Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Deron Muehring, Civil Engineer II SUBJECT: Maus Park Lake Pump Station Culvert Repair Project Project #5586500032 DATE: August 29, 2023 INTRODUCTION The purpose of this memo is to seek authorization to initiate the public bidding process for the Maus Park Lake Pump Station Culvert Repair Project. BACKGROUND Prior to the construction of the floodwall, a concrete arch culvert served to drain Maus Lake beneath what are now Canadian National (CN) mainline railroad tracks to the Mississippi River. When the floodwall was constructed, the existing arch culvert was retrofitted with sections of 48-inch reinforced concrete pipe at the upstream and downstream ends to extend the pipe. The flow line of the arch culvert was filled with concrete and formed to the radius of a 48-inch pipe. A manually operated flood gate was installed at the downstream end, and a pumping station was constructed at Maus Lake. In May 2017, ballast subsidence under the railroad tracks was identified at the location of the culvert crossing. Further investigation revealed joint openings in the concrete arch below the tracks. The joint openings were filled with epoxy and steel plates were installed along the roof of the pipe as a temporary repair measure until a permanent solution could be developed. DISCUSSION The improvements associated with the Maus Park Lake Pump Station Culvert Repair Project (Project) involves the lining of the culvert that allows stormwater runoff to pass from the Maus Lake ponding area, under a set of two railroad mainline tracks, through the floodwall/levee system, into the Mississippi. Specifically, the work consists of the construction of a permanent cofferdam and concrete apron, concrete walls, and stop log level control system on the interior side of the floodwall/levee system. Repair of the culvert involves the trenchless installation of approximately 110 lineal feet of a steel slip liner inside the existing culvert resulting in a new culvert under the railroad tracks, partially through the levee. .i PROJECT SCHEDULE The schedule for the Project is as follows: Initiate Public Bidding Process September 5, 2023 Publish Notice to Bidders, Advertise for Bids September 6, 2023 Publish Public Hearing Notice on Plans & Specs September 8, 2023 Public Hearing on Plans & Specifications September 18, 2023 Receipt of Bids (Bid Letting) September 26, 2023 Award Construction Contract October 2, 2023 Final Completion April 5, 2024 RECOMMENDATION I recommend preliminary approval of the proposed plans, specifications, form of contract, and construction estimate for the Maus Park Lake Pump Station Culvert Repair Project. I further recommend establishing the date of a public hearing and authorization to advertise for bids for the Project. BUDGET IMPACT The estimate of probable costs for the Project is as follows: Construction Contract $586,000 Contingency 58,600 Engineering 96,700 Total Project Cost $741,300 The Project is to be funded through a FY23 appropriation in the amount of $463,940 for Maus Park Culvert Restoration (Project 5586500032) with additional funds from an FY23 appropriation in the amount of $216,000 for Storm Sewer Replacements (Project 5586500001) and an FY23 appropriation in the amount of $118,500 00 for Storm Sewer Improvements/Extensions (Project 5586500020). The City has a pending claim (ICP047008A1) into the lowa Communities Assurance Pool (ICAP) for making the permanent repairs to the culvert that would offset the City's cost to a certain extent. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The Maus Park Lake Pump Station Culvert Repair Project is hereby ordered to be advertised for bids for construction. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. The City Engineer is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the Notice to Bidders to be published on the City of Dubuque website and a contractor plan room service with statewide circulation, which notice shall be published not less than thirteen but not more than forty- five days before the date for filing bids before 2:00 p.m. on the 26th day of September 2023.
