north and south side
of 12th Street from Iowa Street to
White Street.
The intent and purpose of this sec-
tion is to have as little obstruction
upon the sidewalk within the describ-
ed territory as possible during the
hours that the public market is be-
ing held, and to compel all persons
who desire to exhibit their wares or
merchandise to ' place their stands
near the outer edge of the curbing.
This section is further intended to

act as a limitation upon the privileges
granted by Section 17 of Chapter 33
of the Revised Ordinances of the City
of Dubuque of 1901. Any person vio-
lating this section shall be fined as
provided by Section 26 of the Ordi-
nance to which this is an amendment.
Section 2. This Ordinance shall be
in force and effect from and after its
passage by the City Council and pub-
lication in the official newspapers as
provided by law.

for the vacation of parts of certain
streets and alleys in the City of Du-
buque, and,
WHEREAS, the said The Adams
Company owns all the property abut-
ting the parts of streets and alleys in
question and said abutting property
and parts of said streets and alleys

are now used by said The Adams
Company in connection with its foun-
dry and manufacturing and commer-
cial business and said Company is
about to erect on said property addi-
tions to its present buildings for the
purpose of enlarging its plant, and
making further use of all of said
property, and,
WHEREAS, by direction of the
City Council of the City of Dubuque,
the city engineer has made a plat of,
and showing said portion of said
streets and alleys proposed to be va-
cated and filed same in his office sub-
ject to public inspection and due no-
tice has been given to all abutting
property owners and days' no-
tice of said proposed vacation has
been published in the official papers
of the City and the proposed action
has been submitted to the City Coun-
cil at two regular sessions, and,
WHEREAS, it appears that there
is no objection on the part of any
one interested in the property bene-
fitted by said streets to the granting
of said petition, and,
WHEREAS, it appears that the va-
cation of said streets will be of great
commercial advantage to the City of
Dubuque, and there appears no valid
objection to said vacation and the
granting of the use of the land so va-
cated to the owners of the property
abutting on s aid streets and alleys.
Therefore Be It Ordained, by the
City Council of the City of Dubuque:
Section 1. That Fourth Street from
the westerly line of Bell Street to the
westerly lines of Blocks "B" and "C"
in Booth's Addition; Fifth Street from
the westerly line of Bell Street to the
easterly line of Market Street; Mar-
ket Street from the southerly line of
Fourth Street Extension to the north-
erly line of the alley in Blocks "C"
and "F" in Booth's Addition; the
alley from the westerly line of Bell
Street to the easterly line of Market
Street, through Block "G" of Booth's
Addition; the alley from the westerly
line of Bell Street to Fourth Street
Extension, located between Bieck
"H" of Booth's Addition and Block
31 of Dubuque Harbor Improvement
Company's Addition and between a
part of Block "A" of Booth's Addition
and a part of Block 30 in Dubuque
Harbor Improvement Company's Ad-

Iowa, to improve the east half of Cox
Street from the north property line of
West Fourteenth Street to the south

it is hereby proposed to improve said
street to twenty feet between curbs.
That a plat of said improvement is
now on file in the office of the City
Recorder. .
It is estimated by the City Engineer
that said improvement will require:
1,695 square yards of macadam.
1,800 lineal feet of combination ce-

cerned that a special assessment as
provided by law, will be levied at a
session of the City Council of the City
of Dubuque, Iowa, to be held Thurs-
day, August 2nd, 1917, to pay for im-
proving Cherry Street from Asbury
Street to Avoca Avenue, Wilmer
Cook, contractor.
Amount of special assessment, $1,-
393.46, same to be assessed against
the property legally subject to assess-

AN ORDINANCE CHANGING THE
NAME OF EXCHANGE STREET
TO CORA STREET.
Be It Ordained by the City Council
of the City of Dubuque:
Section 1. That the name of Ex-
change Street be changed, and that
said street be named and hereafter
known as Cora Street. The said
change in name to apply to all that
portion of said street lying between
Dodge Street and the present Cora
Street.
Section 2. This ordinance shall be
in force and take effect from and
after its passage 'by the City Council
and its publication in the Dubuque

Notice in Relation to Noxious Weeds.
Every owner, agent, trustee, tenant
or other person having the control of
lots or parcels of real estate in the
City of Dubuque is hereby notified
that the permitting of noxious weeds
growing to seed on such lots or par-
cels of real estate or on the walks
abutting the same is forbidden by the
ordinance of said City, and should any
such owner, agent, trusrtee, tenant, or
other person having control of the
lots or parcels of real estate, fail or
neglect to destroy such noxious weeds
before the 5th day of August, 1917,
the City of Dubuque will cause such
noxious weeds to be destroyed and as-
sess the property whereon such are
allowed to grow, ate the rate of fifty
cents per hour for the time required
to do the work of destroying same.

telephone company and Dr. Slattery

tive to ordering the contractor to re-
