Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Green Alley Priority List DATE: August 31, 2023 INTRODUCTION This memo describes the current available funding for Green Alleys and recommended priority order. DISCUSSION The City Council has established the Central Avenue corridor as a priority. Below is a summary of proposed alleys and costs. These costs include alley pavers, city utilities and engineering costs during construction. Alley between Central Ave. and White St. from 17t" to 18tn Water Utility $145,475 Sanitary Utility $260,590 Alle related pavers 333 750 Total $739,815 There is revitalization of this block of Central Avenue planned. This is also near the 18tn Street curve. Alley between Central Ave. and lowa Street from 15t" St. to 16t" St. Water Utility $53,250 Sanitar Utilit $117,645 Alle related avers 253 000 Total $423,895 This alley is behind the Voices building where the building has been remodeled as a gallery. Engineering staff also met with Voices officials prior to their remodeling, and they had concerns with drainage in the alley (especially winter). This alley was picked to help mitigate any potential damage to buildings and to support the revitalization efforts. Alley between Central Ave. and lowa Street from 16t" St. to 17t" St. Water Utilit $69,575 Sanitary Utility $164,450 Alle related pavers $253,000 Total $487,025 This alley is behind Welu Printing. This alley was identified for improvement to help with improving drainage and accommodating the loading trucks at Welu Printing. Totals for all three alleys Water Utility $268,300 Sanitar Utilit $542,685 Alley related pavers 839 750 Total $1,650,735 There are other alleys as a potential for reconstruction which will be considered in the future to complete with Alliant Energy taking overhead power to underground. AVAILABLE FUNDING We have roughly $904,000 available toward the alley paver items. In FY 24 there is $306,000 budgeted from Water. There are currently no funds in Sanitary specifically budgeted for green alleys. Civil Engineer Deron Muehring reported we have $385,000 budgeted for the Center Place alley sewer which could get reallocated toward the alley between Central and White from 17t" to 18t" because the Center Place sanitary sewer project is not yet ready to be completed. If we reallocate the funds, we will re-budget for Center Place in a future budget when the project is ready. To satisfy the remainder of the sanitary sewer expenses, engineering staff will submit an FY 25 request for sanitary funding in the above green alleys. It should be noted that the alleys are assessable. We've assessed all the previous alleys that utilized SRF clean water sponsorship funds. Each alley would have approximately $29,000 in assessments. This equates to approximately $2,600 per fifty (50) foot lot. This assessment is to cover a portion of the pavers cost. The utility work is not assessed. Private service lines would be 100% assessable if requiring replacement.
