Regular Meeting
Commissioners Present: Nicholas HALDER (chair); Tom ROBBINS (vice-chair); Doug
DONALD; Sue RIEDEL; Paula NEUHAUS; Shirley DAVIS-ORWOLL (recorder)
Commissioners Absent: Noelle CHESNEY
Staff Present: Jill CONNORS (coordinator): Laura MERRICK (Communications and
Grant Administration Assistant)
Public Present: Ali LEVASSEUR Community artist; Kara MURPHY Director of
Development for the Dubuque Symphony Orchestra
HALDER called the meeting to order following staff assurance of lowa Open Meeting
compliance at 3:35 PM.
Roll Call & Review of Minutes
Roll call conducted followed by approval of 23 May 2023 minutes. NEUHAUS moved to
approve with corrections seconded by DONALD. Vote: Unanimously affirmed. Motion
carries.
Staff Status Reports
MERRICK reported NEA applications are being accepted until July 14t". CONNORS
reported that Bonnie Spurling will start July 5t" as the Arts and Cultural Affairs Manager.
Michael Williams will coordinate the artist's pieces for the Riverwalk.
Master Plan Workinq Group Updates
None to report.
Old Business
Strategic Plan Reporting — ROBBINS reported there is nothing at this time; NEUHAUS
and team have been working on Priority 3.
New Business
Funding for FY24 Special Projects Grants were reviewed. NEUHAUS motioned to approve
Option B seconded by ROBBINS. Vote: Unanimously affirmed. Motion carries.
Funding for FY24 Operational Support Grants were reviewed. ROBBINS moved to approve
Option A seconded by NEUHAUS. Unanimously affirmed. Motion carries.
Public Comment/Correspondence
LEVASSEUR asked if awards will be published as public record. MERRICK stated that
would happen on JULY 6.
Events and Enqaqement Reportinq from Commissioners
NEUHAUS reported the River Museum is celebrating their 20th anniversary today and there
are special events surrounding the event.
Adjournment motioned by REIDEL seconded by ROBBINS at 4:23
