Ald. McLaughlin moved to sus-
pend the rules for the purpose of al-
lowing any one present in the council
room to address the council. Carried

Mrs. McDonald addressed the coun-
cil relative to the grading of Walnut
street. Ald. Frith moved to refer to
the committee of the whole the mat-
ter of grading Walnut street. Car-
ried.
Ald. Frith moved to suspend the
rules for the purpose of allowing the
representative of the telephone com-
pany to address the council. Carried
by the following vote:

Nays —None.
Manager Hathaway of the tele-
phone company addressed the coun-
cil relative to the excavating - under
the sidewalk on Julien avenue be-
tween Alpine street and Mt. Pleas-
ant avenue. Dr. Slattery addressed
the council protesting against allow-
ing the_ telephone company to exca-
vate under the sidewalk in front of

his property. On motion of Ald.
Frith the matter of allowing the tele-
phone company to excavate under the
sidewalk on Julien avenue between
Alpine street and Mt. Pleasant ave-
nue was referred to the committee of
the whole to view the grounds at
11:00 a. m. tomorrow morning, Aug-
ust 3rd, and the representative of the
telephone company and Or. Slattery
notified to be present.
Petition of E. J. Vogenthaler, rela-
tive to ordering the contractor to re-
pair the improvement of Windsor
avenue or else to allow the property
owners a reasonable reduction on
their assessment, presented and read.
Ald. Frith moved to suspend the rules
for the pw•pose of allowing the rep -
resentati' e of E. J. Vogenthaier to
address the council. Carried by the

John Tibey, he being the lowest bid-
der, and his bond placed at one -

Seventeenth street. Bid of the O'Far-

NOTICE OF SPECIAL ASSESSMENT
Notice is hereby given to all con-
cerned that a special assessment, as
provided by law, will be levied at a
session of the City Council of the City
of Dubuque, Iowa, to bp held Thurs-
day, July 19th, 1917, to pay for con -
structing an eight -inch tile pipe sani-
tary sewer in Foye street from Al-
mond Street to Merchants Lane, in
Merchants Lane from Foye Street to
Gold Street, in Gold Street from Mer-
chants Lane to Seminary Street, in
Seminary Street from Gold Street to
a point about two hundred and fifty
feet east of Foye Street and in Sem-
inary Street from Gold Street to Har-
old Street, Wilmer Cook, contractor,
Amount of special assessment $2,-
966.79, same to be assessed against
the property legally subject to assess -
ment upon and along said streets.
And that there is a plat and sched-
ule on file in the office of the City
Recorder of said City of Dubuque,
showing the streets in which said
sewer was constructed and the sepa-
rate lots and parcels of ground or
specified portions thereof subject to
assessment for such improvement, the
name of the owner thereof as far as
practicable and the amount to be as-
sessed against each lot or parcel of
ground, which plat and schedule are
subject to public inspection.
And that any and all persons ob-
jecting to said special assessment or
to said plat must file his or their ob-
jections in writing with the City Re-
corder of said City of Dubuque on or
before said session of the City Coun-
cil to be held Thursday, July 19th,
1917, . or to appear at said session of
the Council to show cause, if any you
have, why said assessment should not
be levied.

Petition of Louise Van Buren Beck-
er, asking the city council to reduce
the valuation placed on Lot 9, Grand-
view Place, presented and read.. On
motion of Ald. Callahan the petition

whole to view the grounds.
Petition of W. Coleman, asking the
city council to refund to him the sum
of $4.97 for over payment for the fill-
ing in of a trench in front of his
property on Bluff street, presented
and read. On motion of- Ald. Wallis
the prayer of- the petitioner was
granted and a warrant in the sum of
$'4.97 was ordered drawn on the city
treasurer in favor of W. Coleman.
Bond of Philip Breithaupt, for ex-
cavating in streets and alleys, pre-
sented and read. On motion of Ald.
Callahan the bond was referred to
the city attorney.
Certificate of library tax levy, fixing
the rate of library tax at 1 -2 mills on
the dollar of the taxable valuation of
the city; presented and read. On
motion of Ald. Wallis the ' ertificate
was referred to the committee of the
whole.
Petition of the Dubuque Park
Board, accompanied by resolution,
placing the levy for park purposes in
the city of Dubuque at 3 -4 mills on
the dollar of the assessable property
of the city, presented and read. On
motion of Ald. Frith the petition and
resolution were referred to the com-
mittee of the whole.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the city council's in-
tention to improve Cora street from
the south property line of the alley
between Dodge street and Curtis
street to the east property line of
Grandview avenue and it is hereby
proposed to make said street twenty -
four feet between curbs. On motion
of Ald. Plamondon the notice was re-
ceived and filed.
Petition of Thomas Barry, et al,
asking the city council to improve
Klingenberg Terrace from North
Main street to Klein street, present-
ed and read. On motion of Ald.
Frith the prayer of the petitioners

Petition of Dubuque Moose lodge,
relative to the holding of a carnival
at ,Olinger park during the week be-
ginning August 13th, 1917, and ask-

Petition of Andrew Ring, relative
to the mining thereunder tracts of
ground and lots adjoining Lots 31
and 32 and the streets and alleys
abutting thereon in Union Addition
and asking to enter into a lease with
the city for the purpose of said min-
ing, presented and read. On motion

That to provide for the cost of im-
proving Cherry Street, from Asbury
Street to Avoca Avenue, the Mayor

bids for the re- surfacing of Nevada
street from Julien avenue to West

West Fifth street. Bid of Jas. F. Lee,

Be it Resolved by the City Council
of the City of Dubuque, That the city
engineer be and he is hereby directed
to prepare a plat and specifications
for an eight -inch tile pipe sanitary
sewer in Seventh Street Extension
from the end of the present sewer in
said street to a point about three
hundred feet east, showing the loca-
tions and general nature of such im-
provemeit, the extent thereof, the size
and kind of material to be used, and
to prepare an estimate of the cost
thereof and the amount assessable
upen each lot or parcel of land adja-
cent to or abutting thereon per front
feet or square feet in area, and to file
such plat, specifications and estimate
in the office of city recorder.
That after such plat is so filed, the
city recorder shall cause to be pub-
lished in three consecutive issues of
the official paper of the City of Du-
buque, stating that such plat is on
file, and generally the nature of the
sewer, its location, size and kinds of
material to be used, and the estimate
of its cost, and 'fixing the time before
which objections can be filed, which
time shall not be less than five days
after the last publication of said no-
tice, he shall at its next Session, noti-
fy the council thereof in writing with
a printed copy of such notice accoln-
panying the same.

tition of John Steffens to the city as-
sessor to ascertain if valuation is cor-
rect and report back to the committee
of the whole. Carried.

of the city firemen asking for an in-
crease in salary of $10.00 per month

tablishing a grade on Cleveland Ave-
nue . Extension, from the east curb

line of South Dodge 'Street, be and
the same is hereby established and
adopted as shown by the profile of
said street and grade, prepared by the
City Engineer, being profile No. 960.
