Commissioners Present: Vice-Chairperson Thea Dement, Bill Doyle, Janice Esser,
Tim Gau, Christina Monk, Heidi Pettitt and Rick Stuter

Staff Members Present: Chris Happ Olson and Matt O'Brien
CALL TO ORDER: The meeting was called to order by Vice-chairperson Thea Dement
at 5:30 p.m.
MINUTES: Motion by Gau, seconded by Monk, to approve the minutes of the July 26,
2023 meeting as submitted. Motion carried by the following vote: Aye — Doyle, Gau,
Monk, Pettitt, Stuter and Dement; Nay— none.
OATHS OF OFFICE: Dement carried out the oath of office for Commissioner Pettitt,
whose term runs through June of 2026.
Vice-chairperson Dement welcomed new Commissioner Heidi Pettitt and
commissioners and staff introduced themselves.
Commissioner Esser entered the meeting at 5:34 p.m.

Staff Member Happ Olson presented the staff report for the applicant to demolish and
rebuild the existing front porch and stairs, but not removing the roof structure or

changing it. She described the structure as a brick duplex from the Victoria era in the
traditional I-house style. Happ Olson referred to historical surveys of the property,
noting the architectural and historical significance of the structure in the Cathedral
Historic District. She referred to images of 1891-1970 Sanborn fire insurance maps,
1872-1889 panoramic imagery, 1978-79 Kriviskey survey, 2003 Jacobsen Survey, and
1986 survey for the National Register district nomination. She provided photos to the
Commission of the exiting front porch viewable from the street.
Property Owner Casey Jansen, 960 Davis Street, spoke to the Commission. He stated
that he wanted a porch and railing that looks nice and is strong and safe. Commissioner
Monk asked Jansen if he has chosen a color for the railing. Commissioner Esser asked
if there are only three options for colors. Happ Olson stated that the Commission
typically doesn't dictate color and texture except when it comes to alternative materials,
as in this situation. Jansen stated that he has not made a decision on color and
believed he has a year to choose color.
Monk asked if the stairs are made entirely of wood. Jansen stated that he is unsure.
Happ Olson stated that spindles will terminate into steps like the provided drawing
shows, but instead will look like the materials from the railing manufacturer supplied by
the applicant, with top and bottom rails. Monk asked if the handrail extension will be
code compliant according to City standards. Happ Olson stated that the HPC review
does not cover life-safety code, but that the inspector would review the project, and that
the applicant told her he plans on using a graspable handrail as shown on the railing
manufacturer materials.
Commissioner poyle stated that powder-coated aluminum will be the finish, as opposed
to painting the railing after installation. Monk agreed with that statement and prefers
bronze powder-coated aluminum. Other than ensuring that the project is code
compliant and the roof is not modified, Monk said that she has no major concerns.
Doyle said that he believes for commercial use that the 6 x 6 posts are a positive
upgrade and perpendicular decking is an improvement over diagonal. Esser stated she
does not object to the proposed project since the property did not originally have a
porch. Monk asked Happ Olson if the proposal includes two or three top and bottom rail
sections. Happ Olson understood there to be two rail sections (one top, one bottom),
based on drawings.
Motion by Doyle, seconded by Gau, to approve the application as submitted with
preference for bronze powder-coated aluminum railing. Motion carried by the following
vote: Aye — Doyle, Esser, Gau, Monk, Pettitt, Stuter and Dement; Nay — none.

ITEMS FROM COMMISSION: Commissioner Monk invited the other Commissioners to
attend the public planning meetings for potential improvements to Carnegie-Stout Public

library. The library is located in Jackson Park Historic District. Happ Olson noted that
Jason Duba, Assistant Planner, is on the planning committee for the project.
ITEMS FROM STAFF: Staff member Happ Olson provided a structural report from
WHKS Engineering to the Commission on the Dubuque Malting and Brewing site
located in a conservation district. The Commission members questioned past steps and
future steps going forward on addressing the deterioration of the building. Happ Olson
noted that she will have Planning Services Manager Wally Wernimont follow up with
answers on what are the next steps.

Monk, Pettitt, Stuter and Dement; Nay — none.
