Petition of John Homan, asking tl,e
city council to accept his taxes for the
years 1914, 1915 and 1916 on the basis
of his 1917 assessment, presented and
read. On motion of Ald. Strobel the
prayer of the petitioner was granted,
and the city treasurer instructed ac-
cordingly.
Petition of Grundy & Hird, ask-
ing the city council to make a satis-
factory adjustment of the assessment
for the improvement of North street
on Lot 27 in Hodges Sub. 2, being as
part of said lot has laden previously
assessed a few years ago, presented
and read. On motion of Ald_ Plamon-
don, the petition was referred to the
city engineer .to. make report back to
the council.
Petition of N. J. Connolly, relative
to being granted, a redact ?on on his
special assessment for the improve-
ment of Grandview avenue, levied

against Lot 1 of Minral Lot 29 and
Lot 2 of Mineral Lot 24 and asking
the city council to accept the sum of
$1,100.00 in full settlement presented
and read. On motion of Ald. Leist,
the petition was referred to the corn=
mittee of the whole to be called to-
morrow night and Mr. Connolly and
City Treasurer Wybrant instructed to
be present.
Petition of Dennis Ryan, asking
the city council to accept the sum of
$400.00 in full settlement of his taxes
against Lot 2 of Mineral Lot 28 abut-
ting on Grandview, presented and
read. On motion of Ald. Leist, the
petition was referred to the committee
of the whole to meet tomorrow night
and Mr. Ryan and City Treasurer
Wybrant instructed to' be present.
Petition of I. Manhoff, asking the
city council to install --an electric
street light on Fifteenth street at the
railroad crossing, presented and read.
On motion of Ald. Leist, the prayer of
the petitioner was granted and the
city electrician instructed accordingly.
Petition of Dubuque College and
Seminary, asking the city council to
cancel the taxes for the years 1912,
1913 and 1914 against Lots 3 and 4
in Reche's Sub. also Lots 1, 5 and 6 in
Reche's Sub. No. 2, Lot 38 in Reche'e,
Sub., presented and read. On motion
of Ald. Wallis, the petition was re-
ferred to the city assessor to report
back to the council.
Petition of Jos. Kabat, asking the
city council to reduce the valuation
and also the special assessment on
North 2 -3 of 1 of 73 Glendale addi-
tion, presented and read. On motion
of Ald Leist, the petition was referred
to the committee of the whole to view
the grounds.
Petition of Lawrence Eddy, asking
the city council for permission to in-
stall an oil pumping station at 385
West Fifth street, at the intersection
of Hill and West Fifth street, —pre-
sented and read. On motion of Ald.
Strobel, the prayer of the petitioner
was granted, he to sign Waiver and
agreement drawn up by the city at-
torney.
Petition of Emil Schmidt, asking
the city council to correct his special
assessment for the improving of Wil-
low street, levied against Lot 122, Fin-
ley addition, presented and read. On
motion of Ald. Strobel, the petition
was referred to the city engineer, he
to report to the committee of the
whole.
Petition of Rex Credit Co., protest-
ing against the action of the board of
equalization in raising their assess-
ment on money capital from $1,600.00
to $5,000.00 for the year 1917, pre-
sented and read. On motion of Ald.
Wallis, the petition was received and
filed.
Petition of A. A. Cooper, incorpor-
ated, asking the city council to accept
the sum of $50.00 in full settlement of
the special assessments levied against
Lot 179A, presented and read. Ald.
McLaughlin moved to refer the peti-
tion to the delinquent tax committee.
Ald. Wallis amended Ald. McLaugh-
lin's motion to refer the petition to
the committee of the whole. Lost by

Petition of Norman Hurd, asking
the city council to release him from

and Locust street, presented and read.
On motion of Ald. Wallis, the petition
was referred to the committee of the
whole and the city attorney instruct-
ed to investigate the matter and have
agreement signed by parties who in-
tend using the tank.
Petition of the board of trustees of
Carnegie -Stout Free Public Library,
asking the city council to appropriate
1 / g of a mill for library purposes, pre-
sented and read. On motion of Ald.
Callahan, the petition was referred to
the appropriation committee and the
board of trustees instructed to be
present.
Bond of Curtis Plumbing and Heat-
ing company, for excavating in streets
and alleys, presented and read. On
motion of Ald. Strobel, the bond was
referred to the city attorney.
Petition of John L. Pollock, et al,
voters of the First ward, asking the
city council to repeal Section I of
Chapter III of the Revised Ordinances
and providing for a plan of dividing
said ward into two new voting pre-
cincts, presented and read. On motion
of Ald. Callahan, the petition was re-
ferred to the committee of the whole.

of the City o'f Dubuque:
Gentlemen: At a recent meeting
oil your Honorable Body you referred
to me the petition of John Rider Wal-
lis, asking for the exemption from
taxation of his homestead for the year
1917 and subsequent years, upon the
ground that he is in the military ser-
vice of the United States. I beg to
advise you that the Thirty- seventh
General Assembly, the legislature of
Iowa, enacted a law which provides
as follows:
"The homestead of all soldiers, sail-
ors or other persons in the military or
naval service of the United States
shall be exempt from taxes during
their term of service in the present
war: or other property to the actual
value of Ten Thousand ($10,000.00)
Dollars in the event of no such home-
stead."
Mr. Wallis is in the service of the
United States army and is entitled to
exemption from taxes on his home-
stead. His property is described as
Lot No. 780 and No. 781 of McDaniel's
Sub.
You will, therefore, grant the pray-
er of the petition, and instruct the
treasurer accordingly.

of the City of Dubuque:
Gentlemen: The petition of H. F.
1VIcCabe, trustee of the estate of the
Reliance Refining Co., bankrupt, re-
questing a cancellation of taxes levied
against the property of said bankrupt
for the year 1916, and amounting to
Ninety -four and 8 -100 ($94.08) Dol-
lars, has been referred to me for a
report.
I beg to advise you that I find no
warrant in the law for the cancella-
tion of these taxes, and I, therefore,
recommend that the petition be de-
nied, and the trustee be instructed to
pay the taxes which have properly
been levied against the property of
the bankrupt of which he is acting as
trustee.

mitted to lay pipe lines from the Miss-
issippi to connect with their plant on
South Main street, was presented to
your Honorable Body and granted,
and I was instructed to draw up an
ordinance confering the right to main-
tain said pipe lines to said company.

Ald. McLaughlin offered the follow-
ing:
AN ORDINANCE.
AN ORDINANCE GRANTING TO
THE STANDARD OIL COMPANY
THE RIGHT TO INSTALL AND
MAINTAIN PIPE LINES FOR THE
CONVEYANCE OF OIL FROM
THE RIVER FRONT ON WATER
STREET AND CAMP STREET
WEST TO THE STANDARD OIL
COMPANY PLANT.
Be It Ordained by the City Council of
the City of Dubuque: —
Sec. 1. That the right is hereby
granted to the Standard Oil Company
to install and maintain two lines of
pipe for the conveyance of oil from
barges on the Mississippi to their
plant on Sonth Main and Camp
Streets, said pipe lines when con-
structed, shall begin at the river
front on Water Street, thence on
Camp Streets, thence from Camp
Street west to Standard Oil Company
plant, said lines of pipe to be laid un-
der the surface of the ground on the
route described, and shall be placed
at such a depth so as not to obstruct
or interfere with traffic in any man-
ner.
Sec. 2. That said pipe lines shall
be constructed of pipe not less than
four inches in diameter nor more
than eight inches in diameter.
Sec. 3. It shall be the duty of the
Standard Oil Company in its construc-
tion of said pipe lines to carry on said
work in a careful and prudent man-
ner so that there shall be no danger
of accident to the public, and it shall,
when tearing up streets and other
public places to dig its trenches with-
in which the pipes shall be laid, pro-
tect said excavation by placing along
the line of trench dug proper guards
and signals as a warning to the pub-
lic.
Sec. 4. It shall further be the duty
of said company to replace the streets
and other public places which it has
caused to be torn up in as good con-
dition as they were before the same
were disturbed.
Sec. 5. The Standard Oil Com-
pany, its successors and assigns do
hereby assume all responsibility for
the proper maintenance of said pipe
lines and do expressly agree to be
liable for all damages which ma> re-
sult to any persons, firms or' corpora-
tions who may suffer damages by rea-

son of the maintenance of said pipe
lines.
Sec. 6. This Ordinance is to go in-
to effect upon its passage by the City
Council of the City of Dubuque and
its acceptance in writing by the
Standard Oil Company, and its publi-
cation in the official papers of said
city, such acceptance to be made with
ten days after the same has been
duly passed by the City Council.

WAIVER AND AGREEMENT.
WHEREAS, resolutions have been
passed and adopted by the City Coun-
cil of the City of Dubuque for the im-
provement of Cora street, from Grand-
view avenue to Curtis street, and a
contract has been entered into with
John Tibey for the improvement of
said street; and
WHEREAS, a grade has been es-
tablished on said street; and
WHEREAS, it is the desire to lower
said grade in order to improve the
conditions along house on Lot 52,
Grandview avenue addition.
THEREFORE, we, the undersign-
ed, property owners abutting upon
and adjacent to said Cora street, do
hereby agree that the City of Dubuque
shall have the right to change said
grade as shown on attached profile,
'also, that the City of Dubuque shall
have the right to improve said Cora
street according to this change in
grade.
AND WE DO FURTHER AGREE
not to object to the levying of any
special assessment or to pay said as-
sessment when due for the improve-
ment of said street because of change
of grade of said street or because of
any error, irregularity or illegality in
any of the proceedings or manner of
constructing the street, and to waive
any and all rights which we may have,
at law or equity, to object to the pay-
ment of any special assessments levied
for the improvement of said street be-
cause of any error, mistake, irregular-
ity, illegality or non - conformity with
any law or ordinance in the construc-
tion of said street, and consent to pay
our assessments when the same be-
come due in the manner provided by
law, it being specifically understood
that We intend hereby to c'onsent to
the improvement of said Cora street
as above described, and that we will
not object for any reason whatsoever

said improvement amount to $1,017.39.

City Council of the City of Dubuque,
That to provide for the cost of im-
proving Pickett street, from Cornett
street to Henion street, the mayor be
and he is hereby required to execute
and deliver to the city recorder, to be
by him registered and countersigned,
four bonds for Two Hundred and
Fifty Dollars each and one for Seven-
teen and 39 -100 Dollars, numbered

Grandview which located this lot
wrong on both assessments.

Whereas, The owners of the prop-
erty abutting on the alley in block 19
in Dubuque Harbor and Improvement
Co.'s Add., running from Seventh
Street Extension to Cypr ss Street be-
tween Pine Street and Wall Street
have petitioned the City Council' of
the City of Dubuque for the vacation
of said alley, and,
Whereas, Notice of ouch proposed
vacation has been served on all abut-
ting property owners and also publish-
ed in the official papers of the City,
and
Whereas, It appears that no valid
objects have been made to such pro-
posed vacation and annullrnent and
that said alley is not required for pub-
lic purposes; therefore,
Be it ordained by the City Council
of the City of Dubuque:
Section 1. That the alley in Block
19 in Dubuque Harbor and Improve-
ment_ Company's Add., running from
Seventh Street Extension to Cypress
Street between Pine Street and Wall
Street be and the same is hereby va-

AN ORDINANCE VACATING AND
ANNULLING IN THE ORIGINAL
TOWN OF DUBUQUE THE AL-
LEY FROM SEVENTH STREET
TO SIXTH STREET BETWEEN
WHITE STREET AND JACKSON
STREETS.
Whereas, The owners of the prop-
erty abutting the alley in the original
town of Dubuque from Seventh Street
to Sixth Street between White Street
and Jackson Street have petitioned
the City Council of the City of Du-
buque for the vacation of said alley,
and
Whereas, Notice of such proposed
vacation has been served on all abut-
ting property owners and also pub-
lished in the official papers of the
city, and
Whereas, It appears that no valid
objections have been made to such
proposed vacation and annullment
and that said alley is not required
for public purposes; therefore, be it
Ordained by the City Council of
the City of Dubuque:
Section 1. That the alley from
Seventh Street to Sixth Street be-
tween White Street and Jackson
Street be and the same is hereby va-
cated and annulled and the use there-.
of granted to the owners of the prop-
erty abutting thereon.
Section 2. This ordinance shall be
in force and take effect from and after
its passage by the City Council and
its publication one time in the Du-
buque Telegraph - Herald and Times -
Journal newspapers.

Ald. Wallis moved that upon hear-
ing the report of the city attorney on
the petition of 1\'I. J. Connolly, rela-
tive to his special assessment for the
improvement of Grandview avenue,
that the city treasurer be instructed
to accept the sum of $1000.00 in addi-
tion to all previous payments paid by
him in full payment of his special as-
sessment. Carried.
Ald. Leist moved to suspend the
rules for the purpose of allowing
any one present in the council room
to address the council. Carried by
the following vote:

Mr. John Ball addressed the coun-
cil asking permission to use the Ar-
mory hall for poultry show. On mo-
tion of Ald. Leist, the matter of
granting the use of the Armory hall
for a poultry show was referred to
the mayor and have both parties pres-
ent.
Ald. Plamondon moved to take from
the committee of the whole the peti-
tion of the First ward voters, asking
the city council to change the voting
precincts in the First ward. Carried.
Aid. Plamondon moved to grant the
prayer of the petition of the First
ward voters relative to changing the
voting precincts. Carried.
Ald. McLaughlin offered the fol-
lowing:
AN ORDINANCE.
Be it Ordained by the City Council
of the City of Dubuque:
That all of Section 1, Chapter 111,
of the Revised Ordinances be and is
hereby repealed and that the follow-
ing be adopted in lieu of said Sec -_
tion 1:
That the First Ward of the City of
Dubuque shall be and is hereby di-
vided into two election precincts.
That all of said Ward, lying east and
north of a line commencing at the
westerly end of the present boundary
line between the First and Fourth
Wards and extending easterly along
said boundary line to a point where
said boundary line intersects the
center line of Booth Street; thence
southerly along the center line of
Booth Street to a point where said
outer line of Booth Street intersects
the center line of Dodge Street;
thence easterly and southerly along
the center line of Dodge Street to a
point where said center line of Dodge
Street intersects the center line of
Rising Avenue; thence southeasterly
along the center line of Rising Ave-
nue to a point where the center line
of Rising Avenue intersects the cen-
ter line of Union Street; thence
southerly along the center line of
Union Street intersects the center line
of Quinn Street; thence southeaster-
ly along the center line of Quinn
Street to a point where the center
Line of Quinn Street intersects the
center line of Valley Street; thence
southwesterly along the center line
of Valley Street to a point where the
center line of Valley Street intersects
the center line of Mt. Loretta Ave-
nue; thence westerly along the cen-
ter line of Mt. Loretta Avenue to a
point where the center line of Mt.
Loretta avenue intersects the center
line of English Lane to a point where
the center line of English Lane in-
tersects the center line of Southern
Avenue; thence southeasterly along a
line extending from said point to the
southwest corner of Mineral Lot 38;
thence easterly along the south line
of Mineral Lot 38 to a point where
said line extended would intersect the
main channel of the Mississippi
River; shall constitute and be known
as the First Precinct; and that all of
that portion of said Ward lying South
and West of said line shall constitute
and be known as the First Precinct.
Section 2. This ordinance shall be
in force and take effect from. and after
its passage by the City Council and
its publication one time in the Du-
buque Telegraph- Herald and Times -
Journal newspapers.

buque Electric Co. to discontinue the

namely Thursday and Sunday nights,
according to rules of fuel committee
and that the City of Dubuque be al-
lowed a 2 -7 reduction on the bills.

Be it Ordained by the City Council
of the City of Dubuque:
That all of Section 1, Chapter 111,
of the Revised Ordinances be and is
hereby repealed and that the follow-
ing be adopted in lieu of said Sec-
tion 1:
That the First Ward of the City of
Dubuque shall be and is hereby di-
vided into two election precincts.
That all of said Ward, lying east and
north of a line commencing at the
westerly end of the present boundary
line between the First and Fourth
Wards and extending easterly along
said boundary line to a point where
said boundary line intersects the
center line of Booth Street; thence
southerly along the center line of
Booth Street to a point where said
outer line of Booth Street intersects

AN ORDINANCE.
AN ORDINANCE GRANTING TO
THE STANDARD OIL COMPANY
THE RIGHT TO INSTALL AND
MAINTAIN PIPE LINES FOR THE
CONVEYANCE OF OIL FROM
THE RIVER FRONT ON WATER
STREET AND CAMP STREET
WEST TO THE STANDARD OIL
COMPANY PLANT.
Be It Ordained by the City Council of
the City of Dubuque: —
Sec. 1. That the right is hereby
granted to the Standard 011 Company
to install and maintain two lines of
pipe for the conveyance of oil from
barges on the Mississippi to their
plant on Sonth Main' and Camp
Streets, said pipe lines when con-
structed, shall begin at the river
front on Water Street, thence on
Camp Streets, thence from Canip
Street west to Standard Oil Company
plant, said lines of pipe to be laid un-
der the surface of the ground on the
route described, and shall be placed
at such a depth so as not to obstruct
or interfere with traffic in any man-
ner.
Sec. 2. That said pipe lines shall
be constructed of pipe not less than
four inches in diameter nor more
than eight inches in diameter.
Sec. 3. It shall be the duty of the
Standard Oil Company in its.construc-
tion of said pipe lines to carry on said
work in a careful and prudent man-
ner so that there shall be no danger
of accident to the public, and it shall,
when tearing up streets and other
public places to dig its trenches with-
in which the pipes shall be • laid, pro.
tect said excavation by placing along
the line of trench dug proper guards
and signals as a warning to the pub-
lic.
Sec. 4. It shall further be the duty
of said company to replace the streets
and other public places which it has
caused to be torn up in as good con-
dition as they were before the same
were disturbed.
Sec. 5. The Standard Oil Com-
pany, its successors and assigns do
hereby assume all responsibility for
the proper maintenance of said pipe
lines and do expressly agree to be _
liable for all damages which ma,. re-
sult to any persons, firms ur corpora-
tions who may suffer damages by rea-
son of the maintenance of said pipe
lines.
Sec. 6. This Ordinance is to go in-
to effect upon its passage by the City
Council of the City of Dubuque and
its acceptance in writing by the
Standard Oil Company, and its publi-
cation in the official papers of said
city, such acceptance to be made with
ten days after the same has been
duly passed by the City Council.
