In pursuance of the laws of Iowa, I,
James Saul, Mayor of the City of Du-
buque, State of Iowa, do hereby pro-
claim that a primary election will be
held in said city on Monday, Febru-
ary 28th, 1916, for the purpose of
nominating a
Mayor of the City,
City Treasurer,
City Attorney,
City Recorder,
City Auditor,
City Assessor,
City Engineer,
Two Aldermen -at- Large,
Precinct Committeemen,
Delegates to City Convention,

On said day the polls will be open
at 7 o'clock a. m. and will close at 8
o'clock p. m. to receive the votes cast

proceedings for the month of Decem-
ber, 1915, be approved as printed.

Bids for care of the Town Clock:
Bid of F A. Nester & Son, $250.00
per year. Bid of A. R. 6taufenbeil &
Son, $225.00 per year. On motion of
Ald. Singrin the contract was award-
ed to F. A. Nester & Son, they being
the lowest bidders.
Bids for the binding of the council
proceedings:
Bid of Murray & Freiburg Co., $3.10
• per book. Bid of Telegraph- Herald,
$3.10 per book. Ald. Singfirin moved
that being a tie vote to draw lots on
the two bids. Carried. Assistant
city attorney drew Murray & Frei-
burg & Co. Ald. Singrin moved that
the contract for binding the council
proceedings for the year 1915 be
awarded to Murray & Freiburg Co.
Carried.
Ald. Wallis moved that the bids for
the improvement of \Vest Locust
street from the end of the present
brick improvement to Hodgdon ave-
nue be referred to the committee of
the whole unopened. Carried.
Bids for the constriction of an
eight -inch tile pipe sanitary sewer
in the unnamed street north of Met -
tel's sub. half way between Queen
street and Windsor avenue and on
Burden avenue from the unnamed
street to O'Neill avenue and easterly
on O'Neill avenue about 500 feet.
Bid of Oliver G. Kringle: 8 -inch
tile pipe per lineal foot 93 etc., man-

city council to cancel her taxes for
the years 1913, 1914 and 1915 on the

On motion of Ald. McLaughlin the
petition was referred to the commit-
tee of the whole.
Petition of Geo. Zollicoffer asking
the city council to grant him a reduc-
tion in taxes for the years 1914 and
1915 on his property sit rated on Lin-
coln avenue and Rhomberg avenue,
presented and read. On motion of
Ald. McIntosh the petition was re-
ferred to the committee of the whole
to view the grounds.
Petition of E. M. Healey asking the
city council to cancel the tax for the
years 1915 in the sum of $2,500.00
against the estate of Geo. W. Healey,
presented and read. On motion of
Ald. Singrin the petition was referred
to the city assessor to report back to
the city council.
Petition of Louisa Lange relative
to being granted a reduction in the
assessment of her real estate. present-
ed and read. On motion of Ald. Wal-
lis the petition was referred to the
committee of the whole to view the
grounds.
Petition of Francis L. Weinberg
relative to the valuation placed on
lot 1 in Reeder Langworthy sub. of
mineral lots 73 and 149, presented
and read. On motion of Ald. Mc-
Laughlin the petition was referred to
the committee of the whole to view
the grounds.
Petition of Ida M. Warst asking the
city council to instruct the city treas-
urer to accept the sum of $9.10 for
payment of taxes on the -north 24
feet of lot 40, Stafford's add., pre-
sented and read. On motion of Ald.
Singrin the petition was referred to
the delinquent tax committee.
Petition of Leopold Serg aslring the
city council to cancel his taxes for
the year 1915 on lot 22, S. M. Lang -
worthy add., he being an honorably
discharged soldier, presented and

Petition of John D. Bush and Henry
G. Young asking the city council to
reduce the assessment on the north
11.80 feet of the south 19.80 feet of
city lot 649, presented and read. On
motion of Ald. McLaughlin the peti-

Petition of Webster Burns, per T.
J. O'Donnell asking thE, city council
to view the grounds on lots 6 and 7

On motion of Ald. Singrin the prayer
of the petition was granted.
Petition of Mrs. Brown Vey asking
the city council to reduce the assess-
ment on the 1 -2 of lot 270 Davis Farm
Add., and also the north half of Lot
675 presented and read. On motion
of Ald. Callahan the petition was re-
ferred to the committee of the whole
to view th.e grounds.
Petition of the Dubuque Base Ball
and Amusement Ass'n asking the city
council to instruct the city- treasurer
to credit the Ass'n. with the amount
of $56.00 excess taxes paid in 191b
to be applied on the 'taxes for the
year 1916 presented and read. On mo-
tion of Ald. McIntosh the petition
was referred to the committee of the
whole.
Petition of Henry C. Rech.e asking
the city council for permission to con-
nect with the 6 -inch sanitary sewer in
Delhi street abutting Lot 2 of 1 of 2
of the Sub. of Mineral Lot 172 pre-
sented and read. On motion of Ald.
Wallis the petition was referred to the
committee of the whole and the in-
terested parties to be notified to be
present.
Petition of T. D. Dempsey et al ask-
ing the city council to reduce. or ad-
[just the special assessment levied
against their property for the im-
provement of Jefferson street present-
ed and read. On motion of Ald. Wal-
lis the petition was referred to the
committee of the whole.
Petition of Fischer Investment Co.
relative to being assessed for their
ice plant for the year 1914 when the
same was not completed till May 1914
presented and read. On motion of
Ald. Wallis the petition was referred
to the city assessor he to report to
the committee of the whole.
Petition of C. A. Voelker relative to
being assesed for a sanitary sewer
in Mt Loretta avenue against Lot 1
Columbia Add. and having previously
paid an assessment for said lot for the
sewer in Grandview avenue and South
Dodge and asking to have the same
cancelled presented and read. On too

Communication of the Union Elec-
tric Co. stating that they intended to
do their own work on th.e improve-
ment of West Locust Street present-
ed and read. On motion of Ald. Wallis
the communication was made a mat-
ter of record.
Petition of Geo. Bock asking the
City council for permission to erect a
sign in front of his place of business
at 2197 Couler avenue presented and
read. On motion of Ald. McIntosh
the petition was referred to the com-
mittee of the whole to view the
grounds.
Petition of George J. Roepsch et al
asking the city council to have Fifth.
avenue sewer completed as soon as
possible presented and read. On mo-
tion of Ald. McIntosh the prayer of
the petitioners was granted and the
petition referred to the Special Ap-
propriation committee.
Petition of the Dubuque Sanitary
Mfg. Co., asking the city council to
continue the present track of the Il-
linois Central Railroad Co on Jackson
street, south of Tenth street, across
Tenth. street and for about 150 feet
in front of their premises and also
an ordinance covering the same pre-
sented and read. On notion of Ald.
Singrin the petition was referred to
the committee of the whole to view
the grounds and the ordinance referr-
ed to the city attorney.
On motion of Ald. Singrin the bonds
of Mullen Bros. and A. Curtis yc Son
for excavating in streets and alleys
were referred to the city attorney.
Notice of suit of Gertrude Pechter
vs the City of Dubuque in the sum
of $3000.00 for injuries sustained by
falling on a defective sidewalk pre-
sented and read. On motion of Ald.
McLaughlin the notice was referred to
the city attorney.
Annual report of the library trutees
for the year 1915 presented. On mo-
tion of Ald. McLaughlin the report
was referred to the committee of the
whole.
Ald. Clancy moved that the petition
for the improvement of North street
be taken from the committee of the
whole. Carried.

Report of the Smoke Abatement
Commission relative to the petition
of the Fruit Dispatch company which
was referred to them and who rec-
ommended that the petition of the
Fruit Dispatch company be received
and filed presented and read. On mo-

on motion of Ald. McIntosh were re-

Your committee on sewers would re-
spectfully report that they have ex-
amined the sewer in Rosedale avenue
from Willow street to Auburn avenue;
in Auburn avenue from Rosedale ave-
nue to Dexter avenue; in Dexter ave-
nue from Auburn avenue to Algona
avenue; and in Algona avenue from
Dexter avenue to West Fourteenth
street and would recommend that the
same be accepted, J. Tibey, contractor.
We would further recommend that
the city engineer be and he is here-
by instructed to prepare a special as-
sessment against the lots or parcels
of real estate subject to assessment
and file the same in the office of the

city recorder who will thereupon pub-
lish the notices as required by ordi-
nance.

'the city council to appoint him for
another year to collect the delinquent
personal taxes for the years 1914 and

Petition of Mineiva Duffy asking the
city council to cancel the taxes on her
property, lot 54 Quigley's sub., pre-
sented and read. On motion of Aid.
Singrin the petition was referred to
the delinquent tax committee.
Petition of Carrie Yingling asking
the city council to reduce her valua-
tion on lots 14 and 15 in Klingenberg
add. to $300.00 and to refund to her
the sum of $10.32 of the 1914 tax
which she has paid, presented and
read. On motion of Ald. Wallis the
petition was referred to the commit-
tee of the whole to view the grounds.
Petition of Cath. Broullette relative
to the payment of 75 cents for reset-
ting three feet of curb and asking to
have the same refunded as the curb
was never reset and also to deduct the
sum of $3.35 from the contractor on the
Hill street improvement for the break-
ing of a stop box in front of her prop-
erty, presented and read. On motion
of Ald. McLaughlin the petition was
referred to the committee of the
whole to view the grounds.
Petition of Eugene Adams, chair-
man, Dubuque Athletic Field, asking
the city council to appropriate the
sum of $2,000.00 for the Dubuque Ath-
letic Field for the year 1916, present-
ed and read. On motion of Ald.
grin the petition was referred to the
appropriation committee.
Petition of Charles Greenwald, own-
er of lot 3, Union add., asking the

city council to direct the city treas-
urer to refund to him the amount of
the tax entitled to an honorably dis-
charged union soldier for the year
1915, presented and read. On motion
of Ald. Wallis the petition was re-
ceived and filed.
Petition of J. , F. Lavin asking the
city council to appoint a terminal com-
mission and also to return to him his
former petition which was presented
relating to the same, presented and
read. Ald. Wallis moved to refer the
petition to the committee of the
whole and that the city recorder be
instructed to notify the petitioner that
the council does not return petitions
but that he can secure a copy of the
same if he so desires. Carried.
Communication of Jas. F. Lee rela-
tive to the bills of the water depart-
ment filed against him, presented and
read. On motion of Ald. McLaughlin

The following bills of J. F. Lee were
referred to me to report on. The bill
for overhaul from West 8th and Hill
street to the ball park on 4th, street
extension and 7th. and White street
is correct as to the distance overhaul.
The extra grading on Rhomberg ave-
nue was included in a report present-
ed some time ago by the city attorney
and myself. The overhaul of Middle
avenue is correct The overhaul to
Eagle Point park is 1400 feet overhaul
instead of 3225 feet as in the bill pre-
sented by J. F. Lee.

report of defective lights for the
month of February, 1916. I find from
the reports of the police department
that the, total hours that 9 lamps
failed to burn would equal 1 -3 of a
lamp burning for one month or $1.87.

Notice of Special Assessment
Notice is hereby given to all con-
cerned that a special assessment as
provided by law will be levied at a
session of the city council of the city
of Dubuque, Iowa, to be held Thurs-
day, March 2nd, 1916, to pay for con-
structing an eight inch tile pipe sani-
tary sewer in Rosedale avenue from
Willow street to Auburn avenue, in
Auburn avenue from Rosedale avenue
to Dexter avenue, in Dexter avenue
from Auburn avenue to Algona ave-
nue, and in Algona avenue from Dex-
ter avenue to West Fourteenth
street. John Tibey, contractor.
Amount of special assessment
$3,018.23, same to be assessed against
the property legally subject to as-
sessment upon and along said streets.
And that there is a plat and
schedule on file in the office of the
city recorder of said city of Dubuque,
showing the streets in which said
sewer was constructed and the separ-
ate lots and parcels of ground or
specified portions thereof subject to
assessment for such improvement,
the name of the owner thereof as far
as pradticable and the amount to be
assessed against each lot or parcel of
ground, which plat and schedule are
subject to public inspection.
And that any and all persons ob-
jecting to said special assessment or
to said plat must file his or their ob-
jections in writing with the city re-
corder of said city of Dubuque on or
before said session of the city coun-
cil to be held Thursday, March 2nd,
1916, or to appear at said session of
the council to show cause, if any you
have, why said assessment should
not be levied.

Sealed proposals will be received
by the City Recorder until 8:00 p. m.
Thursday, March 2nd, 1916, to Tarnish
the Fire, Police and Street Depart-
ments of the City of Dubuque with
choice Upland Hay and choice Timo-
thy Hay and No. 1 White Oats, for
the term of one year from March,
1916.
Such oats and hay to be delivered
in such quantities and such places
as may be ordered by the City from
time to time. All hay and oats to be
weighed on the City Scales and de-
livered at the expense of the contract-
or. The oats to be figured at 32
pounds to the bushel. Each bid must
be accompanied by a Certified Check
of $25.00 on some Dubuque Bank as a
guarantee that a contract will be en-

WORTHY AVENUE.
To Whom it May Concern:
You and each of you are hereby
notified that it is the intention of the
city council of the city of Dubuque,
Iowa, to improve Nevada street from
West Third street to Langworthy ave-
nue.
That a plat of said improvement is
now on file iri the office of the city
recorder.
It is estimated by the city engineer
that said improvement will require:
1,045 square yards of macadam.
804 lineal feet of cement curb and
gutter.
200 square feet of cement gutter.
Making a total estimated cost to
the legally assessable property owners
of $1,340.00.
Any person having objection to said
improvement is hereby notified to ap-
pear before the City Council at its
regular session to be held Thursday,
March 16th, 1916, or to file with the
city recorder their objection in writ-
