Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: August 25, 2023 RE: Chaplain Schmitt Island Trail Connection Project, lowa DOT Project No. EDP-2100(704)-7Y-31 INTRODUCTION The attached resolution is in reference to the public hearing for the Chaplain Schmitt Island Trail Connection Project, lowa DOT Project No. EDP-2100(704)-7Y-31. BACKGROUND In October of 2022 the City Council approved a funding agreement with the lowa Department of Transportation to construct a 10-foot-wide multi-use trail along Admiral Sheehy Drive from 16th street to the Veteran's Memorial on Chaplain Schmitt Island. The funding agreement allows the City of Dubuque to use $615,000 in Community Project Funding submitted by US Congresswoman Ashley Hinson. The project construction documents will follow the lowa DOT Standard Specifications. The project will follow the elements of the improvements as part of the Veteran's Memorial on Chaplain Schmitt Island. Engineering staff coordinated with Leisure Services, DRA staff and Ryan Peterson with RDG on the design of the trail and trailhead. Engineering staff will do all construction document development, survey and inspection. DISCUSSION The Chaplain Schmitt Island Trail Connection would provide installation of a 10-foot- wide multi-use trail along Admiral Sheehy Drive from 16t" street to the Veteran's Memorial on Chaplain Schmitt Island and would include the following elements: - Excavation to allow for the installation of the trail - Installation of base stone for the trail - Installation of a 10 foot-wide 6" thick PCC trail - Installation of retaining walls where needed due to topography to accommodate the trail. This includes decorative railing matching what is used at the Veteran's Memorial. - Installation of a 6" thick decorative concrete trail head plaza - Installation of parking to accommodate ADA parking near the trail and trailhead - Restoration of disturbed area with topsoil and seed. 1 PROJECT SCHEDULE The schedule for the Chaplain Schmitt Island Trail Connection Project, lowa DOT Project No. EDP-2100(704)-7Y-31 is as follows: lowa DOT Advertisement for Bids August 15, 2023 City Initiate Concurrence in Public Bidding Process August 21, 2023 City Publish Public Hearing Notice on Plans & Specs August 25, 2022 City Public Hearing on Plans & Specifications September 5, 2023 lowa DOT Receipt of Bids Proposals (Bid Letting) September 19, 2023 City Award Construction Contract (Subject to IDOT Approval) October 2, 2023 lowa DOT Late Start Date May 15, 2024 Contract Completion Date 55 Working Days The project will be let by the lowa DOT and will be constructed on a working day contract. The number of working days was defined by the Office of Contracts at the lowa DOT in Ames, IA. RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and construction estimate in the amount of $823,253.00 for the Chaplain Schmitt Island Trail Connection Project, lowa DOT Project No. EDP-2100(704)-7Y-31.
