CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 4:00 p.m. on August 23, 2023, in
the Grand River Center Room #4.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell,
Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of conducting the annual goal setting session 2 of 3.
GOAL SETTING
SESSION 2 OF 3
Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc., reviewed the following section
of the Leaders Guide 2023 working document for input from the City Council:
Section 8: Plan 2023-2028
• Goal 3: Robust Local Economy: Diverse Businesses and Jobs with Economic
Prosperity
• Goal 4: Livable Neighborhoods and Housing: Great Place to Live
• Goal 5: Sustainable Environment: Preserving and Enhancing Natural

There being no further business, Mayor Cavanagh declared the meeting adjourned at
9:17 p.m.
